Position: Senior Technical Director
United States Army - Alexandria, VA, 05/1998 to present
From 4/2007 to Present: Senior Technical Director. Contractor to the Army.
Responsible for Web Services development for a large web based army publication
system with DB2 as the database. The database has over 70 tables and the system has
over 40 functions. Wrote system and program specifications. The web services are being
called by the IBM Filenet application which processes the user work flow. This work
flow represents the steps needed to complete a publishing request. The back end database
stores the history of cases and the publication data. Familiar with C#, which was used to
write the web methods. Performed post implementation error analysis and recommended
changes to the DB2 tables and methods per new user requirements. Designed and
developed an Ad Hoc query screen to get any report from the database. Transitioned in
the workflow application from another contractor. Managed change requests from the
users including attending change control group meetings, determining which routines to
change, writing their specifications, and change deployment. Planning and
documentation.
From 2/2005 to 4/2007: Lead developer in developing the web based army publication
system at APD based on two existing mainframe based systems with managerial
responsibilities. System uses Microsoft SQL Server 2000, Visual Studio 2005, .NET.
Designed database tables, screens and processes. Wrote the Functional Requirements
Document for the system. Planned and executed data conversion from the old systems
into the new system developing conversion rules and verifying converted data. Met with
users to get their requirements. Demonstrated the system to users. Conducted weekly
meetings with users reviewing progress. Wrote the requirements and design documents.
05/1998 to 10/2004: Part time contractor at USAPA (US Army Publishing Agency, now
APD) assisting in their Case Management System. Performed enhancements debugging,
Y2K plans and fixes, etc. Designed and developed CASM Reports Online - system using
MS Access database and SQL queries. This system interacted with the mainframe CASM
system and showed users reports online eliminating paper reports. Used SQL Server to
model an existing system designing its tables. Tested JCALS system.
Lockheed Martin/OAO - Arlington, VA, 09/1997 to 10/2004
2. Contractor for Food and Consumer Service, Arlington, VA. Maintained and enhanced
STARS, a system for tracking stores participating in the food stamp program. The system
utilizes IDMS databases. In 1999 was responsible for key Y2K conversion activities
including searching for code locations using tools, developing conversion rules, code
routines and applying Y2K fixes. Analyzed STARS for feasibility of converting
QUEUEs to database records. Designed MS Access database and queries for analyzing
data for subsequent conversion to SQL Server. Did programming work in extracting data
from IDMS database for loading into SQL server database. Designed and maintained a
web site using Front Page for the organization. Did client and server side programming
using VBS, Java, HTML, DHTML and ASP.
Electronic data Systems – Washington, DC, as Advanced Systems Engineer, 12/1994

Developed processes for compliance with CMM(Capability Maturity Model) for
implementation at the INS account.
Task Leader for Non Immigrant Information System (NIIS) which was redesigned using
PowerBuilder, IDMS 12.01 and ADSO using a client server model. Evaluated design
approaches before selecting PowerBuilder and database. Created a demo of NIIS using
Visual Basic. NIIS stores non immigrant data whenever an alien arrives or departs the
United States using the form I-94. Original system exists in S2K on an IBM mainframe
which would be replaced.
Responsible for concept development and project planning phases of SDLC for Training
Management Information System (TMIS). Attended a Function Point Analysis (FPA)
class and counted the function points in TMIS. Evaluated COTS products PeopleSoft
HRMS, Oracle HR and several training systems and made recommendations to client.
Analyzed a human resources position tracking system (POSTS) and documented
functional requirements and assisted in system design document. Worked on the Central
Index System which runs IDMS data base and over 200 programs. Assisted in Operations
and Maintenance. Migration Planning to COBOL II and IDMS Rel. 12.01. Effort
involved converting Report Writer and other unsupported features of OS/VS COBOL,
using SPF/TSO, cost estimation and scheduling.
Guided team members during system development, did individual appraisal and
development plans. Developed IDMS dialogs and batch programs.

Project coordinator to a team of 9 analysts/programmers working with EDS and HUD
developing the SAMS (Single family Account Management System). Did test planning
and development of test cases for system integration testing with the objective of getting
CMM level 2. Co-ordinated user meetings and quality assurance group meetings to
ensure smooth transition of the from the development stage to the user implementation
stage. System was developed using INCASE/DB2.
IBM - Rockville, MD, 06/1992 to 06/1994
Tech Lead in the FAA project developing online programs using CSP/DB2 to collect
aviation data including weather, radar, tracking, terminal areas to be subsequently
processed by real time software. Did both online and batch programming using
DB2/SQL. Used REXX to generate code from models for CSP applications, CPW,
CSP/AD, CSP/AE and batch applications. Bachman was used extensively for design with
special emphasis on ERD, DFD, PSD and validation. Did data modeling and process
specifications. Used Shared Work Manager for controlled access and report generator for
design reports. Did programming in ADA/DB2. Used AIX operating system for C
programs. Some exposure to C++.

I was a Lead Programmer and designed and developed programs in the Federal
Enrollment Program (FEP) project utilizing XDB on IBM PS2 running OS/2, and DB2
on IBM mainframe. Programs were in COBOL II.

Designed and implemented management claims reporting system from IMCS/METFACS
systems in IDMS. Wrote dialogs in ADSO for group conversion from METCARE to
METFACS database which maintained all current insurance information. Designed and
developed a capitation/access fee payment system (CAPS) for Health Care Networks and
providers in the managed care service industry.
Blue Cross and Blue Shield - New York, 06/1988 to 03/1989
Developer/Testing Coordinator for project TLC (Top Level Care) utilizing IDMS. Wrote
batch/online programs in COBOL II for the information system. Wrote program
specifications, conducted program review and system testing, and created job streams in
procedure library. Supervised junior programmers.
Presidential Life Insurance Company – New York, 12/1986 to 03/1988
Maintained and enhanced the on-line CAPSCO system utilizing CICS MACRO level
4. programs and batch COBOL programs. Designed and developed the Group Bills systems
in CICS command level interfacing with existing billing system and logging accounting
entries. Documented a financial system, VALUATION, from existing JCL which
facilitated programming and operations staff in project administration.

Worked in the conversion of UNIVAC to IBM utilizing FMS-8. Wrote EXEC's in
VM/CMS to standardize source conversion.
Televerket - Oslo, Norway, 02/1982 to 08/1983
Worked in a large scale conversion project from UNIVAC-1100 to IBM-4340. The
online system was converted to IBM using CICS/DL1. The conversion was done in
VM/CMS before final installation under MVS. UNIVAC online commands were
translated into CICS/DL1 commands using EXEC's for speed and standardization.
Utilized TSO/SPF for maintenance following conversion. Worked in TITEL with online
CICS programs.
