• IBM’s IMS is a hierarchical database and has been in organizations for decades
• Applications are mission critical and complicated
• Huge costs in supporting IMS
• Staffing, IMS DB licensing, 3rd party management tools for IMS (BMC,
Compuware, CA, IBM)
• Enforced upgrades to current versions of IMS DB (On average every 2 years)

IBM Information Management System (IMS)
• A combination of IMS to Db2 migration and mapping tools to migrate IMS segments to Db2 tables

NASCO is owned by and exclusively serves Blue Cross and Blue
Shield Plans as a claims processing provider for over 23 million
members across the United States. They were concerned with
the costs they were spending for IMS and related tools . They
also knew they were at risk of a skills shortage as their IMS
staff members were headed to retirement and needed to take
action to reduce that risk. After looking at all the alternatives,
they quickly decided that using Elevate IMS to migrate their
IMS data to Db2 was their best option.

DESCRIPTION
• The OBIS system tracks approximately 250,000 offenders in the State of Florida, both Incarcerated and on Probation.
• Retains historical data for all offenders remanded to the Department of Corrections by the State Courts.
• Had been in constant development for over 25 years, adding functionality as demanded by internal requirements, State Legislation
and Court Orders.
• Written primary in COBOL using IMS/DB as the main intake database.
CHALLENGES
• Functionality requirements becoming more and more complex as the workforce shrunk and more reliance was placed on the system.
• Courts and legal legislation requirements becoming more rapid and complex.
• Need for faster response to change requests and additional functionality requirements
• More Ad-Hoc requests for data
• Need to have large amounts of data available on-line. The physical files of IMS/DB were filling up and needed to be partitioned
(expanded), which would be problematic in DOC’s IMS environment. A 2 year life expectancy on several databases was estimated.
• Db2 was also in use, administering both IMS and Db2 was time consuming and problematic.

• Do nothing
• This was not an option as several IMS/DB physical files were approaching their limit. A 2 year life was estimated.
• Re-write/re-platform
• Estimated at 50-60 million, the state legislature was unwilling to allocate the funds.
• How to duplicate 25 years of user requirements, state legislation and court orders in a 2-3 year project.
• Migrate IMS data to DB2 using Syncsort’s Elevate-IMS

• Program business logic continued to work as before.
• Significant data typing in Db2 was possible (Dates and Numeric values), to take advantage of the Db2 built in
functions.
• New functionality could be delivered using Db2/SQL coding skills.
• Fast proto-typing of new database functions now possible.
• Expansion of the physical files (databases partitioning) in Db2 was possible ‘behind the scenes’ alleviating space
requirements.
• Significant cost reduction with elimination of IMS DB and IMS tools licensing. Over 17 IMS/DB supporting software
products were eliminated in addition to IMS/DB.

  • 4. • IBM’s IMS is a hierarchical database and has been in organizations for decades • Applications are mission critical and complicated • Huge costs in supporting IMS • Staffing, IMS DB licensing, 3rd party management tools for IMS (BMC, Compuware, CA, IBM) • Enforced upgrades to current versions of IMS DB (On average every 2 years) • Benefits in moving to Db2 • Web applications, new fields, new lines of business • Drastically reduced infrastructure costs • But rewriting applications is hard to get right IBM Information Management System (IMS)

Florida Department of Corrections DESCRIPTION • The OBIS system tracks approximately 250,000 offenders in the State of Florida, both Incarcerated and on Probation. • Retains historical data for all offenders remanded to the Department of Corrections by the State Courts. • Had been in constant development for over 25 years, adding functionality as demanded by internal requirements, State Legislation and Court Orders. • Written primary in COBOL using IMS/DB as the main intake database.
