4. • IBM’s IMS is a hierarchical database and has been in organizations for decades
• Applications are mission critical and complicated
• Huge costs in supporting IMS
• Staffing, IMS DB licensing, 3rd party management tools for IMS (BMC,

action to reduce that risk. After looking at all the alternatives,

DESCRIPTION
• The OBIS system tracks approximately 250,000 offenders in the State of Florida, both Incarcerated and on Probation.
• Retains historical data for all offenders remanded to the Department of Corrections by the State Courts.
• Had been in constant development for over 25 years, adding functionality as demanded by internal requirements, State Legislation
and Court Orders.
• Written primary in COBOL using IMS/DB as the main intake database.
CHALLENGES
• Functionality requirements becoming more and more complex as the workforce shrunk and more reliance was placed on the system.
• Courts and legal legislation requirements becoming more rapid and complex.
• Need for faster response to change requests and additional functionality requirements
• More Ad-Hoc requests for data
• Need to have large amounts of data available on-line. The physical files of IMS/DB were filling up and needed to be partitioned
(expanded), which would be problematic in DOC’s IMS environment. A 2 year life expectancy on several databases was estimated.
• Db2 was also in use, administering both IMS and Db2 was time consuming and problematic.
