measures for flood affected people in
Uttarakhand

Introduction
• natural calamities like floods and landslides due
to its rugged terrain and proximity to the
Himalayan ranges. In June 2013, the state
witnessed one of the worst natural disasters in its
history when flash floods and landslides killed
thousands of people, destroyed infrastructure,
and caused massive economic losses.
• The disaster affected more than 4,200 villages
and affected around 1.1 million people, according
to the government.
• The rehabilitation measures undertaken by the
government and NGOs in the aftermath of the
disaster were crucial in helping the affected
people rebuild their lives.
• The first step in helping flood-affected
people is to provide immediate relief and
assistance to those who are affected. The
government and various NGOs provided
shelter, food, clothing, and medical
assistance to the affected people.
• The government also set up temporary
relief camps to provide shelter to the
displaced people.
CONCEPTS OF REHABILITATION AND
RECONSTRUCTION
• Rehabilitation and reconstruction operations are
integral to disaster recovery. They provide a direct
‘connect’ between disaster response and long-term
development.
• Rehabilitation involves restoring local services related
to the provision of immediate needs. It implies a
systematic return to pre-disaster status.
• It refers to actions taken in the aftermath of a disaster
to enable basic services to resume functioning, assist
victims’ self-help efforts to repair physical damage,
restore community facilities, revive economic activities
and provide support for the psychological and social
well-being of the survivors.
• Reconstruction, on the other hand, represents
long-term development assistance, which
could help people in the affected areas to
rebuild their lives and meet their present and
future needs. It takes into account reduction
of future disaster risks.
• The distinction between rehabilitation and
reconstruction is not watertight, but they have
to be well-incorporated into a long-term
disaster recovery plan.
TYPES OF REHABILITATION
• Physical Rehabilitation: Physical rehabilitation is a very important facet
of rehabilitation. It includes reconstruction of physical infrastructure,
such as, houses, buildings, railways, roads, communication network,
water supply, electricity etc.
• Social Rehabilitation: As we are all aware, disasters can render some
groups such as the elderly, orphans, single parents with young
children, etc., much more vulnerable to disaster aftermath due to lack
of adequate support. In the post-disaster phase, family support
systems can break down due to physical and mental trauma resulting
from losses of life and property, physical dislocation, and migration of
some members of disaster affected communities.
• Psychological Rehabilitation : The psychological trauma of losing
relatives and friends, and the scars of overall shock of the disaster
event can take much longer to heal than the stakeholders (planners,
governmental agencies, NGOs, international agencies, self-help groups,
community) in disaster management often assume
Livelihood Rehabilitation: The floods and landslides in
Uttarakhand had a severe impact on the livelihoods of the
people. Agriculture, horticulture, and tourism were the
main sources of livelihood for the people in the affected
areas.
• The floods and landslides destroyed crops and orchards,
and many hotels and tourist spots were destroyed. The
government and NGOs worked together to help the
affected people rebuild their livelihoods.
• The government provided financial assistance to the
farmers and orchard owners for the purchase of seeds and
saplings. The government also provided loans to the small
businesses affected by the disaster. The government also
worked to promote tourism in the affected areas.
• Health Rehabilitation: The floods and landslides in
Uttarakhand had a severe impact on the health of the
people.
• The floods caused outbreaks of waterborne diseases like
cholera and typhoid.
• The landslides also caused injuries and deaths. The
government and NGOs worked together to provide medical
aid to the affected people.
• The government set up medical camps and provided
medicines and medical supplies to the affected people. The
government also launched a vaccination drive to prevent
the spread of diseases.
• The government also worked to improve the health
infrastructure in the affected areas.
• The floods and landslides in Uttarakhand caused massive
damage to the state's frastructure.
GUIDING PRINCIPLE REHABLITATION AND
RECONSTRUCTION.
• Provision of emergency relief to be operationalised by
the way of mobilising human and material resources
on a war footing, comprising food security,
construction of temporary shelters and other basic
needs.
• Rehabilitation of all the displaced people, restoration
of basic and alternative means of livelihood along with
community-based infrastructure and institutions.
• Initiation of long-term development interventions,
which would lead to sustainable community-based
actions .
Reconstruction Measures:
• The reconstruction phase involved
rebuilding damaged infrastructure, roads,
bridges, and other public facilities.
• The government provided financial
assistance to rebuild damaged
infrastructure, and various NGOs and
international agencies provided technical
assistance to rebuild infrastructure in the
affected areas.
The reconstruction measures undertaken by the government
of Uttarakhand and the central government of India can be
broadly classified into three categories:
a. Immediate relief measures
b. short-term rehabilitation measures
c. long-term reconstruction measures
a. Immediate Relief Measures:
• The immediate relief measures were aimed at providing
basic necessities such as food, water, shelter, and medical
aid to the flood-affected people.
Short-term Rehabilitation Measures:
• The short-term rehabilitation measures
focused on providing temporary housing and
livelihood support to the flood-affected
people.
• The government of Uttarakhand and the
central government of India provided financial
assistance to the affected people to rebuild
their homes and businesses.
Long-term Reconstruction Measures:
• The long-term reconstruction measures
focused on rebuilding the damaged
infrastructure and
• developing the region's economy. The
government of Uttarakhand and the central
government of India launched several projects
to rebuild roads, bridges, and other
infrastructure that eredamaged during the
floods.
Recovery Measures:
• The recovery phase involved restoring the economy of the
region, which had been severely affected by the floods.
• The government launched several initiatives to boost the
local economy,including providing financial assistance to
small businesses, creating employment opportunities,and
investing in tourism.
• Overall, recovery measures for flood-affected people of
Uttarakhand have been a combination of relief,
rehabilitation, and reconstruction efforts.
• The government and other agencies have takensignificant
steps to help people recover from the disaster, but much
work remains to be done to ensure the long-term
sustainability of the recovery process.
Conclusion
• In conclusion, the floods in Uttarakhand were a massive natural
disaster that resulted in the death of thousands of people and
caused massive damage to infrastructure and the economy of the
region.
• The rehabilitation, reconstruction, and recovery measures
undertaken by the government and various NGOs helped the
affected people to rebuild their lives and restore their livelihoods.
• However, there were several challenges faced during the process,
including the lack of funding, technical expertise, and institutional
capacity.
• The government and other stakeholders must continue to work
towards building a more resilient infrastructure and economy to
prepare for future natural disasters.

In June 2013, the state witnessed one of the worst natural disasters in its history when flash floods and landslides killed thousands of people, destroyed infrastructure, and caused massive economic losses. • The disaster affected more than 4,200 villages and affected around 1.1 million people, according to the government. • The rehabilitation measures undertaken by the government and NGOs in the aftermath of the disaster were crucial in helping the affected people rebuild their lives.

  • 5. • The first step in helping flood-affected people is to provide immediate relief and assistance to those who are affected. The government and various NGOs provided shelter, food, clothing, and medical assistance to the affected people. • The government also set up temporary relief camps to provide shelter to the displaced people.
  • 6. CONCEPTS OF REHABILITATION AND RECONSTRUCTION • Rehabilitation and reconstruction operations are integral to disaster recovery. They provide a direct ‘connect’ between disaster response and long-term development. • Rehabilitation involves restoring local services related to the provision of immediate needs. It implies a systematic return to pre-disaster status. • It refers to actions taken in the aftermath of a disaster to enable basic services to resume functioning, assist victims’ self-help efforts to repair physical damage, restore community facilities, revive economic activities and provide support for the psychological and social well-being of the survivors.

It takes into account reduction of future disaster risks. • The distinction between rehabilitation and reconstruction is not watertight, but they have to be well-incorporated into a long-term disaster recovery plan.
  • 8. TYPES OF REHABILITATION • Physical Rehabilitation: Physical rehabilitation is a very important facet of rehabilitation. It includes reconstruction of physical infrastructure, such as, houses, buildings, railways, roads, communication network, water supply, electricity etc. • Social Rehabilitation: As we are all aware, disasters can render some groups such as the elderly, orphans, single parents with young children, etc., much more vulnerable to disaster aftermath due to lack of adequate support. In the post-disaster phase, family support systems can break down due to physical and mental trauma resulting from losses of life and property, physical dislocation, and migration of some members of disaster affected communities. • Psychological Rehabilitation : The psychological trauma of losing relatives and friends, and the scars of overall shock of the disaster event can take much longer to heal than the stakeholders (planners, governmental agencies, NGOs, international agencies, self-help groups, community) in disaster management often assume

Agriculture, horticulture, and tourism were the main sources of livelihood for the people in the affected areas. • The floods and landslides destroyed crops and orchards, and many hotels and tourist spots were destroyed. The government and NGOs worked together to help the affected people rebuild their livelihoods. • The government provided financial assistance to the farmers and orchard owners for the purchase of seeds and saplings.
