Procurement/Supply Chain Management: Provided oversight on procurement, cost,
schedule, performance, configuration control, earned value management, quality control, and
product acceptance on hundreds of DoD weapons development and production programs
over a twenty-year period to program/project objectives. Issued $1.4 Billion/7500 customer
contracts annually, for a three-year period, including all manner of complex service, supply,
and construction contracts. Also advised or management multiple grants and agreements for
customers. Provided contract administration services on 1230 contracts within a $32 Billion
portfolio for a three-year period. 20 Years of experience as a warranted Army Contracting
Officer - held four contracting officer warrants including two unlimited. Worked with numerous
contract types including; FFP, CPFF, CPAF, CPIF, T&M, Letter Contracts, all manner of
IDIQs, Blanket Purchase Agreements, and Basic Ordering Agreements. Extensive use of
SPS/PD2, WAWF, EDA, IRAPT, MY INVOICE, EFR, CPARS, GFEBS, CORT, VCE, PCF, EZ
Query and many other IT systems used to properly award and administer contract actions.
3+ years’ experience as an Army PARC - issuing procurement authority, Contracting Officer
Warrants and supervising contracting operations. DAWIA Level III Certified in Contracting.
Project/Program Management: Supported multiple Service Program Executive Offices
and hundreds of DoD weapons development and production programs over a six-year
period to achieve cost, schedule, and performance objectives. Project Director for the $157M
Joint Service PACMERS land mobile radio communication project across multiple Hawaiian
Islands and Alaska for over three years. Responsible for project cost, schedule, performance,
risk management, and services acceptance on all PACMERS elements. Programmed,
planned & executed a 1000+ person annual procurement training exercise as the Executive
Director for three consecutive years. Unified 15 independent organizations to work together
towards common goals using complex project management principles.
Training Management: Served as a corporate training officer for over two years. Created
an eight-person training staff into a productive cross functional team in a matter of weeks.
Developed all organizational training systems & materials from scratch and delivered all
directed training development projects on time and on budget using project management
principles. Served as an Army Basic Training Officer (Commander) for over two years.
Responsible for all aspects of the training of over 2000 Initial Entry Army Soldiers.
2. Change Management: Planned and executed 4 major management directed
reorganizations for two different business over a 6-year period. No productivity was lost due
to skilled implementation of change management principles. Planned and executed the move
of a 114-person corporate staff from Virginia to Alabama with no productivity lost due to
skilled implementation of change management principles.
Leadership/Management: Managed 7 cross-functional civilian and military teams (300+
Personnel in seven locations) in CONUS and Puerto Rico for over three years. Managed a
cross-functional corporate staff of 114 personnel, for over a year, supporting organizational
units spread across the world. Managed 4 cross-functional civilian and military teams (90+
personnel in 2 states) providing contract administration services, for over three years. Lead a
25-person team, providing contract administration services, in the Afghanistan combat zone
for over a year. Created Corporate Medallion (earned by achievement) which increased
organizational morale and productivity. Commanded an 18 Soldier cadre of drill sergeants
and support staff that trained over 2000 Army Initial Entry Training Soldiers over a two-year
period. Led Multiple platoons of up to 30 Soldiers providing Combat Engineering Support.
