What is a “Smart City”?
The British Standards Institute defines smart city as “the effective integration of physical,
digital and human systems in the built environment to deliver sustainable, prosperous and
inclusive future of its citizens”.
The core infrastructure elements of a smart city are:

Energy Management
Electricity forms the backbone any infrastructural development of modern times. No country,
no economy can grow without the development of its electricity sector. Energy management
is vital to the concept of smart city.
Energy management includes adoption of smart meters, smart grid, deployment of
renewable energy resource, promoting energy storage, energy efficiency and green buildings,
etc.
Smart metering: Installations of smart meters will allow utilities to introduce price
differentiation based on the season and the time of day, which will result in better peak,
off-peak power management.

Smart grid: Smart grids are designed to be bi-directional. Smart grids improves
responsiveness of utilities. They result in better demand management, reduced power
outages or faults and reduced transmission and distribution (T&D) losses. They also enable
the consumer to participate in energy value chain.
Smart grids will also result in better synchronization among variable feed from different
energy resources such as thermal, renewable, and hydro.
Deployment of renewable energy sources: Increasing awareness about environmental
impact of thermal energy resources has paved the growth of renewable energy resources
in the country. India’s ambitious 175 gigawatts (GW) renewable energy installations,
including 40 GW of rooftop solar installations by 2022 target will further provide
momentum to the growth of this sector.
Energy storage: The technology of energy storage is yet to mature. But this has the
potential to bring in a large change the way we use electricity. With improvements in
energy storage ability and efficiency, standalone energy systems may gain prominence in
the future.
Smart lighting: According to several surveys, street lighting accounts for almost 40% of
electricity bill of municipalities. The installation of new street lighting solutions can save up
to US$13.1 billion in energy per year. LEDs can generate energy savings of 50 to 70%, and
this can go up to 80% if LED lighting is coupled with smart controls.
A leading lighting company estimates that a complete switch to LED technology can
generate savings of about US$179 billion. Smart lighting will help cities manage street
lighting to reduce their energy and maintenance costs.
Smart Buildings
A smart building is designed to optimize usage of energy and water, and to minimize
environment impact. These buildings interact intelligently with a Smart City infrastructure
such as the Smart Grid, water and waste management systems, telecom infrastructure and
other ICT enhanced services.
Smart Buildings will save up to 30% of water usage, 40% of energy usage and reduction of
building maintenance costs by 10 to 30%.
Energy efficiency: Efficient use of electricity by various home appliances can significantly
lower the overall energy requirement of a building. As energy demand reduction
technology are far cheaper than renewable energy installation cost, this will ease the
burden on renewable energy installations.
Green buildings: Green buildings are designed in a way to use resources more efficiently,
creating more energy-efficient homes and commercial buildings. Successful green
buildings leave a lighter footprint on the environment through conservation of resources.
Green building design involves finding the delicate balance between homebuilding and a
sustainable environment. Thus green buildings are the future of residential and
commercial buildings.
4. Water Management
Water is a very important resource for the survival of human life on earth. Due to various ways of
contaminations the share of safe drinking water reserve is constantly declining. Smart city projects
emphasize on better management of this resource by not wasting or polluting it. And this has to be
done by measures such as
Leakage detection: Water loss management is becoming increasingly important due to
population growth and water scarcity. To minimize water loss, water providers can equip the
distribution network with sensors to provide real time insight in pressure, flows and quality. By
analyzing this data, especially the flows during night when normal consumption is minimal,
leakages can be detected.
Predictive maintenance planning: Maintenance on water infrastructure is expensive. Data can be
used to focus maintenance on the parts of the water distribution system and sewer system that
need it most. Sensors in the pipes measure flow, pressure and acoustic signals.
Water quality monitoring: Sensors can be used to measure the quality of surface water in real
time mode. Traditional water quality monitoring procedures required manual actions for
sampling and analyzing, thus resulting in a lag between the emergence of pollution and the
detection of it. Real time water quality monitoring, with a network of sensors covering surface
water, highly contributes to sustainability of city resources.
Smart Transport
Transport system plays a key role in a city, and everyday life of its habitants. Traffic
congestion and parking are the two very basic problems faced by city dwellers. So smart city
must consider adoption of technology to ease out these day-to-day problems. Other than
that smart city should focus on improvement of other transport related infrastructure like
airport, mass rapid transit systems, highways and economic corridors, etc.
Intelligent transit: Intelligent transportation solutions are designed to reduce traffic
congestion, improve incident response and optimize traffic flow. This is achieved through
live traffic monitoring, analysis and prediction capabilities and leveraging data from
disparate sources.
Smart parking: In urban areas 30% of all traffic congestion is caused by drivers circling to
find a space for parking. Smart parking technology combines IP cameras, sensors,
smartphone apps, and the citywide network infrastructure to provide parking availability
to citizens in real time. The system can also provide greater visibility into parking analytics,
such as usage and vacancy periods, so cities can make better informed decisions and long-
term plans.
Smart parking will thus reduce traffic congestion and a more effective partnership
between cities, citizens, local businesses, and parking enforcement agencies.
Airports: Airports are transportation nerve centers of smart cities. Airport operations
management solutions enable information sharing and collaboration between multiple
service providers. This enables coordinated response to situations such as resource
shortages, asset downtimes, inclement weather, etc. The solution may involve integrating
multiple smaller airports, by leveraging a central airport operational database.

Integrated fare management: Public transportation is a key means to improve traffic. To
increase utilization and adoption of these systems, citizens should be able to seamlessly
use payment systems associated with metro rail, parking garages, subways, buses, tolls,
etc. Integrated fare management systems enable this by using a single smart card to
access and pay for all their transportation needs.
Such solutions increase public transit adoption, reducing delays and congestion, enable
flexible fare policies.
Waste Management
Waste management is important to modern day cities in the sense that waste can be used for
energy formation, compost formation and wastage of water can be reduced by waste water
treatment.
Waste to energy: Waste to energy projects can reduce the onus on municipality bodies in
handling the city waste along with necessary electricity generation. And as government of
India has made power procurement from these waste to energy power projects
mandatory, the developers need not worry about power sale. Plus they have the
advantage of availability of fuel easily. But as the technology hasn’t matured yet, the
efficiency would be really low.
Waste water treatment: Dumping of waste water to near by water bodies results in huge
negative impact on health and environment. Waste water treatment also help to conserve
the water resources. This segment is growing and holds enough promise for future.

Government of India has plans to develop 100 smart cities in three years. Out of these 100
future smart cities, 18 cities belong to Eastern and North-Eastern part of the country. West
Bengal, Bihar, Jharkhand, Odisha and Andaman & Nicobar island forms the eastern part of
the country, while Sikkim, Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram,
Nagaland and Tripura forms the north-eastern part of the country.

Investment Opportunity for PPP in Smart City Projects
Smart city project of India government requires an investment of over $150 billion (roughly
INR. 10,15,520 crores) over the next few. Government of India has already initiated two
programmes with an initial outlay of $7.6 billion (roughly INR 50,863 crores) for 'Smart Cities
Mission' and the 'Atal Mission for Rejuvenation of Urban Transformation (AMRUT)' for the up
gradation of 500 existing cities.
According to the proposed scheme of finance government of India will provide INR 500 crore
for each smart cities. State government is to provide another INR 500 crore fund. So the rest
of investment for the development of smart city is to come through private sector
participation, and according to Deloitte, this translates into nearly $120 billion (roughly INR
8,12,415 crores) opportunity for private sector (PPP).
As eastern and north-eastern part of the country has 19 proposed smart cities, the
opportunity size for private sector investment will be nearly $23 billion (roughly INR 1,54,359
crores).
