3. What are the different elements of the NPF & what
can they tell us?
• 11 National Outcomes: These describe the features of the kind
of Scotland we want to create as a consequence of our collective
actions. They are population level end results we want to be
experienced by the people of Scotland. They have a statutory
basis in the Community Empowerment (Scotland) Act 2015.
• Values statement: inform the behaviours people in Scotland
should see in everyday life and are part of a commitment to
improving individual and collective wellbeing. Help with what to
prioritise and how to behave to get there.
• Purpose statement: The “reason for being” of the NPF, giving
long term aim and direction.
• 81 National Indicators: Give a broad picture of progress
towards the outcomes on some important measures (at the
national level and also for population sub-groups). But they are
not the only measures that matter. Nor are they targets.
4. What is the NPF all about really?
• The kind of country we want to be
• Common language and purpose
• Partnership and working across boundaries – not just about the
work of government
• Evidence and prioritisation
• Impact – not just doing a good thing but the right thing
• Increased wellbeing - not just business as usual
• Leave no one behind
6. What kind of leaders do we need?
• Leaders who see beyond institutional boundaries to
the wider cause
• Leaders who are representative of, and understand,
Scotland’s communities
• Leaders who understand and value technical
competence
• Well-managed leaders – challenged and cherished
• Humane not “heroic” leaders: collaborative leaders
7. Meaningful use of the NPF will
require a shift from “business as
usual”.
Phases: this is long-term transformational process. Some of this is hard and will take time. It’s a marathon, not a sprint. So we will
take a focused and phased approach.
A Transformational Approach?
