(SPAWAR Systems Center Atlantic - Installation Management Office)
• Financial management of funding documents,spend plans,budgets,carry over targets and project
estimates for 300+ installations per year that are created in the SSC LANT IMO-Tracker database for
IMO/Shore installation assigned tasking. Monitor charges of service center fee and accruals for all shore
install activities and report to the government financial lead and sub portfolio lead.
• Develop forecasts for production overhead,direct labor hours,capacity,backlog and carry over. Perform
analytical reporting to determine appropriate funding and provide strategic and economic analyses for
shore installations with regards to planning,programming, budgeting,and execution.
• Develop, analyze, and organize reports from Navy ERP to include funding document attributes,
expenditures, benchmarks, targets, cost performance data, obligated charges against funding documents
and projects,and program funding status reports.
• Assist Project Engineers and senior Shore leadership with preparing budgets,justifications, impact
statements, and with SPAWAR/IMO installation processes.
• Maintain rapport with team members, project engineers, and SPAWAR leadership to resolve financial
issues,accomplish milestones and organization’s short/long term goal requirements, mitigate issues to
ensure obligations and expenditures meet benchmarks, and recommend alternative actions to ensure
financial goals are met.
• Formulate alternative solutions for financial plans, forecasting deliverables, financial performance or
portfolio programs for implementation.
Serve as the primary contact for Other Command Funded (OCF) shore installation for SSC
LANT. Manage and provide oversight for Non-PEO shore tasking. Ensure all non-PEO SSC-Atlantic
Navy C4ISR ashore installation efforts are appropriately executed and managed through the Enterprise's
installation workflow and manage the workflow for all Non-PEO installations in SPAWAR/PEO
Integrated Data Environment and Repository (SPIDER) and IMOTracker from task creation to project
closeout.
• Review all work scopes and cost estimates for accuracy and appropriate explanation of installation,
create all Other Command Funded (OCF) tracking numbers in SPIDER, ensure each installation is
channeled through the required estimate approval process, align funding properly within the
Installation Management Office (IMO), monitor accuracy and compliance with Shore Installation
Process Handbook (SIPH), of execution milestone documentation and installation deliverables.
• Train, promote, and monitor compliance with the Shore Installation Process Handbook(SIPH),
including Fleet Readiness Certification Board (FRCB), IMO Business Policies and Processes,
PEO C4I & SPIDER, IMOTracker, and RSIM toolbox.
• Manage and provide oversight for Non-PEO shore tasking, coordinate daily with project
engineers with regards to funding, estimates, and schedules,labor and travel charges,service
center cost,billing elements and control accounts in ERP, FRCB documentation,installation
execution processes,and deliverable submission.
• Audit shore installation documentation developed for Navy Other Command Funded (OCF)
installations and submitted for Fleet Readiness Certification Board (FRCB) process review is accurate
and complete prior to submitting. Submit FRCB documentation for review and approval.
• Member of Shore Installation Process training team. Assisted in development of training curriculum by
providing technical input to the learning objectives, systems operation instructions,training aids, and
presentations. Responsible for providing on the job training for IMO Other Command Funded process
and IMO specific databases to customers,Project Engineers, IPT leads,and engineers.
• Conducted training to promote compliance with current SPAWAR installation processes,including
Fleet Readiness Certification Board (FRCB) Process, SPAWAR Shore Installation Process Handbook
(SIPH) and IMO Business Policies and Processes.
• Communicate and interact on a daily basis with RSIMs, RSIM support staff, project engineers, and
senior leadership regarding the status ofshore installations, funding requirements, receipt of
deliverables, and close-out status.
• Manage,review, and approve SPAWAR Shore Installation Process documentation for East Coast,
Europe, and CENTCOM areas of responsibility. Work directly with Project Engineers to ensure
required deliverables for shore installations are developed,utilized, and stored in the SPAWAR
Enterprise Technical Data Repository (SPIDER).
• Develop and implement reports,queries,and tables needed for Regional Shore Installation Manager
(RSIM) toolbox database. Create reports using multiple databases forvarious data calls, Integrated
Product Teams (IPT), financial analyses,project status assessment,and documentation requirements.
• Utilized knowledge and skills from business and computerrelated graduate courses to develop processes
and applications to streamline the business practices ofthe Installation Management Office (IMO).
• Analyze requirements and procure equipment for various projects according to program specifications.
