Description of the Community: Rural Area
Malinao 2, is an area located at the edges of Narra town. The area is a very remote
community with rough barangay roads leading to it. Majority of the residents are indigenous
people called the Tagbanua, who suffer from poverty so evident on their way of living and
the nipa huts they live at. The community has one unmaintained basketball court, two
community chapel, one tribal hall, and a day care center. Identified as a rural area, residents
earn their living through fishing, farming and vending crops.
The village is governed by a purok president who acts as the legal leader but the
leadership stature is with the more powerful influential tribal chieftain named Chieftain
Lorenzo Ulusan.

Brief Description of the Program:
Tagbanuas’ Life and Culture
with Community Vegetable Garden
Modernization already engulfed the Tagbanuas’ glorious past. Tagbanuas’ tribal
practices, menus, and way of life have change with the arrival of Christians around them
that influences them that caused the vanishing of their invisible wealth their culture.
Troop Dagitab 767, desires to contribute in our little way to promote and preserve
the Tagbanuas culture in the project called The Tagbanuas Life and Culture with
Community Vegetable Garden. The troop will mingle with the community in gardening
while observing their ways and on the same time go on researching for their almost
forgotten short stories as well as observing the uniqueness.
The community garden shall provide food crops for the use of members. It is hoped
that the community garden will provide a hub for social interaction while involving
members in healthy exercise, social and cultural events as well as knowledge of organic
food production.

Objectives of the Program:
The main objective is to provide Girl Scouts an opportunity to contribute in restoring
and preserving the forgotten Tagbanua literature (short stories) and practices and share it to
the world through the use of technology. The troop shall make efforts to promote Tagbanuas
culture unique features and help them to improve their health and economic situation
through a community vegetable garden. This objective will be accomplished through the
process of investigating and researching the Tagbanua short stories through the help of the
elderly members of the tribe and teaching them garden in their immediate compound and
teaching them to harvest products in order to provide food for their families.
The Community Garden will be
A Meeting Place:
A place for people to mix with a group, diverse in age and ability to form friendships and
social bonds which contribute to a sense of community
A Growing Place:
A space where fresh organic food – vegetables, herbs, fruit and flowers can be grown and
harvested locally.
A Learning Place:
To share gardening knowledge with members and visitors about sustainability: organic
methods, water and harvesting.
A Healthy Place:
To provide a place for social interaction, physical exercise, nutritious organic produce
and a sense of well being.

To create an environment that is in harmony with nature and our neighbors
Strategies of the Program:
The troop shall employ the Principles of Community Organizing with the approval of the
barangay captain Teresita Cabanag. In this program for the purok we would apply the
following strategies

Community resources and involvement of community members:
The community shall be involved in the process of planning and implementation of the
community gardening. They will also be involved in the re-discovering their almost
forgotten short stories called Tultul through the help of the elderly tribe members. The goal
of the undertaking is the involvement to advocate and strengthen early and meaningful
community participation in the community garden as well as digging the almost forgotten
Tagbanua short stories.

Program Management and Implementation:
The program management of the Troop Dagitab 767 Pilar Hidalgo Lim project can be divided into two
categories; human management and task management.
Human Management:
The number of people needed to carry out the project implementation is very important. Involving many
people in the program leads to a greater impact. The Interact Club of Panacan, the 4 Ps Club, the circle of
Barangay Health Workers and the residents of the area are among the people who supported the project.
Task Management:
The processes involved are doing everything that has been planned. Adhering to the time line, meeting report
due dates, planning the kind of vegetable to plant, conducting learning sessions on vegetable gardening and
division of labor in the community vegetable garden.
Studying the culture of the Tagbanua is embedded in the troop dealings with them, The visits; conversation
and communicating with the tribe members enable the troop members to imbibed and discover the culture
inside them.

Program Results:
Effects on Troop Members
1. Engaging in the Pilar Hidalgo Lim project developed the sense of commitment among the Senior Girl
Scouts of Troop Dagitab 767.
2. It builds a system where members can talk and address issues regarding the management and
implementation of the project.
3. Members learned to share ideas and they developed willingness to work without expecting anything in
return.
4. Members identified their important role in community building.
5. Members learned to create linkages with groups and agencies.
Impact to Community:
The idea of a community vegetable garden is a binding agent amongst the residents of the area.
It became a venue where family grew vegetables for themselves and for opportunity of additional income grew
out of the project. The project encourages those that may have a hard time, earn through participation and
industry.
The people in the community build friendship while working in the vegetable garden with the Girl Scouts and
freely unknowingly shared bits of their culture to the researchers.
Working with other agencies, organizations and groups is a part of the troop’s philosophy. The project seeks
to bring people together and link resources.
The people shall be involved in the process of engaging in dialogue and collaboration with community
members.
Milestone/Accomplishment:

Lessons Learned:
The members of Troop Dagitab 767 learned that other people may be there to help them, teach them, guide
them along their path, but the lesson they learned is always theirs.
The members learned that people may forget words, people may forget actions, but people will never forget
how you made them feel.

Troop members learned not to give up amidst hardships and trials.
Impact to Community:
The Tagbanua people through the Day Care Worker Christy Lee Diaz and Purok President Wilfredo Batac
welcomed the troop with great hopes.
The project created a venue for the parents of the day care children and some residents to work together with
a common goal.

Program Results:
Effects on Troop Members
The troop members discovered that undergoing the PHL project is a mountain to climb indeed.
The experiences entail a great determination and perseverance. In the midst of the project implementation
strength and finances submerged but never the spirit of a real Girl Scout to serve not for glory but for self
fulfillment that we were able to serve a fellow Filipino who are less appreciated in the modern society.
It feels bad that some Tagbanua rejects our friendship due to bad experiences in the past but at the end we
were able to win their trust as they witnessed how dedicated and sincere we are.
We created new friendship with the community and learned that Tagbanuas are sensitive people who need
our understanding and attention.
Impact to Community:
Bayanihan spirit sprouted out from the Tagbanua mothers
Strengthened friendship with the Tagbanuas as they revealed to the troop their uniqueness through their tribal
ways.
Young members of the tribe learned their tribal short stories through the book let and video created.
Milestone/Accomplishment:
Accomplishments of the following
1. Created and distributed Tagbanua Tultul booklets to children.
2. Created the Tagbanua Tultul into a video presentation in a DVD distributed to Narranian schools.
3. Uploaded four Tagbanua Tultul to YOUTUBE for the world to see and appreciate.
4. Created Tagbanua Culture and life Facebook website where people can read Tagbanua short
stories, riddles and see pictures and more about the Tagbanuas.
5. Set up a story telling sessions and video watching in schools on Tagbanua short stories.

Lessons Learned:
1. Indigenous people need special attention from the government in order not to lose their culture.

Dear Gespie,
The pre-evaluation was a flop. We believe we failed because we were not
able to answer the evaluators questions very well. The thing we noticed is
the evaluator did not give us enough time to answer her questions well but
she continuously bombarded us questions after questions.
Being a first timer in the PHL project we don’t know what to do.
All we believe is that we are willing to finish what we started.
We feel still lucky because though the first choice of the project area was a
failure due to the flooding of our town we still have other project with the
Tagbanua tribe which the GSP Council is not aware.
Here’s our story of that other project.
After the CGSMS project of Ate Libert Charisse Lumba which our troop
supported, our troop established friendship with the Tagbanua people.
Through the Day Care Worker Christy Diaz, our Tita the mother of Ate
Libert challenged the people to have a vegetable garden by providing
them free seeds to plant and insecticide to care for the crops.
Our PHL project site was in the District 4 Poblacion at the back of Narra
Pilot School. The site was chosen because our troop leader was not well at
that time. It was tedious for her to walk to the Tagbanua village.
Ate Liberts’ father, our troop leaders husband, said that Tita Sham will be
allowed to take the PHL project if the project will be in the area nearer in
their home. So the District 4 Vegetable project came to be. From June,
2011 up to December, 2011 rain filled the rugged terrain of our town. As a

We visited the the Tagbanuas together with the Augustinian Recollect Sisters of

We saw the blind man by the stairs of the nipa hut. He is Tatang Pedro
Sabio, the oldest Tagbanua, in the community who still has the memories
of his childhood.
Tatang Pedro was very friendly, when we sit down and listen to him we
started our journey to the world of the Tagbanua tribe. Tatang Pedro

  • 9. 9 PILAR HIDALGO LIM TROOP AWARD Name of the Troop: Dagitab Date of Last Registration: September 14, 2010 Troop No. 767 No. of Troop Members: 32 District Committee: Baba Manggis Troop Leader: Adonai Shammah Lumba Council: Palawan Region: Southern Luzon Name of Community: Malinao 2 Date Started: July 5, 2011 Description of the Community: Rural Area Malinao 2, is an area located at the edges of Narra town. The area is a very remote community with rough barangay roads leading to it. Majority of the residents are indigenous people called the Tagbanua, who suffer from poverty so evident on their way of living and the nipa huts they live at. The community has one unmaintained basketball court, two community chapel, one tribal hall, and a day care center. Identified as a rural area, residents earn their living through fishing, farming and vending crops. The village is governed by a purok president who acts as the legal leader but the leadership stature is with the more powerful influential tribal chieftain named Chieftain Lorenzo Ulusan.   • 10. 10 Results’ of Research on Community Needs: 1. Poverty/ Unemployment 2. Malnourished Children 3. Vanishing Tagbanua Culture and Literature . PROGRAM PLAN: Brief Description of the Program: Tagbanuas’ Life and Culture with Community Vegetable Garden Modernization already engulfed the Tagbanuas’ glorious past. Tagbanuas’ tribal practices, menus, and way of life have change with the arrival of Christians around them that influences them that caused the vanishing of their invisible wealth their culture. Troop Dagitab 767, desires to contribute in our little way to promote and preserve the Tagbanuas culture in the project called The Tagbanuas Life and Culture with Community Vegetable Garden. The troop will mingle with the community in gardening while observing their ways and on the same time go on researching for their almost forgotten short stories as well as observing the uniqueness. The community garden shall provide food crops for the use of members. It is hoped that the community garden will provide a hub for social interaction while involving members in healthy exercise, social and cultural events as well as knowledge of organic food production.
  • 11. 11 Objectives of the Program: The main objective is to provide Girl Scouts an opportunity to contribute in restoring and preserving the forgotten Tagbanua literature (short stories) and practices and share it to the world through the use of technology. The troop shall make efforts to promote Tagbanuas culture unique features and help them to improve their health and economic situation through a community vegetable garden. This objective will be accomplished through the process of investigating and researching the Tagbanua short stories through the help of the elderly members of the tribe and teaching them garden in their immediate compound and teaching them to harvest products in order to provide food for their families. The Community Garden will be A Meeting Place: A place for people to mix with a group, diverse in age and ability to form friendships and social bonds which contribute to a sense of community A Growing Place: A space where fresh organic food – vegetables, herbs, fruit and flowers can be grown and harvested locally. A Learning Place: To share gardening knowledge with members and visitors about sustainability: organic methods, water and harvesting. A Healthy Place: To provide a place for social interaction, physical exercise, nutritious organic produce and a sense of well being.
  • 12. 12 A Beautiful Place: To create an environment that is in harmony with nature and our neighbors Strategies of the Program: The troop shall employ the Principles of Community Organizing with the approval of the barangay captain Teresita Cabanag. In this program for the purok we would apply the following strategies 1. Listening 2. Relationship Building 3. Challenge 4. Action 5. Evaluation 6. Reflection Community resources and involvement of community members: The community shall be involved in the process of planning and implementation of the community gardening. They will also be involved in the re-discovering their almost forgotten short stories called Tultul through the help of the elderly tribe members. The goal of the undertaking is the involvement to advocate and strengthen early and meaningful community participation in the community garden as well as digging the almost forgotten Tagbanua short stories. Human Management: The number of people needed to carry out the project implementation is very important. Involving many people in the program leads to a greater impact. The Interact Club of Panacan, the 4 Ps Club, the circle of Barangay Health Workers and the residents of the area are among the people who supported the project. Task Management: The processes involved are doing everything that has been planned. Adhering to the time line, meeting report due dates, planning the kind of vegetable to plant, conducting learning sessions on vegetable gardening and division of labor in the community vegetable garden. Studying the culture of the Tagbanua is embedded in the troop dealings with them, The visits; conversation and communicating with the tribe members enable the troop members to imbibed and discover the culture inside them.   • 18. 18 Accomplishments of the Troop and the Community Members( to include the number of troop members, community members involved, the agencies/NGO networked with/tapped) Program Results: Effects on Troop Members 1. Engaging in the Pilar Hidalgo Lim project developed the sense of commitment among the Senior Girl Scouts of Troop Dagitab 767. 2. It builds a system where members can talk and address issues regarding the management and implementation of the project. 3. Members learned to share ideas and they developed willingness to work without expecting anything in return. 4. Members identified their important role in community building. 5. Members learned to create linkages with groups and agencies. Impact to Community: The idea of a community vegetable garden is a binding agent amongst the residents of the area. It became a venue where family grew vegetables for themselves and for opportunity of additional income grew out of the project. The project encourages those that may have a hard time, earn through participation and industry. The people in the community build friendship while working in the vegetable garden with the Girl Scouts and freely unknowingly shared bits of their culture to the researchers. Working with other agencies, organizations and groups is a part of the troop’s philosophy. The project seeks to bring people together and link resources. The people shall be involved in the process of engaging in dialogue and collaboration with community members. Milestone/Accomplishment: 1. Identified the project site 2.   • 19. 19 Lessons Learned: The members of Troop Dagitab 767 learned that other people may be there to help them, teach them, guide them along their path, but the lesson they learned is always theirs. The members learned that people may forget words, people may forget actions, but people will never forget how you made them feel.   • 24. 24 Program Results: Effects on Troop Members The troop members discovered that undergoing the PHL project is a mountain to climb indeed. The experiences entail a great determination and perseverance. In the midst of the project implementation strength and finances submerged but never the spirit of a real Girl Scout to serve not for glory but for self fulfillment that we were able to serve a fellow Filipino who are less appreciated in the modern society. It feels bad that some Tagbanua rejects our friendship due to bad experiences in the past but at the end we were able to win their trust as they witnessed how dedicated and sincere we are. We created new friendship with the community and learned that Tagbanuas are sensitive people who need our understanding and attention. Impact to Community: Bayanihan spirit sprouted out from the Tagbanua mothers Strengthened friendship with the Tagbanuas as they revealed to the troop their uniqueness through their tribal ways. Young members of the tribe learned their tribal short stories through the book let and video created. Milestone/Accomplishment: Accomplishments of the following 1. Created and distributed Tagbanua Tultul booklets to children. 2. Created the Tagbanua Tultul into a video presentation in a DVD distributed to Narranian schools. 3. Uploaded four Tagbanua Tultul to YOUTUBE for the world to see and appreciate. 4. Created Tagbanua Culture and life Facebook website where people can read Tagbanua short stories, riddles and see pictures and more about the Tagbanuas. 5. We believe we failed because we were not able to answer the evaluators questions very well. The thing we noticed is the evaluator did not give us enough time to answer her questions well but she continuously bombarded us questions after questions. Being a first timer in the PHL project we don’t know what to do. All we believe is that we are willing to finish what we started. We feel still lucky because though the first choice of the project area was a failure due to the flooding of our town we still have other project with the Tagbanua tribe which the GSP Council is not aware. Here’s our story of that other project. After the CGSMS project of Ate Libert Charisse Lumba which our troop supported, our troop established friendship with the Tagbanua people. Through the Day Care Worker Christy Diaz, our Tita the mother of Ate Libert challenged the people to have a vegetable garden by providing them free seeds to plant and insecticide to care for the crops. Our PHL project site was in the District 4 Poblacion at the back of Narra Pilot School. The site was chosen because our troop leader was not well at that time. It was tedious for her to walk to the Tagbanua village. Ate Liberts’ father, our troop leaders husband, said that Tita Sham will be allowed to take the PHL project if the project will be in the area nearer in their home.
