Application is always formal whereas letters may be formal
or informal.
In letters you explain your purpose while application needs
to have summarized and precise purpose.
Application is shorter in length compared to letters.
Subject Line is more significant in applications.
We don’t write two addresses in applications, we generally
begin with the designation of the reader.

has to address the authority by a designation
which is the head of the department or any
other concerned designation.

Problem and Concern:
It can contain 1-2 paragraphs, very rarely would it
contain 1 paragraph. This section contains all
relevant information. Be very formal and concise.
Use formal vocabulary like
Regarding, in reference to, mentioned, concern,
furthermore, would like, I would be grateful if,
moreover, in order to, therefore etc
