The Minimum Term Requirements in Puerto Rico

Puerto Rico Electric Power Authority (2012)
The plant (with an installed capacity of Pmax) needs to fulfill two requirements
simultaneously:
1/ Ramp rate control
- Active power variations must remain below the rate of 10% of Pmax
per minute
- Minimum power rating of the battery is 45% of the MWp of the solar farm
for 1 minute
2/ Frequency regulation
Mandatory, symmetric as long as the plant produces between 10% and
100% of its nameplate capacity:

Other islands with similar conditions?
Japan – Hokkaido example
In Hokkaido, the regulator authorized the installation of 1.4 GW of
PV (out of c.a. 8 GW of total installed generation).
In 2014, Hokuden (the local utility) added constraints in the grid
code to integrate further PV:
Limit ramp rates to 1% of Pmax/min
Ability to shut down within 15 minutes with a maximum ramp
rate of 12% of Pmax /min
Possibility to curtail 30 days per year
French “non interconnected zones”
A French decree1 authorizes the grid operator to curtail
intermittent generation if its share goes beyond 30% of the active
power generated, and the generators are not compensated
during that time.
Hence, the latest PV + storage tender required the ability to:
Follow a forecast within 5% of Pmax
Control ramp rates within 0.3% of Pmax /min
