Jordan is at the right path
A target of 10% of renewable energy input into the
energy mix by 2020 is set in the National Energy
Strategy, mainly aiming for about 800MW of Wind
Energy and 800MW of Solar Energy.

 The Renewable Energy and Energy Efficiency Law
was passed as a permanent Law in 2012 and
amended in 2014.
Regulatory Framework
 This law allows investors to
identify and develop grid-
connected electricity production
projects through the so called
unsolicited or direct proposal
submission.
 The Bylaw of Direct Proposals of Renewable
Energy Projects has been issued in Mid 2015.

 A well-founded reference price list (ceiling prices)
for different Renewable technologies was set by the
EMRC .

issued on Tax exemptions for RE
and EE systems and Equipment.

Quality Assurance of PV Power Plants
The PV Plant shall be designed to achieve a high level of
reliability through component redundancy, quality
construction implementation, quality equipment selection,
and PV Plant maintainability and operability. The bidder
shall provide a quality assurance manual applicable to the
design, procurement, construction, commissioning and
testing of the PV Plant.

Technical Requirements for Solar PV Projects
The work shall be performed according to the Good Utility
Practice with good standards of prudence applicable to the
international electricity generation industry which would have
been expected to accomplish the desired result at lowest
reasonable cost consistent with reliability, safety and
expedition. All equipment shall be newly manufactured by
reputable manufacturers, shall be of proven design for the
intended use of the equipment.
 Design Requirements:
The Plant shall be designed, manufactured, erected and
configured in such a way that it will achieve high availability
and reliability with minimum power production costs. All parts
of the Plant must be suitable in every respect for a maximum
efficient use of the Site.

Technical Requirements for Solar PV Projects
 Environmental impact requirements:
The bidder shall provide, operate and maintain the Plant to
meet all applicable environmental regulations, environmental
standards and stipulations of Jordan, shall achieve water
pollution control requirements, soil contamination control, and
permissible noise levels, shall do full Environmental Impact
Assessment Study (EIA) according to Jordanian Laws and
Regulations.
 Operational requirements :
The design of the entire Plant shall ensure certain operation
requirements: to guarantee certain power factor, to be
operated in accordance to the highest possible load conditions,
to have no negative impact on the electrical network frequency
and voltage, to comply with the specified conditions, etc.

 Electrical grid connection requirements:
The Connection Conditions for the plant have to
comply with the Grid Code for Photovoltaic Power
Plants connected to the high voltage level in Jordan.
The bidder shall provide NEPCO with System Impact
Study, Network Model and Power Plant Model,
Transient Analysis and Power Quality Studies.
