contribute to the deployment of renewable energy

4. TRACEABILITY
A PPA is a strong asset to cope with the new Corporate
Sustainability Reporting Directive (CSRD) as from 2025.
The 2023 Renewable Energy Directive (REDIII) clearly
paves the way for more stringent regulations around
green electricity. Signing a PPA helps anticipate more
restrictive regulatory frameworks.

17. Mitigate risks linked to PPAs
1. PRICE RISK
Assuming buying a CPPA with a fixed price element to the pricing formula, this is the risk that the value of the
underlying commodity differs from the pre-agreed price. In this case, a high PPA price could lead to competitive
cost disadvantage for energy intensive sectors. Mitigation mechanisms can be built in contractually (caps and
floors, …)
2. VOLUME RISK
The risk that the renewable power plant over- or underproduces electricity in the settlement period compared with
the expected production. Several reasons (weather, outage, maintenance,…) can lead to under delivery which
would lead the buyer having to purchase the missing volume on markets.
3. PROFILE
The risk that the renewable power plant produces excess electricity when prices are very low or negative and vice
versa. When large volumes of renewable are produced simultaneously, the capture price in the system during their
production time will decrease (cannibalisation). Therefore, Produced PPAs, for instance, are commonly lower than
Fixed Volume PPAs since the offtaker bears the market price risk related to deficit volume amounts.
4. BALANCING
Intermittent energy inherently creates imbalance risk. Costs resulting from this risk should be shared fairly between
the different stakeholders (products/consumer/balancing party) and related to the other parameters.

d’une croissance de des En chaleur de 0.8% par an au niveau national jusqu’en 2026, puis de 1.1%
jusqu’en 2030.
Pour cela, chaque E-M doit mettre en place au moins mesures parmi la liste propose incluant:

- Schema d’assurance-risque
- ‘the promotion of renewables heating and cooling purchase agreements for corporate and

Cadre européen des PPP
Les partenariats Public-Privé (PPPs) décrivent une forme de coopération entre une
entité publique et un opérateur économique. L’objectif est de financer, construire,
rénover et opérer une infrastructure ou la fourniture d’un service.
Trois directives encadrent les PPPs:
- Directive 2014/24/EU sur les marchés publics
- Directive 2014/25/EU sur les marches de l’eau, l’énergie et les transports et les
postes
- Directive 2014/23/EU sur l’attribution des contrats de concession

1) France: nouvelle loi PPP en 2015 pour des SAS-LTE (example: Véligéo with city of
Vélizy Villacoublay (20% des parts de la SAS) and Engie (80%). La durée du contrat
est de 28 ans.
2) Danemark: Règlement sur le prix de l’énergie adopté en Décembre 2021.
Autorisant un contrat long terme entre un opérateur géothermique et un opérateur
de RdC
Cap sur le prix pour les consommateurs.

La concession DSP est le cas le plus répandu en France, près de 75% des projets en géothermie
• Avantage pour la collectivité : l’investissement est porté par l’opérateur
• Inconvénient pour la collectivité : pas d’influence sur les choix de l’opérateur
La SEMOP se développe lentement, elle nécessite des compétences techniques pour suivre l’opérateur
