> The 2018 SIGMA Baseline Measurement provided
comprehensive overview of state of play of Ukraine’s
public administration in most areas covered by
Principles of Public Administration, except for PFM
and Public Procurement
> The PAR assessment 2023 will provide scores for two
milestones – situation as in the end of December
2021 and situation as of 28 April 2023 (as preliminary
cut-off date)
> The PAR assessment 2023 narrative part will try
telling a story on transition from pre-war to current
situation, but with more emphasis on current (2023)
