Key takeaways
Regulations are indispensable to the proper functioning of
economies and societies. They underpin markets, protect the
rights and safety of citizens and ensure the delivery of public goods
and services. At the same time, regulations are rarely costless.

3. Why is the quality of regulation important?
“The competitiveness and dynamism of businesses are directly
dependent on a regulatory climate conducive to investment, innovation,
and entrepreneurship. Further efforts are required to lower the costs of
doing business and remove unnecessary red tape, both of which are
particularly burdensome for SMEs. The European institutions, national
governments and regional and local authorities must continue to pay
particular attention to the impact and compliance costs of proposed
regulations, and should pursue their dialogue with business and citizens
with this aim in mind. Specific action is also needed to encourage the key
interfaces in innovation networks, i.e. interfaces between companies and
financial markets, R&D and training institutions, advisory services and
technological markets”

welfare in different directions. A cost is any
item that makes someone worse-off, or
reduces a person’s well-being.A benefit is
any item that makes someone better-off, or

anticipating trends, risks and emerging issues

A dedicated Competence Centre on Foresight, which was
established in 2018 within the Joint Research Centre to
provide advice on the use of different foresight
methodologies
Tool #69: Guidance on the use of regulatory sandboxes for
policy-making (i.e. framework set up by a regulator that
allows to conduct live experiments in a controlled

Externally contracted studies need to be published on the lead
directorate-general's website.
Models that substantially contribute to the policy options in
impact assessments must be documented in the Commission's
public modelling inventory and knowledge management system
(MIDAS) database.

The Commission already has one of the best Better
Regulation systems in the world but we still need to do more.
Therefore, we are stepping up efforts to simplify EU
legislation and reduce its burden, while making better use of
strategic foresight and supporting sustainability and
digitalisation. To succeed, however, all stakeholders must
work together on high-quality EU policymaking that will
translate into a stronger, more resilient Europe.
