2. What is Apprenticeship?
• Classroom instruction based upon industry-
wide skill standards
• Structured on-the-job training/learning
• Competency validation on the job
• Industry Certification
• A more definitive linkage between employee
learning, job performance and productivity
Apprenticeship goes beyond imparting knowledge and intellectual
understanding; it emphasizes and rewards “getting the job done”.

24. Benefit Propositions to IT Employers from ParticipationBenefit Propositions to IT Employers from Participation
in the IT Industry Apprenticeship Systemin the IT Industry Apprenticeship System
•Participation in the system enables IT employers to attract and retain
better workers.
•Participation aligns organization to a performance orientation, going
beyond the acquisition of knowledge or intellectual achievement.
•Participation reduces risk in the employee selection and hiring process.
•Participation will afford the opportunity to receive greater worker
productivity for less cost.
•Participation offers a structured approach to providing IT career paths
that is based upon “best practices”. The approach links training
objectives and task performance with employee performance appraisals.
•Participation is a symbol of quality that can be displayed to customers
•Participation forces the inclusion of on-the-job-learning which is a better
way of providing training—faster learning and fewer errors during the
learning process.
•Participation makes industry-wide performance norms and benchmark
data available for salary administration.

Implications:
• Employers gain value through apprenticeship as workers’
productivity grows faster than workers’ wages.
•The NITAS program and infrastructure are engineered to

Editor's Notes
John A
Point to stress:
We believe this is the gateway for all other apprenticeship systems – this infrastructure is transportable to other industries.
Since NITAS is IT focused, it made sense to develop a technology based tracking and validation system which coordiantes all of the activites required to complete IT apprenticeship. This comprehensive on-line system
registers an apprentice and an employer with the DoL
creates a permanaet record of IT achievement for the apprentice to take from employer to employer as a online, credentialied resume,
tracks and coordniates the progress of classroom study and on-the-job skills validation as an appretnice, (qual card sign-off), and
reports to the apprentice, employer, the DoL/NITAS… snapshots, progress to date, and trends, of apprentice activity
