Basic Level

General Direction
 The focus should be stressed is the main role
 and assistance of the policy maker and
 government institution as well as other
 various concerned parties in introducing ICT
 to the society and building the strong ICT
 dissemination program.
Initial Infrastructure For
                Basic Level
•   Electricity.
•   Community Centre.
•   Improving Telephone Penetration.
•   Digitalization of Telecommunication Equipment .
•   Providing Digital Transmission / Backbone Network.
•   Establishing an inter-University Network.
•   Establishing Distance Learning Facility.
•   Establishing Tele-medicine Facility.
•   Relocating Telecommunication System from Development
    Countries.
Items to be stressed (1)
          by the Government
1. Building strong infrastructure and connectivity.
2. Greater ICT penetration, particularly on every focal
   point.
3. Demonstrate support for Internet application,
   particularly at highest levels of government.
4. Financial assistance and funding availability.
5. Promote an active public awareness campaign.
6. Campaign the awareness of IPR & starting initial
   discussion with other related institution to set up the
   IPR & Protection law.
Items to be stressed (2)

6. Participation of private sector, particularly Non
   Government Organizations (NGOs) and
   international organization for ICT dissemination.
7. Develop Education system for accepting & using
   ICT.
8. Promote the use of tele-centers, particularly by
   government or NGOs, means to extend access
   to under served communities.

9. Develop strong ICT dissemination program.
10. Tariff policy to avoid inefficiency tariffs and
    subsidize for local call.
11. Develop ICT operator to fulfill public
    demand.
12. The e-Leadership of Government will be an
    important role for the ICT development.
Funding system for Basic
              Level
• ICT Budget allocation from national budget plan.
• Soft loan or long term credit (World Bank, IMF, CGI).
• Building long term cooperation with other development
  NAM member Counties, such as G to G pilot project.
• A Strategic partnership of a major international
  institutions, such as UNDP.
• Encouraging private sector involvement to support
  international program, such as cooperation between UNDP
  & Cisco System.
• Inviting development countries to transfer obsolete
  equipment or system.
• Counter trade with other development countries.
Developing Level
General Direction
 The priority already shifted from introducing
 ICT to the society for promoting widespread
 adoption of ICT and building the better
 climate for ICT industries as well as providing
 stimulating law and regulation.
Additional Infrastructure for
       Development Level
• Provisioning Telecommunication Access to Rural Area.
• Improving the copper wire quality of local access network .
• Providing High-speed Data Network for Urban and Metro
  Area.
• Adopting Advanced Telecommunication Network.
• Establishing an Intra-University network.
• Establishing a private Network .
• Establishing a Power Line Based Telecommunication
  Network Network.
• Up Grading National Bandwidth Capacity to the Internet
  Backbone.
Items to be stressed (1)
1. Deploying a core ICT network infrastructure.
2. Extend the strong connectivity and access,
   particularly to rural area.
3. Greater ICT penetration and usage.
4. Greater PC – Internet penetration and application.
5. Financial program and credit availability.
6. Greater Business opportunity for private sector
   participation, particularly for SMEs.
7. Extend the greater connectivity with other countries.
Items to be stressed (2)
7. Open up the competition climate, particularly for
    basic product and service of ICT.
8. Monitor the tariff structure.
9. Transparent and equal regulation.
10. Building the strong, transparent and equal law.
11. Improve better Education system to fulfill skilled
    employee demand of ICT operators / investors
12. Reduce tax for imported basic equipment.
13. Promote the importance of ICT access for SMEs.
Items to be stressed (3)
12. Provide grants and demonstration projects to aid
    local content production at initial stages.
13. Prepare legal framework to protect IPR, copyright
    and domain name.
14. Promote legal framework to protect customer.
15. Promote dissemination of Internet by private
    sectors to strengthen the ICT presence, particularly
    on rural areas.
16. Reduce some bans, such call back and IP telephony
    restriction.
17. Set up effective interconnection regulation.
18. Preparing & socializing the importance of ICT law.
Funding System for
          Developing Level
• Inviting developed countries to relocate
  manufacturing and / or R & D facilities.
• Facilitating mutual cooperation among countries,
  particularly in the same region.
• Proposing security bonds or revenue bonds for
  developing the private telecommunication companies.
• Proposing venture capital for funding the private
  telecommunication companies.
• Proposing Strategic alliance to some ICT Vendors.
Advance Level

General Direction
 The priority shifted again toward building the
 better competitive climate for ICT industries,
 creating and taking much more advantage
 from ICT application. Also provide assistance
 to countries at other level.
Enhanced Infrastructure for
       Advance Level

• Establishing Information Super Highway
  in Metro Area.
• Adopting Advanced Telecommunication
  Network.
• Promoting R & D activities.
Items to be stressed (1)
1. Extend the advance infrastructure –
   technology and connectivity and access.
2. Developing Business opportunity for private
   sector participation by using ICT application,
   such as e-commerce.
3. Developing liberal regulatory environment.
4. Deregulation measures in ICT industry.
5. Open up all ICT market to a wider range of
   players and investors.
Items to be stressed (2)
6. Implement equal and non-discriminatory
    treatment.
7. Developing better investment climate to attract
    Foreign Direct Investment (FDI).
8. No government intervention on tariff.
9. Well Implementation of the strong, transparent
    and equal law.
10. Simplify and implement the transparent and
    equal procedure for licensing, natural resource
    allocation and custom.
Items to be stressed (3)
11. Improve better Education system in all education
    level, particularly technical and international
    language program.
12. Set up good incentive for private players to develop
    R&D activities.
13. Reduce tax for high technology equipment and
    household equipment, such as PC.
14. Well Implementation of legal framework to protect
    IPR, copyright and customer.
15. Promote production of local part of ICT equipment
    and local content.
16. No bans at all.

Establishing ICT Program
         of NAM - CSSTC
• Establishing National gateway or Focal point.
• Connecting the National gateway to other resources
  within country.
• Promoting human resources development program.
• Preparing local contents.
• Developing a strong database system.
• Coordinating all region via Regional Gateway.
• Conducting language translation, if needed, using
  several popular international language, such as
  English, French & Spanish.
Follow up required
• Input, comment and revision to draft by
  incorporating each country experience.
• Revision to accommodate inputs above.
• Develop further advance version as new
  innovative ways are found.

  • 14. Basic Level General Direction The focus should be stressed is the main role and assistance of the policy maker and government institution as well as other various concerned parties in introducing ICT to the society and building the strong ICT dissemination program.

Initial Infrastructure For Basic Level • Electricity. • Community Centre. • Improving Telephone Penetration. • Digitalization of Telecommunication Equipment . • Providing Digital Transmission / Backbone Network. • Establishing an inter-University Network. • Establishing Distance Learning Facility. • Establishing Tele-medicine Facility. • Relocating Telecommunication System from Development Countries.
  • 16. Items to be stressed (1) by the Government 1. Building strong infrastructure and connectivity. 2. Greater ICT penetration, particularly on every focal point. 3. Demonstrate support for Internet application, particularly at highest levels of government. 4. Financial assistance and funding availability. 5. Promote an active public awareness campaign. 6. Campaign the awareness of IPR & starting initial discussion with other related institution to set up the IPR & Protection law.
  • 17. Items to be stressed (2) 6. Participation of private sector, particularly Non Government Organizations (NGOs) and international organization for ICT dissemination. 7. Develop Education system for accepting & using ICT. 8. Promote the use of tele-centers, particularly by government or NGOs, means to extend access to under served communities.
  • 18. Items to be stressed (3) 9. Develop strong ICT dissemination program. 10. Tariff policy to avoid inefficiency tariffs and subsidize for local call. 11. Develop ICT operator to fulfill public demand. 12. The e-Leadership of Government will be an important role for the ICT development.

Funding system for Basic Level • ICT Budget allocation from national budget plan. • Soft loan or long term credit (World Bank, IMF, CGI). • Building long term cooperation with other development NAM member Counties, such as G to G pilot project. • A Strategic partnership of a major international institutions, such as UNDP. • Encouraging private sector involvement to support international program, such as cooperation between UNDP & Cisco System. • Inviting development countries to transfer obsolete equipment or system. • Counter trade with other development countries.
  • 20. Developing Level General Direction The priority already shifted from introducing ICT to the society for promoting widespread adoption of ICT and building the better climate for ICT industries as well as providing stimulating law and regulation.

Additional Infrastructure for Development Level • Provisioning Telecommunication Access to Rural Area. • Improving the copper wire quality of local access network . • Providing High-speed Data Network for Urban and Metro Area. • Adopting Advanced Telecommunication Network. • Establishing an Intra-University network. • Establishing a private Network . • Establishing a Power Line Based Telecommunication Network Network. • Up Grading National Bandwidth Capacity to the Internet Backbone.
  • 22. Items to be stressed (1) 1. Deploying a core ICT network infrastructure. 2. Extend the strong connectivity and access, particularly to rural area. 3. Greater ICT penetration and usage. 4. Greater PC – Internet penetration and application. 5. Financial program and credit availability. 6. Greater Business opportunity for private sector participation, particularly for SMEs. 7. Extend the greater connectivity with other countries.
  • 23. Items to be stressed (2) 7. Open up the competition climate, particularly for basic product and service of ICT. 8. Monitor the tariff structure. 9. Transparent and equal regulation. 10. Building the strong, transparent and equal law. 11. Improve better Education system to fulfill skilled employee demand of ICT operators / investors 12. Reduce tax for imported basic equipment. 13. Promote the importance of ICT access for SMEs.
  • 24. Items to be stressed (3) 12. Provide grants and demonstration projects to aid local content production at initial stages. 13. Prepare legal framework to protect IPR, copyright and domain name. 14. Promote legal framework to protect customer. 15. Promote dissemination of Internet by private sectors to strengthen the ICT presence, particularly on rural areas. 16. Reduce some bans, such call back and IP telephony restriction. 17. Set up effective interconnection regulation. 18. Preparing & socializing the importance of ICT law.

Funding System for Developing Level • Inviting developed countries to relocate manufacturing and / or R & D facilities. • Facilitating mutual cooperation among countries, particularly in the same region. • Proposing security bonds or revenue bonds for developing the private telecommunication companies. • Proposing venture capital for funding the private telecommunication companies. • Proposing Strategic alliance to some ICT Vendors.
  • 26. Advance Level General Direction The priority shifted again toward building the better competitive climate for ICT industries, creating and taking much more advantage from ICT application. Also provide assistance to countries at other level.
  • 27. Enhanced Infrastructure for Advance Level • Establishing Information Super Highway in Metro Area. • Adopting Advanced Telecommunication Network. • Promoting R & D activities.
  • 28. Items to be stressed (1) 1. Extend the advance infrastructure – technology and connectivity and access. 2. Developing Business opportunity for private sector participation by using ICT application, such as e-commerce. 3. Developing liberal regulatory environment. 4. Deregulation measures in ICT industry. 5. Open up all ICT market to a wider range of players and investors.
  • 29. Items to be stressed (2) 6. Implement equal and non-discriminatory treatment. 7. Developing better investment climate to attract Foreign Direct Investment (FDI). 8. No government intervention on tariff. 9. Well Implementation of the strong, transparent and equal law. 10. Simplify and implement the transparent and equal procedure for licensing, natural resource allocation and custom.
  • 30. Items to be stressed (3) 11. Improve better Education system in all education level, particularly technical and international language program. 12. Set up good incentive for private players to develop R&D activities. 13. Reduce tax for high technology equipment and household equipment, such as PC. 14. Well Implementation of legal framework to protect IPR, copyright and customer. 15. Promote production of local part of ICT equipment and local content. 16. No bans at all.

Establishing ICT Program of NAM - CSSTC • Establishing National gateway or Focal point. • Connecting the National gateway to other resources within country. • Promoting human resources development program. • Preparing local contents. • Developing a strong database system. • Coordinating all region via Regional Gateway. • Conducting language translation, if needed, using several popular international language, such as English, French & Spanish.
  • 34. Follow up required • Input, comment and revision to draft by incorporating each country experience. • Revision to accommodate inputs above. • Develop further advance version as new innovative ways are found. Sharing information and experience is just a start, however only action will count.
