Executive Summary
A CHESM Audit of Grupo Simples Oil Lda was conducted on 25 November 2016. The
CHESM Audit assessed the effectiveness of Leadership Accountability, the Management
System Process, and level of compliance with CABGOC’s Contractor Health, Environment
and Safety Management System requirements.
This review report comprises the scoring assessment of required systems and processes,
and identifies areas where there are opportunities for improvement.
The review team interviewed several Grupo Simples Oil Lda employees from different
managerial and worker levels to ascertain their understanding and awareness of the Grupo
Simples Oil Lda Safety Management System.
On the whole the employees had a good working knowledge of the Grupo Simples Oil Lda
policies and practices. The review team visited Grupo Simples Oil Lda office based at
Cabinda town (Bairro Lombo Lombo) and Malongo base into PM building, and reviewed
documentation to verify if the Contractor QHES Management OE Processes and Chevron
Processed are being adhered to.
The audit measurement system reviews elements that can be measured for systems and
processes and this year also addresses the subjective side of a particular entity’s safety
culture and behaviours. Where opportunities were identified around behaviours, they are
captured in conclusions and recommendations for the applicable audit sections.
The Grupo Simples Oil Lda Management’s overall dedication to safety processes and
systems is apparent in the elements reviewed under the CHESMS protocol. These elements
include; Quality, Health, Environmental and Safety, FFD, Skills, Knowledge and Training,
Medical suitability and Industrial hygiene, and Equipment and material procurement.
We would also like to compliment and recognize the efforts Grupo Simples Oil Lda made in
preparation for this audit. There was great effort put into have all required documentation
and records on site and available for review by the audit team and made the process that
much smoother and efficient.
The Audit review team would like to thank Piero Prendin (QHES Supervisor) the field
management staff and the workers for their time and assistance in making this a productive
review. It is plain to see that Management and the workforce have a high level of
commitment to the safety culture of this company.
With the “recommendations for improvement” suggested by the team incorporated into their
present safety management system, Grupo Simples Oil Lda will continue to improve toward
their goal of incident and injury free operations.
