9. The Functions of Social Registries as Inclusion system includes:
• Selecting Intended Population
• Performing Outreaches (or awareness)
• Intake and Registration
• Assess their Needs and Conditions to Determine Potential Eligibility
• Updating of Information and Reassessment of Needs and Conditions
It is also their duty to figure out:
• Where and when applicants are to register
• The processes involved in registration
• What information and documents they would need to provide
• How applicants can check their application status
• When will they be notified if eligible or not
• Where/how to update information or re-register if condition worsens
As Inclusion Systems
10. Social Registries as an information system functions same as MIS and consists of the
following core components
1. Data & information intake
2. Software application to support both front-office & back-office
3. ICT Infrastructure
As Information Systems
11. This can be done through:
• Data intake through field teams
• Data and documents provided at the state coordinating unit centers or citizen
service representatives
• Data and documents provided through offline-to-online approach
• Data and documents provided by citizens through a self-service approach
Data & information intake
12. Front-Office functions of the software may include:
• Registering to be considered for potential eligibility
• Updating information
• Tracking and monitoring application status
• Validating applicant data dynamically through crosschecks with administrative
systems
• Verifying data with registrants and supporting documents
• Grievance redress
Software Application
13. Back-Office functions may include:
• View data on individuals & households.
• Data Management: data cleaning for validity, accuracy, completeness, consistency,
uniformity etc
• Define eligibility criteria using policy
• Generate eligibility list (benefit level calculation / ranking)
• Data Exchange
• Push eligibility data to beneficiary systems
• Extract, transform and load data sourced from other administrative systems e.g national
ID, civil registry, tax authority, etc., from central and subnational levels of government
• Update/rectify data based on cross checks, using protocols
Software Application [cont’d]
14. This may include a data center consisting of the following:
• Facilities
• Server Equipment
• Networking Equipment
• Storage Equipment
• Security
ICT Infrastructure
16. Things worthy of note for a successful MIS Implementation
• A system that routinely notes the changing needs and expectations of potential beneficiaries
which in turn makes changes to the MIS is advised
• A successful MIS will use technology appropriate to staff comprehension and not use advanced
technology simply because they are available
• Well developed MIS are streamlined thereby making the need for collecting large amount of data
unnecessary as it makes MIS less effective in low- and medium-income-countries
• Staff technical capacity to manage the database alongside the system is crucial
• It is effective to have an independent unit run a MIS separate from social programme
implementers
• An iterative approach to the MIS structural design is advised such that feedback from users is
adhered to, incorporating and accepting them
Management Information
17. Difference Between Social Registries, Integrated
Social Registry and Beneficiary Registry
Social Registry is one that
holds information on all
registrants (applicants) and
support integrated functions
of intake, registration and
determination of eligibility
SOCIAL REGISTRIES
Integrated Social Registries
combine the processes of
outreach, intake and
registration, and assessment
of needs and conditions to
determine potential
eligibility for “multiple
programs”.
Integrated Social Registries
Beneficiary Registries is a
registry that holds
information only on those
enrolled in specific
programs to support
beneficiary and benefits
administration.
