EXECUTIVE SUMMARY
1 GENERAL
The Border Road Organisation (BRO) has been entrusted with the assignment of Consultancy Services
for feasibility study and preparation of Detailed Project Report for Providing Pre-Construction
Services for improvement of Existing road in the State of Jammu & Kashmir for Two/Four lane with
paved shoulder configuration.
BRO now invites proposal from Technical consultants for carrying out detailed project report for
proper structuring and implementation of projects on EPC/PPP mode of AKHNOOR – POONCH
ROAD in the State of Jammu & Kashmir.
In order to fulfill the traffic needs and road safety requirement, BRO has appointed the M/s
HIGHWAY ENGINEERING CONSULTANT as consultants to Providing Consultancy Services for
feasibility study and preparation of Detailed Project Report of AKHNOOR – POONCH ROAD in
the State of Jammu & Kashmir for up-gradation to Two Lanes with paved shoulder /four lane
configurations.
The road is taken into consideration in section: 2 Akhnoor – Poonch Road, Existing Ch-49+150
to 64+535 & Design Ch-46.450 to 55.800 (Design Length – 09.35 km).
2 OBJECTIVES
o The main objective of the consultancy service is to establish the technical, economical, and
financial viability of the project and prepare detailed project reports for rehabilitation and
upgrading of the existing road to 2/4 lane configuration.
o The viability of the project shall be established taking into account the requirements with regard to
rehabilitation, upgrading and improvement based on highway design, pavement design, provision
of service roads wherever necessary, type of intersections, rehabilitation and widening of existing
and/or construction of new bridges and structures, road safety features, quantities of various items
of works and cost estimates and economic analysis.
o The Detailed Project Report would inter-alia include detailed highway design, design of pavement
and overlay with options for flexible or rigid pavements, design of bridges and cross drainage
structures and grade separated structures, design of service roads, quantities of various items,
detailed working drawings, detailed cost estimates, economic and financial viability analyses,
environmental and social feasibility, social and environmental action plans as appropriate and
documents required for tendering the project on commercial basis for international / local
competitive bidding.
o The DPR consultant should ensure detailed project preparation incorporating aspects of value
engineering, quality audit and safety audit requirement in design and implementation.

3 SCOPE OF SERVICES
The scope of consultancy services includes:
• Engineering Surveys and Investigations.
• Highway Design.
• Environmental Impact Assessment.
• Estimation of Project Cost.
• Economic Analysis.
• Preparation of Feasibility study Report and Detailed Project Report.
• Submission of Deliverables.
4 APPROACH AND METHODOLOGY
The consultant’s approach towards the approach is in accordance to the TOR in lines with the project
objectives. The prescribed engineering surveys and investigations have been carried out on the Project
Road conforming to MORTH/IRC Specifications/Codes as per TOR to generate adequate database for
preparing the most proposal for the rehabilitation and upgrading of the existing National Highway.
5 PROJECT HIGHWAY
5.1 Project Route as per Contract Agreement
Project Corridor starts from 30+000 Km away from Akhnoor Bypass towards Tain Bridge of Latitude
& Longitude (32°53'36.13"N, 74°44'9.47"E) of Akhnoor District and Road Terminates at Poonch
236+780 Km of Poonch District, of Latitude & Longitude (33°46'9.63"N, 74° 06'32.94"E) in the State
of Jammu &Kashmir.
The Existing Road is of Flexible pavement in most of the stretch having the existing carriageway width
is generally 7.0m for Akhnoor to Poonch. The Existing Project corridor is length of 206.78 km. The
condition of Carriageway is generally fair. The Start and End Points are indicated below in Figure.

The road falls under three districts of the J&K state i.e Akhnoor, Rajouri and Poonch. These districts
are along the international border with Pakistan.

5.2 Finalization of Project Alignment
The alignment of project strech from Akhnoor to Poonch starts at km 30+000 of NH 144A at Akhnoor
Bypass end point and Ends at km 236+780 of NH 144A in Poonch. A presentation was done to Chief
Engineer MoRTH (Delhi) on 20th.July.2018, subsequently to Secretary at MoRT&H New Delhi on
20th August.2018, Alignment was Approved by Chief Engineer MoRT&H, on 5.09.2018 vide thair
letter No NHs/2014/NH-I/Zone-II We have incorporated all observations made by chief Engineer
MORTH and ADG BRO as well regarding most suitable routes as discussed during the presentation
with ADG, MoRT&H where it was suggested to study possibility of bypasses and tunnels in addetion to
Geomatric emprovement of the Section. The Project corridor is divided in 8- PKGs to ease the
construction.
The revised bypass alignment and existing alignment stretch proposed with 2 Lane with paved
shoulder and raised footpath in built up area on both side of proposed 2 lane road as per provision of
IRC: SP: 73-2018.

The further details of the project Alignment have been discussed in Chapter-5 of this report.
The project road is Akhnoor to Poonch Road,PKG-II Road Start from km 49+150 of NH-144A at 3
legged Junction of Latitude & Longitude (33°0'31.76"N, 74°39'28.74"E) and End of project km
64+535 at 3 legged Junction of Latitude & Longitude (33°02'31.44"N, 74°35'42.52"E).The project
road start design ch-46.450 and end of project ch-55.800.The length of the project is 9.35 km. The
project road passes through Jammu district in the State of Jammu & Kashmir.
6 TERRAIN
The terrain is mountainous and Plane/rolling the proposed alignment.

7 REFERENCING SYSTEM
Along the existing road, Kilometer stones are existing in entire length of the project highway. It is
called the “Existing Chainage”. During topography survey with LiDAR, observations made are
referred to “Design Chainage” .The relationship between the “Existing Chainage” and the “Design
Chainage” as per field surveys of the location of existing km stones using the LiDAR for the “Project
Highway”, Design Chainage corresponding to existing chainage. (The existing length of project road is
15.385 km and design length of project is 9.35 km.)
8 ROAD INVENTORY
The project corridor traverses mostly mountainous and rolling terrain. The land use is
predominantly agricultural and built up areas. The present carriageway of the project highway is 7
m.The type of the existing pavement is flexible. The type of shoulder is earthen or hard excluding the
urban areas. The details of existing carriageway width are given in Table E-1.

9 GEOMETRICS
In the following sections, where improvement of the existing road geometrics to the prescribed
standards is not possible, the existing road geometrics shall be improved to the extent possible within
the given right of way and proper road signs and safety measures shall be provided for safe regulation
of fast moving, slow moving and pedestrian traffic. The details of the locations
having poor geometric characteristics are given in Table E-2.

10 ROAD CROSSINGS / JUNCTIONS
There are 01 numbers of major junctions along the project section of the project road and 09 minor
junctions. The approach roads are basically feeder roads connecting to villages, agricultural fields and
factories along the project road. Mostly these are WBM roads. Rest of the intersections is of lower
significance with local roads in urban settlements, village roads and earthen roads. The lists of major
junctions are presented in Table E-3below.

12 CROSS DRAINAGE STRUCTURES
Package -02 (Existing from 49+150 km to 64+535 km and Design CH. from 46+450 km to 55+800 km ) is
the part of The project which is from Km 30+000 Km (Akhnoor) to Km 108+54 (Tain bridge) under 12 TF
and from Km 108+54 to Km 236+78 (Poonch) under 31 TF on NH-144A in the state of Jammu & Kashmir.
Detailed inventory and condition survey was carried out along the project stretch, during which 84 culverts,
03Minor bridges, 0 Major bridge were observed as existing Structures to cater for drains, streams, rivers
and railway crossing. The proposed structures and rehabilitation scheme for existing structures proposed to
be retained has been finalized based on detailed inventory, Horizontal Alignment, Geotechnical
investigation, Hydrological study etc.

Details of Existing Bridges:
Minor Bridge at Inventory /ExistingTopo Km61+110/61+300:
The Existing Minor Bridge has span arrangement1x6.6 m with total overall width of 8.8 m. The existing bridge has
RCC Slab resting on RCC Sub-Structure and depth of super structure is 0.6m. The bridge is found to be high level
as per local enquiry and hydrological calculation. Existing Bridge is in fair condition.
Minor Bridge at Inventory / ExistingTopo Km62+070/62+253:
The Existing Minor Bridge has span arrangement 1x6.8 m with total overall width of 10 m. The existing bridge has
RCC Slab resting on Stone masonry Substructure and depth of super structure is 0.6m. The bridge is found to be
high level as per local enquiry and hydrological calculation. Existing Bridge is in fair condition.

Details of Existing Culverts:
The similar procedures were adopted for the inventory and condition surveys for cross-drainage structures as per
guidelines stipulated in IRC-SP: 19-2001. The existing culverts observed along the project road are RCC Slab
culverts types. The structural conditions of Slab culverts is generally poor. Poor conditions are mainly due to
partially choked or buried culverts, heavy vegetation etc. Some common distresses observed were damaged
parapets, cracked/ damaged headwalls, abutments and return walls, corroded exposed reinforcement, insufficient
waterway etc.

14 PROPOSED BYPASSES
Realignments and bypasses have been proposed where it is not feasible to improve the existing alignment of
2-lane road to the desired design standards. The constraints at each location have been described in the
chapter 5. The details of stretches to be bypass are given in Table E-15.

proposed. All Major and Minor Bridges have been proposed to 2-lane configurations as per applicable manual of
specifications (i.e. IRC: SP:73-2015).

B. IMPROVEMENT PROPOSALS FOR EXISTING CULVERTS
28culverts are proposed along the project road including additional culverts The improvement proposals for
existing culverts are proposed for 2-lane carriageway for built up sections (as per the Manual of Specifications).
1. Out of 28, 06 culverts are proposed for reconstruction. The existing culverts along the project road are
mainly in poor condition, inadequate waterway and realignment has been recommended for reconstruction.
2. Out of 28, 06existing Slab culverts are all proposed forwidening.
3. Out of 28,16culverts are all proposed for new construction.
4. Some Culverts were found partly choked. The Culverts having inadequate waterway has been
recommended for reconstruction with increased waterway.
5. At most of the locations efforts have been made to replace all existing Slab/Pipe Culverts with RCC Box
Culverts as the existing Road Level will be raised. Although these proposals are tentative & liable to
change depending on the finalization of Vertical Report & after submission of Feasibility report.
6. New Box type culverts has been recommended with min. 2 m clear span and min. 1.5 m vertical clearance
as per IRC:SP:13-2004.
7. All Culverts are proposed for full formation width of the Roadway.
8. In case of culverts whose bed and floor have scoured off severely and considerable afflux is observed, the
same will be replaced with new culverts having adequate vents.

9. In new alignments, sufficient numbers of balancing culverts are to be provided wherever alignment crosses
through flat agricultural fields and lies in close vicinity to high embankments of proposed high level
bridges. The location of these culverts shall be finalized depending upon the final & approved alignment.

18 TUNNEL:
The primary motivation of the four numbers of road Tunnel but in this strech is one number of tunnel
comming sinc the State of Jammu & Kashmir is to reduce the heavy vehicular traffic along NH 144A
connecting Jammu, Akhnoor, Naoshera and Poonch also shorten existing routes between communities and
districts in the State of Jammu & Kashmir, which are often cut off from each other or are difficult to reach
during rainy season. Due to the hilly nature of the state, roads are the key component of transportation and
transport planning in Jammu & Kashmir. The four numbers of tunnels would avoid the steep gradients and
tight curves which are typical features of the present road connecting Akhnoor and Poonch. The tunnels
would provide a better and more comfortable travelling experience avoiding sudden rise and fall of
gradient, benefitting not only the local population but also tourists from the neighboring states of Punjab,
Haryana, Uttarakhand and Himachal Pradesh. The four number of tunnels proposed under the scope of the

project are highly important in promoting regional connectivity and would save a greater travelling
distance and time.

IV. HIGHWAY LIGHTING: Street lighting and lighting system shall be provided in accordance with
Clause 12.4, Section 12 of the Manual of Specifications and Standards mentioned in Schedule D.
V. SAFETY BARRIERS: Safety barriers (“W” beam type) shall be provided as per manual, relevant IRC
codes and MoRT&H specifications.
