7. Revision of
National Education Policy (NEP) 2009
• Despite its efforts, Pakistan is still falling short on its commitment to
achieve Universal Primary Education (UPE) and desired literacy
rates (87% by 2015 EFA- NPA)
• The need to review the NEP 2009 is essential so we can:
– Match and upgrade decision making aligned to the devolved
provincial set up and in light of article 25-A
– Address areas previously neglected in NEP 2009-
e.g.Special/inclusive Education; ICTs;
– Integrate the upcoming Sustainable Development Goals
(SDGs) especially SDG# 4 and its 10 targets for education (to be
finalized September 2015 globally) ; this replaces the MDGs.
Sadly Pakistan remains off track to meet the MDGs (Goals 2 on
UPE and 3 on Gender Equality )
– Identify the role of the community as a major support and
accountability forum

Framework for NEP 2009
• The federal government has proposed a set of general
guidelines
• These include:
– Revision of the vision, mission, and objectives of the policy
– All chapters to be revised in light of the 18th amendment
– The new policy document will be theme specific rather
than subsector specific
– Policy should be accompanied by an implementation
framework, annual targets, and estimated costs

11. National Plan of education
Development : 1951-57
In 1951, an education conference was
held to adopt a six-year national plan of
education development for the period
1951-57.
12. The essential goals of this plan are must be to provide an
informed leadership, a responsible citizenry, & trained
manpower.
Second Five year Plan : 1960-65
13. Third Five year Plan: 1965-70
The third five year plan allocated Rs
2652 million or 5.1 percent of the total
5-year outlay to primary education.
14. Fifth Five Year Plan: 1978-83
The fifth five year plan also lamented
the past neglect of primary education.

17. Seventh Five Year Plan: 1988-93
“The education system suffers from chronic
deficiencies. About 40 per cent of the children
do not have access to education.
18. Eight Five Year Plan: 1993-98
The Eighth Five Year Plan was launched in 1993.
It proclaimed once again that “education is an
indispensable ingredient of development and a
fundamental right of every individual”, but
opined that “almost half of girls and one-fifths of
boys of the relevant age group (5-9) are not
enrolled in primary school; the adult literacy rate
is still barely 35 percent."

20. Ensuring food and nutritional security for all,
particularly the vulnerable sections of society;

drinking water, primary health care facilities,

connectivity to all in a time bound manner;

Ensuring environmental sustainability of the
development process through social mobilization
and participation of people at all levels;
21. Conclusions
Over the 50 year period since independence, efforts to
increase enrollment and literacy have not been scarce.
Beginning with the national education conference in
1947, seven national education policies, eight five year
plans and about half a dozen other schemes have been
prepared and launched and a dozen or more
conferences, seminars, workshops and other moots on
education have been held. The earlier policy and plan
documents displayed a fair degree of pragmatism and
identified the constraints and problems facing the task.
