Critical Review
National Policy of Person with
Disability 2002,
National Plan of Action 2006
Introduction
• powerful part of Federal Government began in the
1980s when 1981 was pronounced International day
for person with disabilities by the United Nations.
• Director General, Special Education was made in 1985
as connected bureau of Ministry of Health and Social
Welfare.
• 1985 might be considered as a milestone
– Late General Zia Ul Haq appreciated and takes steps for
care, education training and restoration of Special Children
• Administration of Pakistan arranged a draft for
the National Policy for Special Education in
1986.
• The draft of National Policy for Special
Education (1985-1986) was reexamined in
1988.
• The name was changed as "National Policy for
the Education and Rehabilitation of the
Disabled".
• National Policy for Persons with Disabilities was
formulated after a long consultative process
– Federal Ministries including Health, Labor
Manpower, Housing and Works, Science and
Technology and additionally significant departments
and noticeable NGOs.
 Goal
• empowerment of persons with disabilities,
irrespective of caste, creed, religion, gender or
other consideration for the realization of their
full potential in all spheres of life, specially social,
economic, personal and political.
• Formulation of policy based on:
– WHO 10%
– National Census Report of 1998 : 2.49% of the
total population,
• distribution of different disabilities within
census 2.49:
– Physically Handicapped (19%), Mentally
Handicapped & Insane (14%), Multiple Disability
(8.21%), Visually Impaired (8.6%), and Hearing
Impaired (7.40%), others, not classified but
included as disability (43.33%).
Prominent steps in National Policy for
Persons with Disabilities, 2002:
• Islamic vision of life which based on equality and
inclusive mainstreaming.
• The optimal development of person with
disability without discrimination mentioned as
basis mission of policy.
• A reliable and accessible diagnostic system and
preventive & intervention strategies was
formulated for the early intervention, assessment
and medical treatment of children with
disabilities.
• The policy also emphasized on the genetic
counseling of parents.
• Integration of children with disabilities in
normal system of education was promoted at
all level with the help of Directorate General
Special Education (DGSE) and National Trust
for the Disabled (NTD)
• Establishment of sheltered and integrated
workshops at provincial level
• Utilization of vocational training programs
administered by the federal, provincial, district
government and by private agencies.
• Provision of 5% seats for the person with
disabilities in each vocational training unit
clearly is mentioned in policy.
• Policy also talks about employment, Self-
employment, sheltered employment and
incentive to employers
• Policy has emphasis the importance of research
for the development of different program for
special people
• Strengthen the outreach program for
identification, assessment and training of their
family at their homes.
• Media and seminars can also play important and
significant role for creating awareness about the
problems of persons with disabilities.
• Pakistan Engineering Council (PEC) and Pakistan
Council of Architects and Planners (PCATP) shall
prepare the building design according to the need of
person with disability.
• The Rs.6282.280 million has allocated by planning
commission for the 10 year and Rs.25 billion was
estimated for implantation of national policy 2002.
• Monitoring responsibility shall be handled by the
ministry of Women Development, Social Welfare and
Special Education or any other agency nominated by
the ministry/ department concerned for this purpose.
Gaps to be Resolved in National Policy for
Persons with Disabilities, 2002:

• National Plan of Action (NPA) 2006 is to
implement the National Policy for the Persons
with Disabilities 2002.
• philosophy of NPA is access, inclusion and
equalization of opportunities for the person with
disabilities
• The NPA mentioned 17 critical areas of
intervention from assessment of the magnitude
of the problem to service delivery system
• The short term goals was to be taken by the
end of June 2009 and long term goals
measures to be adopted by July, 2025
• Policy was consists of specific time frames for
the completion of each activity and assigns
responsibility to various departments and
agencies.
Prominent steps in National Plan of
Action, 2006:
• Barriers are identified in national plan of action
• Women with disabilities are encouraged to take
part in decision making and be given priority in
receiving training opportunities in managerial
and general subjects provided by the government
institutions and self-help organizations
• Family Counseling and Guidance program for
awareness about disability related issues was
initiated
• Funds are allocated to meet the needs of those with
the most extensive disabilities to provide training and
employment services in dignified and inclusive
settings.
• Steps have been taken to establish “Rehabilitation
Medicine” departments in all public and private
teaching hospitals mentioned in policy consciously
• International Classification of Functioning, Disability &
Heath is mentioned to measure the cause and
classification of disabilities.
• Departments of orthopedic at DHQ hospital has
been expanded to provide basic medical
rehabilitation services.
• Promote sports facilities with appropriate
infrastructure for person with disabilities at
various levels.
• Formulate National Curriculum Committee on
Disability (NCCD) for standardizing disability
specific curricula for education and diploma
courses
• Provide the support and to the NGOs for the
service delivery in rural areas.
• Public awareness programs will be
established for acceptance and improving the
social Environment and integration

Recommendations
• Inclusive Education is the best way to achieve the
vision or goal of National Policy for Person with
Disabilities 2002, National Plan of Action 2006
and empowerment of person with disabilities and
creating the environment which allow the full
realization of the potential of person with
disabilities in all spheres of life.
• Pakistan ratify many convention and declaration
– UNCRC, UNCRPD, SDG
Professional environment working deliberately and actively to promote inclusion for all
Flexible teaching methods with innovative approaches to teaching aids, and equipment as well as the use of
ICTs
Responsive, child-friendly environments
Flexible teaching methods with innovative approaches to teaching aids, and equipment as well as the use of

It is equipped and ready
to handle diversity through:

  • 2. Introduction • powerful part of Federal Government began in the 1980s when 1981 was pronounced International day for person with disabilities by the United Nations. • Director General, Special Education was made in 1985 as connected bureau of Ministry of Health and Social Welfare. • 1985 might be considered as a milestone – Late General Zia Ul Haq appreciated and takes steps for care, education training and restoration of Special Children
  • 3. • Administration of Pakistan arranged a draft for the National Policy for Special Education in 1986. • The draft of National Policy for Special Education (1985-1986) was reexamined in 1988. • The name was changed as "National Policy for the Education and Rehabilitation of the Disabled".

  • 5. • National Policy for Persons with Disabilities was formulated after a long consultative process – Federal Ministries including Health, Labor Manpower, Housing and Works, Science and Technology and additionally significant departments and noticeable NGOs.  Goal • empowerment of persons with disabilities, irrespective of caste, creed, religion, gender or other consideration for the realization of their full potential in all spheres of life, specially social, economic, personal and political.
  • 6. • Formulation of policy based on: – WHO 10% – National Census Report of 1998 : 2.49% of the total population, • distribution of different disabilities within census 2.49: – Physically Handicapped (19%), Mentally Handicapped & Insane (14%), Multiple Disability (8.21%), Visually Impaired (8.6%), and Hearing Impaired (7.40%), others, not classified but included as disability (43.33%).

Prominent steps in National Policy for Persons with Disabilities, 2002: • Islamic vision of life which based on equality and inclusive mainstreaming. • The optimal development of person with disability without discrimination mentioned as basis mission of policy. • A reliable and accessible diagnostic system and preventive & intervention strategies was formulated for the early intervention, assessment and medical treatment of children with disabilities.
  • 8. • The policy also emphasized on the genetic counseling of parents. • Integration of children with disabilities in normal system of education was promoted at all level with the help of Directorate General Special Education (DGSE) and National Trust for the Disabled (NTD) • Establishment of sheltered and integrated workshops at provincial level
  • 9. • Utilization of vocational training programs administered by the federal, provincial, district government and by private agencies. • Provision of 5% seats for the person with disabilities in each vocational training unit clearly is mentioned in policy. • Policy also talks about employment, Self- employment, sheltered employment and incentive to employers
  • 10. • Policy has emphasis the importance of research for the development of different program for special people • Strengthen the outreach program for identification, assessment and training of their family at their homes. • Media and seminars can also play important and significant role for creating awareness about the problems of persons with disabilities.
  • 11. • Pakistan Engineering Council (PEC) and Pakistan Council of Architects and Planners (PCATP) shall prepare the building design according to the need of person with disability. • The Rs.6282.280 million has allocated by planning commission for the 10 year and Rs.25 billion was estimated for implantation of national policy 2002. • Monitoring responsibility shall be handled by the ministry of Women Development, Social Welfare and Special Education or any other agency nominated by the ministry/ department concerned for this purpose.

Gaps to be Resolved in National Policy for Persons with Disabilities, 2002: Gaps Suggested Actions  Lack of statistics and information on children With disability and who are out of school  Formulate innovative programs and support the community in its capacity to identify out of school children, youth and adults in order to get them into school and other education or training programs Budgets was fragmented and do not allocate resources efficiently Establish the effective planning and budgeting in the education sector and with other sectors of society. Decentralize the use of funds within the education system

Gaps Suggested Actions no project or program planned or formulated to create a positive public attitude towards the persons with disabilities  Ensure awareness campaigns through media, posters, conferences and training and Involve communities and local authorities No active role of PEC and PCATP for accessibility to buildings of school, hospitals parks and Public Places Enforce the PEC and PCATP to make the accessible buildings of school, hospitals parks and Public Places for PWD by Associations of PWD

Gaps Suggested Actions Teachers training and technical education is mentioned in policy but there is no implementation at ground level.  DGSE should take steps to formulate the relevant teachers training program with the collaboration of in service Teachers. ECCE is not considered Ensure that ECCE-related funding and programs from line ministerial (social, health education, etc.) is coordinated

Gaps Suggested Actions Curriculum reform needs to be more prominent and involve relevant stakeholders in the development of new and revised curricula Ensure that curricula do not focus only on academic skills but also encourage new methods and ways of learning  Initiate discussions in schools about teaching and learning processes Monitoring responsibility of line ministries still debatable  punishment criteria should mentioned for reluctant ministries

Gaps Suggested Actions No program mentioned to improve the quality of education Adopt methods to assess learning outcomes and improve teaching methods Adopt the UDL Teachers and other professional are still untrained to use the Assistive technology  DGSE should plan Training program for in service teachers about Assistive Technology Enforce the all school administration to provide and use of assistive technology

  • 18. • National Plan of Action (NPA) 2006 is to implement the National Policy for the Persons with Disabilities 2002. • philosophy of NPA is access, inclusion and equalization of opportunities for the person with disabilities • The NPA mentioned 17 critical areas of intervention from assessment of the magnitude of the problem to service delivery system
  • 19. • The short term goals was to be taken by the end of June 2009 and long term goals measures to be adopted by July, 2025 • Policy was consists of specific time frames for the completion of each activity and assigns responsibility to various departments and agencies.
  • 20. Prominent steps in National Plan of Action, 2006: • Barriers are identified in national plan of action • Women with disabilities are encouraged to take part in decision making and be given priority in receiving training opportunities in managerial and general subjects provided by the government institutions and self-help organizations • Family Counseling and Guidance program for awareness about disability related issues was initiated
  • 21. • Funds are allocated to meet the needs of those with the most extensive disabilities to provide training and employment services in dignified and inclusive settings. • Steps have been taken to establish “Rehabilitation Medicine” departments in all public and private teaching hospitals mentioned in policy consciously • International Classification of Functioning, Disability & Heath is mentioned to measure the cause and classification of disabilities.
  • 22. • Departments of orthopedic at DHQ hospital has been expanded to provide basic medical rehabilitation services. • Promote sports facilities with appropriate infrastructure for person with disabilities at various levels. • Formulate National Curriculum Committee on Disability (NCCD) for standardizing disability specific curricula for education and diploma courses
  • 23. • Provide the support and to the NGOs for the service delivery in rural areas. • Public awareness programs will be established for acceptance and improving the social Environment and integration
  • 24. Gaps to be Resolved in National Plan of Action, 2006: Gaps Suggested Actions  Identified barriers are still exist  Establish the evaluation and monitoring system with collaboration of federal, Provincial and district level for removal of barriers Present data on PWDs and distribution of causes are not determined or accurate Adopt reliable mechanisms which is design by WHO : ICF (international Classification of Functioning & Disability)

Gaps Suggested Actions Responsible ministries still not working properly and actively  Formulate the monitoring cell and punishment criteria Timeframe of each goal is not properly mentioned Starting and ending point of timeframe for each goal should be mention. Annual report be presented/ disclose publicly

Gaps Suggested Actions NGOs are not functioning in rural areas properly  An autonomous board should be made which is responsible to bring NGOs (disability specific) under a common platform. No public awareness about disability and their services Proportionate seats for PWD should be reserved in national and provincial assembly Activities or chapters should be included in school curriculum for social interaction to sensitize youth about social diversity Tele films are made on success stories of PWD

Gaps Suggested Actions Teacher education is not properly addressed in the context of diversity and uses of ICT  Encourage teachers to organize their work in teams and to apply problem oriented teaching methods as well as paying respect to diversities and different learning styles among their pupils Encourage teacher to use the technology and ICT Accessibility of public building like airports, railways, plazas etc still concrete wall for PWD  LDA should play active role to make accessible buildings or places Monitoring team should be made

Gaps Suggested Actions No Active Collaboration between the Federal Provincial and District level  Review panel on policy implementation should established on merit basis  No separate vocational training centers and institution to meet the needs of person with disability NISE and NIH should bold steps to establish the vocational training institution for person with disabilities

Recommendations • Inclusive Education is the best way to achieve the vision or goal of National Policy for Person with Disabilities 2002, National Plan of Action 2006 and empowerment of person with disabilities and creating the environment which allow the full realization of the potential of person with disabilities in all spheres of life. • Pakistan ratify many convention and declaration – UNCRC, UNCRPD, SDG

Professional environment working deliberately and actively to promote inclusion for all Flexible teaching methods with innovative approaches to teaching aids, and equipment as well as the use of ICTs Responsive, child-friendly environments Flexible teaching methods with innovative approaches to teaching aids, and equipment as well as the use of ICTs It is equipped and ready to handle diversity through: Flexible curriculum Flexible teaching and learning methods Early identifi cation and remediation Involvement of parents and the community Welcoming of diversity Reorienting teacher education The education system has the full responsibility to ensure the right to education
