National Plan of Action 2006
2. Introduction
• powerful part of Federal Government began in the
1980s when 1981 was pronounced International day
for person with disabilities by the United Nations.
• Director General, Special Education was made in 1985
as connected bureau of Ministry of Health and Social
Welfare.
• 1985 might be considered as a milestone
– Late General Zia Ul Haq appreciated and takes steps for
care, education training and restoration of Special Children
3. • Administration of Pakistan arranged a draft for
the National Policy for Special Education in
1986.
• The draft of National Policy for Special
Education (1985-1986) was reexamined in
1988.
• The name was changed as "National Policy for
the Education and Rehabilitation of the
Disabled".

5. • National Policy for Persons with Disabilities was
formulated after a long consultative process
– Federal Ministries including Health, Labor
Manpower, Housing and Works, Science and
Technology and additionally significant departments
and noticeable NGOs.
Goal
• empowerment of persons with disabilities,
irrespective of caste, creed, religion, gender or
other consideration for the realization of their
full potential in all spheres of life, specially social,
economic, personal and political.
6. • Formulation of policy based on:
– WHO 10%
– National Census Report of 1998 : 2.49% of the
total population,
• distribution of different disabilities within
census 2.49:
– Physically Handicapped (19%), Mentally
Handicapped & Insane (14%), Multiple Disability
(8.21%), Visually Impaired (8.6%), and Hearing
Impaired (7.40%), others, not classified but
included as disability (43.33%).
7. Prominent steps in National Policy for
Persons with Disabilities, 2002:
• Islamic vision of life which based on equality and
inclusive mainstreaming.
• The optimal development of person with
disability without discrimination mentioned as
basis mission of policy.
• A reliable and accessible diagnostic system and
preventive & intervention strategies was
formulated for the early intervention, assessment
and medical treatment of children with
disabilities.
8. • The policy also emphasized on the genetic
counseling of parents.
• Integration of children with disabilities in
normal system of education was promoted at
all level with the help of Directorate General
Special Education (DGSE) and National Trust
for the Disabled (NTD)
• Establishment of sheltered and integrated
workshops at provincial level
9. • Utilization of vocational training programs
administered by the federal, provincial, district
government and by private agencies.
• Provision of 5% seats for the person with
disabilities in each vocational training unit
clearly is mentioned in policy.
• Policy also talks about employment, Self-
employment, sheltered employment and
incentive to employers
10. • Policy has emphasis the importance of research
for the development of different program for
special people
• Strengthen the outreach program for
identification, assessment and training of their
family at their homes.
• Media and seminars can also play important and
significant role for creating awareness about the
problems of persons with disabilities.
11. • Pakistan Engineering Council (PEC) and Pakistan
Council of Architects and Planners (PCATP) shall
prepare the building design according to the need of
person with disability.
• The Rs.6282.280 million has allocated by planning
commission for the 10 year and Rs.25 billion was
estimated for implantation of national policy 2002.
• Monitoring responsibility shall be handled by the
ministry of Women Development, Social Welfare and
Special Education or any other agency nominated by
the ministry/ department concerned for this purpose.

18. • National Plan of Action (NPA) 2006 is to
implement the National Policy for the Persons
with Disabilities 2002.
• philosophy of NPA is access, inclusion and
equalization of opportunities for the person with
disabilities
• The NPA mentioned 17 critical areas of
intervention from assessment of the magnitude
of the problem to service delivery system
19. • The short term goals was to be taken by the
end of June 2009 and long term goals
measures to be adopted by July, 2025
• Policy was consists of specific time frames for
the completion of each activity and assigns
responsibility to various departments and
agencies.
20. Prominent steps in National Plan of
Action, 2006:
• Barriers are identified in national plan of action
• Women with disabilities are encouraged to take
part in decision making and be given priority in
receiving training opportunities in managerial
and general subjects provided by the government
institutions and self-help organizations
• Family Counseling and Guidance program for
awareness about disability related issues was
initiated
21. • Funds are allocated to meet the needs of those with
the most extensive disabilities to provide training and
employment services in dignified and inclusive
settings.
• Steps have been taken to establish “Rehabilitation
Medicine” departments in all public and private
teaching hospitals mentioned in policy consciously

Heath is mentioned to measure the cause and
classification of disabilities.

29. Recommendations
• Inclusive Education is the best way to achieve the
vision or goal of National Policy for Person with
Disabilities 2002, National Plan of Action 2006
and empowerment of person with disabilities and
creating the environment which allow the full
realization of the potential of person with
disabilities in all spheres of life.
• Pakistan ratify many convention and declaration
– UNCRC, UNCRPD, SDG
