2. Objectives
• The seminar aims to:
– facilitate exchange of knowledge, experiences and
best practices of education finance and
decentralization among countries in the region
– promote policy dialogue and debate on improving
education service delivery with special focus given
to financing and financial management issues in
the context of decentralisation
• The seminar is a forum for policy makers and
experts to share knowledge and experiences

3. Major Themes
• The role of non-state actors in basic education
financing and delivery
• Funding arrangements for decentralised
education
• Practical issues in designing and implementing
decentralised education finance
• The way forward for improving education
service delivery

4. Expectations
• The seminar will:
– identify achievements and also gaps for the effective
implementation of decentralised education service delivery
– identify areas for possible collaboration
– establish a network of policy makers and experts working
on education policy and reform issues in the region
• Desired outcomes include:
– agreed benchmarks that can be used for review of
education decentralisation policies; or
– the compilation of good practices in financing and financial
management of education in decentralizing systems
