The Offeror shall submit a comprehensive technical proposal addressing the factor outlined
below. The offeror’s proposal shall not simply rephrase or restate the Government’s
requirements, but shall demonstrate an ability to execute the requirements without introducing
unacceptable risk, and provide appropriate mitigation of risk for continuity of operations.

1.1 Project Manager [PWS 1.6.18.1]
o Provide the resume and letter of commitment for the Project Manager and Alternate Project
Manager
1.6.18.1. Project Manager and Alternate Program Manager: The Project Manager shall be a U.S.
citizen; have a valid and current Top Secret Security Clearance granted from a Single Scope
Background Investigation (SSBI) and full scope polygraph examination; have the appropriate
determination from the Central Adjudication Facility to meet the eligibility standards of
Intelligence Community Policy Guidance Number 704.2; and be indoctrinated for access to
Sensitive Compartmented Information (SCI) prior to performing any duties at the CIC facility.
The Project Manager shall be familiar with applicable U.S. military regulations and host nation
laws. The Project Manager shall have worked continuously during the past five (5) years from
the closing date of the solicitation in the administration or execution of law enforcement or
facility/installation security services for a government agency, the armed forces, the civilian
police, or a commercial security agency. The nature and extent of this experience shall be such
that the individual can effectively manage a security operation of the type described within the
PWS (Deliverable 4).

5.1.1. The Contractor shall designate a Project Manager(s) no later than fifteen (15) days before
performing guard services. The Project Manager (PM) shall be the designated head of the project
management staff, have full authority to act for the Contractor on all matters relating to daily
operations of this contract, and shall be the central point of contact with the Contracting Officer
and the COR. The primary function of the PM is to liaison between the U.S. Government and
Contractor personnel on all contract performance issues and to troubleshoot problems. The
Project Manager may dually serve as a Shift Supervisor. The Contractor shall provide
documentation of the PM’s experience five (5) days before the PM begins performing work on
this contract. See all attachments in Part 7.

o Provide documentation illustrating an active security clearance in accordance with PWS 1.6.12
1.6.12. Security Clearance Requirements: Contractor personnel performing work under this
contract must have a Top Secret/Sensitive Compartmented Information clearance and full scope
polygraph examination at time of the proposal submission, and must maintain the level of
security required for the life of the contract. In addition, all personnel performing work under
this contract must have a favorable in-scope Counterintelligence (CI) Polygraph (Deliverable).
The security requirements are in accordance with the attached DD254.
1.6.12.1. Permanent Certification Visit Request: The Contractor shall use the Joint Personnel
Adjudication System (JPAS) to send a one (1) year Permanent Certification Visit Request for
each employee to the USAREUR G2 Security Management Office Code as outlined on the
DD254.
1.6.12.2. Security Checks: The Contractor shall use AE Forms 604-1A, 604-1B and USAREUR
Regulation 604-1, Foreign National Employee Screening Program, when conducting security
checks on each employee. The Contractor shall complete the form IAW pertinent instructions for
each Contractor employee performing duties under this contract (Deliverable 9).

5.1.2 The Contractor shall designate an alternate project manager, as necessary, to ensure full

given time, the Contractor shall submit a biweekly Project Manager schedule to the Government

1.6.18.3. Security Guards: These personnel shall be a U.S. citizen; have a valid and current Top

the appropriate determination from the Central Adjudication Facility to meet the eligibility
standards of Intelligence Community Policy Guidance Number 704.2; and be indoctrinated for

site specific training program. These personnel shall have a minimum of two (2) years’
experience during the past five year from the closing date of the solicitation performing law

training and/or an ESS Operator certification program administered or recognized by a
