commissions in India.
• It was to have a comprehensive review of the education
system.
• It was to treat education as the most powerful
instrument of national development.
• The commission was very essential because several
changes had taken place in our social,cultural,political
and economic life from 1952-64.
• So the govt. of India appointed a commission under the
chairmanship of Dr.D.S Kothari.

14. Education of the handicapped
• It should be possible to have at least one good institution for the
education of handicapped children in each distric like the
blind,deaf,physically handicapped and mentally retarded.
• The NCERT should have a cell for the study of the handicapped.
15. Education for women
In order to promote literacy among women, condensed courses for
women sponsored by the central social welfare board should be
adopted. Appointment of village teachers should be encouraged to
teach the village women.
16. Equalisation of educational opportunities.
Two type of inequalities were seen in the field of Education-education
of boys and girls and the education of developed and backward
classes.In order to eradicate these inequalities
• Primary education should be made free from tuition fees before the
end of fourth five year plan.
• Lower secondary education should be made tuition fee free in all
govt.and govt. aided private schools,before the end of fifth plan.
• Efforts should be made to reduce other costs of education and offer
all materials,free of charge.
17. • Higher secondary and university education should be given free to
the poor and meritorious students.
• Special care should be taken in the education of students from
rural,backward and tribal areas.
• At the secondary education level,15 percent students should be
granted scholarships.
