RAILWAY ENGINEERING
1. Key Point in utilities as per Schedule C guidelines
The design of the Railway station in Ahmedabad shall
be done such that access control can be introduced at a
later stage. However, since all Railway tickets are not
yet machine readable, the access control equipment
shall not be provided at this stage. However, necessary
enabling facilities for such an access control such as
electricity, data connections, etc. shall be provided to
ensure that these can be introduced later on.
1. As per Schedule C Specific guidelines
 The Contractor will be required to execute some works which are
essential prior to execution of project/ project components such
as permanent/ temporary relocation/ shifting, diversion and
restoration of existing utilities like signal cables or
communication cables, electrical cables, substations, water
pipelines, pumping stations, sewer lines, drainage pipelines etc.
All the hidden utilities shall be initially mapped with suitable
means in pre construction period and the execution for the
construction of the project shall be done so as not to disrupt the
existing operational services.
Cost of shifting/ relocation/ diversion of
Utilities like water mains, overhead and
underground water storage tanks, water
wells power cable, street lights, transformer,
telephone posts, signal & telecom cables,
sewer lines, storm water drains, Signal posts,
OHE installation, including their
appurtenances, shall be borne by contractor.
 All utilities other than those specified in
charted utilities are defined as uncharted
utilities including those for the Control Room.
The payment of shifting/ relocation/ diversion
of such utilities shall be dealt as per Article-9
of RFP document.
 The requisite NOC/ permission from utility
owning entity(ies) shall have to be obtained by
the Contractor before start of such works. The
responsibility for timely shifting/ relocation/
diversion of such utility before the construction of
the project or the project components shall lie
with the contractor. Care has to be taken by the
Contractor to ensure that the services especially
train operations continue uninterrupted and with
least possible unplanned stoppages.
a) Approval and sanction of Electrical load from
Local / State supply shall be arranged by
Contractor.
b) In total 3 Substations are proposed to be
constructed, 2 on Kalupur side and 1 on
Saraspur side.
c) Total requirement of approx. 14 MW electrical
demand is worked out, approx. 9 MW for Iconic
building, 4 MW for station building.
d) Diversion of Existing LT/ HT Cables as per site
requirements

 Supply & Installation of Light fixtures in all areas
(Interiors & exteriors) as to provide minimum lux
levels specified and shall not cause glare or other
problems for the users. The Contractor must
provide a minimum 10 years of warranty for the
light fixtures. The cables shall have sufficient
insulation, shall be fire retardant and these shall
not get heated up under the design loads.
 The scope of supply and laying of cable from electricity
supply authority to Substation is not in Bidder’s Scope of
Work. Charges for any such work shall be borne by the
Authority, however the Contractor shall make necessary
applications and carry out necessary liasioning with the
concerned electricity supply authority.

The roof of station building, Iconic/MMTH building, roof of building 3 and 6 shall
be available for solar power generation. Contractor to install panels by using the
modern PV cells/ BIPV (building integrated photovoltaic) / rooftop panels. This solar PV
system shall be integrated with grid power supply.
It shall be consisting mainly the following details-
 Solar panels
 Module Mounting Structure
 DC distribution Junction BOX
 Solar grid support inverters
 AC distribution Junction Box
 Solar Generation Meter
 Net Meter (also Includes Approval from supply company)
 Cabling, Safety components And other required Accessories
 Earthing System
 Module for Remote monitoring
 Lightning Arrestor
The indoor units shall be similar in operation and appearance as
conventional indoor units of split units and provide independent on-
off control, temperature setting etc. The system shall provide
considerable (nearly 30%) energy saving over traditional air-
conditioning system (consisting of split units) due to following
features:
 Individual accurate temperature
 Multiple compressors in outdoor unit (8 HP & Above) in
conjunction with inverter drive compressor to modulate refrigerant
flow based on requirement.
 Minimizing heat transfer losses due to superior refrigerant piping
system with eco-friendly Refrigerant.
 As defined in the National Building Code of India 2016, mechanical
ventilation for Basement car parking shall be designed to permit 6
ACPH for normal ventilation and 12 ACPH in case of fire. The
system shall comprise of ductless ventilation system i.e. multiple
ceiling hung jet fans keeping in view the following:
 Prevent build-up of exhaust emission from vehicles by providing
adequate ventilation
 Good air movement to ensure good environment.
 Smoke control in the event of a fire.
 Reduced operating costs by using co-sensors so that fans are operated
as and when required.
The mechanical ventilation system shall comprise of
makeup air fans to supply fresh air, multiple ceiling hung jet fans
which shall be provided to assist with the direction of the flow of air
and to propel air towards main exhaust fans. Both makeup & exhaust
fan shall be Dual speed Axial flow fans. During normal Basement
ventilation, main fans designed for 6 ACPH shall operate. And in case
of fire same fan will run with double speed to cater the additional
6ACH. In case of fire these additional fans shall get actuated and draw
the air from the car park and discharge independently alongside the
main Axial fan. The shaft receiving the exhaust from both fans shall be
sized for 12 ACPH for Basement.

DG Room Air quantity is designed based on heat rejection from xx Nos. DG
sets and maximum allowable temperature rise of 10 deg. C over
ambient temperature.

Staircase Pressurization Cross Ventilation – If open, 2 Nos. of 0.5 sq.mt clear opening on
adjacent/opposite sides shall be provided on each landing in
addition to 0.5 sq.mt of opening on topmost level then mechanical
ventilation is not required.
Building management system (BMS) is a computer-based control system installed in
buildings that controls and monitors the building's mechanical and electrical
equipment. BMS shall be able to Control and Monitor the following systems:
HVAC Systems: AHUs, VAVs, Car park Ventilation Fans, Chillers, pumps
Electrical Systems: HT/LT Panel breakers, Floor Panel incomer breakers, Electrical
Energy meter, Lighting control system, DG, UPS
Plumbing Systems: Control and monitoring of Water pumps, Tanks
Lifts: Status monitoring of Lifts
Fire Alarm system
Building automation system to monitor and control utilities from the BMS
workstations from command center & Security office. The BMS workstations to
connect to standalone freely configurable DDC controllers. MS network shall allow
peer-to-peer communication.
 All Vehicular ingress and egress.
 All main pedestrian entry and egress points to station structure (including
multi-modal connections whether at, above or below ground level,
entrance/Exit, Main Entrance/Exit, platforms, yards or any other locations.
 All main entry points to paid area.
 Main concourse area (cameras shall not be more than 100m from any point).
 All platform area (cameras shall not be more than 100m from any point).
 Fixed box type cameras shall normally be provided in Parking area, waiting
halls, ticket counters, reservation counters, offices entries
 High speed PTZ dome cameras shall normally be provided in platforms, foot
over bridges etc. and for general perimeter surveillance.
 Wireless system shall normally be used for far away locations, where cabling is
difficult to be installed & maintain like yards and extreme corners of stations
 Ticket Counters and ticket vending machines (TVM's) (these areas shall be
within direct range of the CCTV cameras).
Access control operation: Once the access in authenticated the card reader application
will open the electromagnetic lock (EM lock) of the door or open turnstile gate for one
entry

1. The firefighting arrangement shall be designed as per the
requirement of local guidelines, NBC (with NFPA being
referred wherever NBC is silent) & engineering design
standard.
2. The entire fire safety installation shall be compliant with the
most stringent codes/ standard for the building to ensure the
highest safety standard and uniformity of system. Further,
before property is opened to the public, the fire protection
shall be fully operated and tested under simulated conditions
to demonstrate compliance with the most stringent
standards, codes and guidelines.

Firefighting System shall be installed in covered and
open areas (Subways, Platforms, Basement, Building,
Concourse Area, Lift & Escalator area, Mezzanine Floor,
Substation, Electrical Rooms, Pump rooms. The detailed
drawing & design shall be developed by the Contractor of
AE before execution of work. The relevant required U/G
Tank, OHT room, rooms, pump room etc. shall be
constructed as per detailed drawing & design worked out
by the Contractor.

Schedule c and If any unspecified best in class need to
be considered.

  • 2. 1. Key Point in utilities as per Schedule C guidelines The design of the Railway station in Ahmedabad shall be done such that access control can be introduced at a later stage. However, since all Railway tickets are not yet machine readable, the access control equipment shall not be provided at this stage. However, necessary enabling facilities for such an access control such as electricity, data connections, etc. shall be provided to ensure that these can be introduced later on.
  • 3. 1. As per Schedule C Specific guidelines  The Contractor will be required to execute some works which are essential prior to execution of project/ project components such as permanent/ temporary relocation/ shifting, diversion and restoration of existing utilities like signal cables or communication cables, electrical cables, substations, water pipelines, pumping stations, sewer lines, drainage pipelines etc. All the hidden utilities shall be initially mapped with suitable means in pre construction period and the execution for the construction of the project shall be done so as not to disrupt the existing operational services.
  • 4. Cost of shifting/ relocation/ diversion of Utilities like water mains, overhead and underground water storage tanks, water wells power cable, street lights, transformer, telephone posts, signal & telecom cables, sewer lines, storm water drains, Signal posts, OHE installation, including their appurtenances, shall be borne by contractor.
  • 5.  All utilities other than those specified in charted utilities are defined as uncharted utilities including those for the Control Room. The payment of shifting/ relocation/ diversion of such utilities shall be dealt as per Article-9 of RFP document.
  • 6.  The requisite NOC/ permission from utility owning entity(ies) shall have to be obtained by the Contractor before start of such works. The responsibility for timely shifting/ relocation/ diversion of such utility before the construction of the project or the project components shall lie with the contractor. Care has to be taken by the Contractor to ensure that the services especially train operations continue uninterrupted and with least possible unplanned stoppages.
  • 7. a) Approval and sanction of Electrical load from Local / State supply shall be arranged by Contractor. b) In total 3 Substations are proposed to be constructed, 2 on Kalupur side and 1 on Saraspur side. c) Total requirement of approx. 14 MW electrical demand is worked out, approx. 9 MW for Iconic building, 4 MW for station building. d) Diversion of Existing LT/ HT Cables as per site requirements

  • 9.  Supply & Installation of Light fixtures in all areas (Interiors & exteriors) as to provide minimum lux levels specified and shall not cause glare or other problems for the users. The Contractor must provide a minimum 10 years of warranty for the light fixtures. The cables shall have sufficient insulation, shall be fire retardant and these shall not get heated up under the design loads.
  • 10.  The scope of supply and laying of cable from electricity supply authority to Substation is not in Bidder’s Scope of Work. Charges for any such work shall be borne by the Authority, however the Contractor shall make necessary applications and carry out necessary liasioning with the concerned electricity supply authority. Liasoning with power supply authority for power sanction. Approval of electrical distribution scheme & layout form CEIG other statutory bodies as applicable. All statutory approvals for Electrical systems installed under Contractor scope.
  • 11. APFCR As per equipment Requirement Automatic power factor capacitor bank along with Panel at suitable locations for improvement of P.F up to 0.99 to minimize maximum demand,to avoid penalty because poor P.F and to destress all current carrying equipment’s Supply, installation, testing and commissioning of APFCR panel and Capacitor banks for as per statutory norms in State shall beprovided by Contractor. HT & LT power and control cable & Bus Duct LV Bus duct, HT & LT Power, and control cable suitable for System requirements. Supply, installation, laying, termination and connection of allthe electrical HT & LT Power andControl cables, wires, cable trays, interconnecting cabling for Station & Railway shall be in the scope of Contractor as per requirement. Illumination System All lighting as per relevant standard codes for the Railway Station & Ahmedabad TerminalBuilding development area Supply, installation, testing and commissioning of lighting fixtures, fans etc. for station development along with all the Hardware requirements as per relevant standard codes shall bedeveloped by Contractor.
  • 12. UPS with SMF battery (Minimum 30 Min backup) Centralized or distributed on- line UPS with SMF battery bank, Battery charger for supplying critical load, Emergency Lighting, ticket booking etc. as per the requirement of Station. Supply, installation, Testing andcommissioning of UPS with SMFbattery & Battery Charger shall be in the scope of Contractor. Power and Switch Socket Small power modules and switch socket, Receptacles as per requirement Supply, Installation, Testing, andCommissioning of All small power modules and Switch socket, receptacles for Station development as per requirementbased on location and utility shall be in the scope of Contractor.

  • 14. The roof of station building, Iconic/MMTH building, roof of building 3 and 6 shall be available for solar power generation. Contractor to install panels by using the modern PV cells/ BIPV (building integrated photovoltaic) / rooftop panels. This solar PV system shall be integrated with grid power supply. It shall be consisting mainly the following details-  Solar panels  Module Mounting Structure  DC distribution Junction BOX  Solar grid support inverters  AC distribution Junction Box  Solar Generation Meter  Net Meter (also Includes Approval from supply company)  Cabling, Safety components And other required Accessories  Earthing System  Module for Remote monitoring  Lightning Arrestor

The indoor units shall be similar in operation and appearance as conventional indoor units of split units and provide independent on- off control, temperature setting etc. The system shall provide considerable (nearly 30%) energy saving over traditional air- conditioning system (consisting of split units) due to following features:  Individual accurate temperature  Multiple compressors in outdoor unit (8 HP & Above) in conjunction with inverter drive compressor to modulate refrigerant flow based on requirement.  Minimizing heat transfer losses due to superior refrigerant piping system with eco-friendly Refrigerant.  As defined in the National Building Code of India 2016, mechanical ventilation for Basement car parking shall be designed to permit 6 ACPH for normal ventilation and 12 ACPH in case of fire. The system shall comprise of ductless ventilation system i.e. multiple ceiling hung jet fans keeping in view the following:
  • 16.  Prevent build-up of exhaust emission from vehicles by providing adequate ventilation  Good air movement to ensure good environment.  Smoke control in the event of a fire.  Reduced operating costs by using co-sensors so that fans are operated as and when required. The mechanical ventilation system shall comprise of makeup air fans to supply fresh air, multiple ceiling hung jet fans which shall be provided to assist with the direction of the flow of air and to propel air towards main exhaust fans. Both makeup & exhaust fan shall be Dual speed Axial flow fans. During normal Basement ventilation, main fans designed for 6 ACPH shall operate. And in case of fire same fan will run with double speed to cater the additional 6ACH. In case of fire these additional fans shall get actuated and draw the air from the car park and discharge independently alongside the main Axial fan. The shaft receiving the exhaust from both fans shall be sized for 12 ACPH for Basement.

BMS shall be able to Control and Monitor the following systems: HVAC Systems: AHUs, VAVs, Car park Ventilation Fans, Chillers, pumps Electrical Systems: HT/LT Panel breakers, Floor Panel incomer breakers, Electrical Energy meter, Lighting control system, DG, UPS Plumbing Systems: Control and monitoring of Water pumps, Tanks Lifts: Status monitoring of Lifts Fire Alarm system Building automation system to monitor and control utilities from the BMS workstations from command center & Security office. The BMS workstations to connect to standalone freely configurable DDC controllers. MS network shall allow peer-to-peer communication.

  • 21.  All Vehicular ingress and egress.  All main pedestrian entry and egress points to station structure (including multi-modal connections whether at, above or below ground level, entrance/Exit, Main Entrance/Exit, platforms, yards or any other locations.  All main entry points to paid area.  Main concourse area (cameras shall not be more than 100m from any point).  All platform area (cameras shall not be more than 100m from any point).  Fixed box type cameras shall normally be provided in Parking area, waiting halls, ticket counters, reservation counters, offices entries  High speed PTZ dome cameras shall normally be provided in platforms, foot over bridges etc. and for general perimeter surveillance.  Wireless system shall normally be used for far away locations, where cabling is difficult to be installed & maintain like yards and extreme corners of stations  Ticket Counters and ticket vending machines (TVM's) (these areas shall be within direct range of the CCTV cameras).

  • 24. 1. The firefighting arrangement shall be designed as per the requirement of local guidelines, NBC (with NFPA being referred wherever NBC is silent) & engineering design standard. 2. The entire fire safety installation shall be compliant with the most stringent codes/ standard for the building to ensure the highest safety standard and uniformity of system. Further, before property is opened to the public, the fire protection shall be fully operated and tested under simulated conditions to demonstrate compliance with the most stringent standards, codes and guidelines.

Firefighting System shall be installed in covered and open areas (Subways, Platforms, Basement, Building, Concourse Area, Lift & Escalator area, Mezzanine Floor, Substation, Electrical Rooms, Pump rooms. The detailed drawing & design shall be developed by the Contractor of AE before execution of work. The relevant required U/G Tank, OHT room, rooms, pump room etc. shall be constructed as per detailed drawing & design worked out by the Contractor.
