• After 20 years of negotiations, the new high school was funded

Now How To Build The New School
The school, BIA, and BIE decided the most expedient manner of construction
would be design-build. They put together an established set of construction
RFP criteria, and then hunted for the “BEST-TEAM” to award the contract to.

Where Do We Start?
DFDG architecture took the lead at the design charette meeting, and helped BIA and the
school team create a list of priorities, aesthetic qualities, cultural design elements, color
schemes, energy design options, tribal influences, submittal criteria, readily available
materials, cold climate construction options.

What was the review process
DFDG has an extensive quality control
process for the design of the building
and site. Progressive drawings are
presented at 20% completion, 50%
completion, 90% completion and then
released for the construction process.
Modular Solutions team offer input
regarding purchasing lead time, quality
measurement, life cycle values, LEED
qualification, special critical path
concerns and field inspections reports.
BIA has a safety department that
reviews the plans at each of those
stages for life safety concerns. They
also have a project management team
that facilitates the choices in submittal
approvals and owner/BIA plan approval

Design-Build Team Collaboration
During the design process in order to effectively integrate the design and construction
requirements of this contract the BIA/Owners/DFDG/Solutions implemented:
Integrating the design schedule into the master schedule to maximize the effectiveness
of fast-tracking design and construction
Ensuring constructability and economy of the design, integrating the shop drawing and
installation drawing process into the design, executing the material and equipment
acquisition programs to meet critical schedules, effectively interfacing the
Construction QC program with the design QC program, and maintaining and providing
the design team with accurate, up-to-date redline and as-built documentation.
Solutions managed the active involvement of key trade subcontractors in the above
activities early in the process to ensure they understand critical path items, schedule
impacts, long lead requirements, and any special site conditions such as weather that
would cause a project delay or affect other trades

everyone offered
positive collaboration to
generate resources, cost-
effective alternative
choices, and creative
“out-of-the-box” design
solutions.

How does design-build get to budget
Modular Solutions and team
prepare a schedule of values,
showing proposed scope of
work, materials, and critical
path items.
This schedule of values is then
utilized as the working tool to
bring each project category
inline with the budgets. In this
phase the owner/BIA/sub
contractors/vendors all
collaborated to develop the
best value for the project.
Our budget success is based
on the early involvement with
the sub contractors and final
vendors to meet the budget
line items and offer creative
value engineering ideas. It
also allows for some give and
take to get to the final
authorized cost allowances.
11. Let the construction begin
Modular Solutions opened a fabrication plant just a
few miles away from the final construction site so that
we could fabricate classrooms off site, while the site
work was getting underway. By localizing our lumber
and supply resources, and building only a few miles
away we saved tens of thousands of dollars on freight
and shipping fees.
