Michael Nyquist is Sheladia’ssenior executive and Director of
InternationalTransportation Engineering for SHELADIA,

engineering projects world-wide. He is a proven team-builder

Mr. Nyquist has worked in 25 countries worldwideincluding

lead engineer for the USAID-sponsored Growth with Equityin
Mindanao(GEM3) Project in the Philippinesfor seven years.
The GEM project functioned as an IQC for the Philippineswith
over 1000 task orders spanning a widerangeof rural and
urban infrastructure. Mr. Nyquist is committed to safety and
value-engineered projects and to technology transfer. He has
trained local staff and government officials in transportation
design, contracts administration, project management, and
construction managementand haswritten nationaldesign
standardsfor several developing countries. He has worked in
widely different climates and geography, including post-conflict
and disaster areas.

As a senior executive, Mr. Nyquist participates in SHELADIA’s home office
QA/QC panel for international transportation projects and as an expert resource
for a wide range of design, construction, contract management and
project/program management issues on on-going and planned projects for the
company. Illustrative projects include:
WB-funded Rural Feeder Roads Development Project (RFRDP) in Rwanda to design 507
kms of secondary and tertiary roads, including geometrics, hydro and pavement design; all
drawings, reports, technical specifications, costs and bid documents.
Working with Parsons on a WB-funded project. Inputs were to create a Road Geometric
Design Manual for MINIFRA (RTDA) in Rwanda. Rwanda had no such a manual and
development was based on practice of the EAC (East African community), SADCC, and
AASHTO and modified to fit the Rwanda environment.
Wrote the Terms of Reference for an ADB project for the creation of a Road Geometric
Design Manual to replace the SNiP (ex-Soviet) standards for Azeryolservis ASC, Ministry of
Transport, Azerbaijan. ToR were written to avoid a repeat of two failed attempts by Intl
Consultants to have the manuals they developed specifically for Azerbaijan accepted by the
Client.
Design of 130 kms of Roads for USAID-funded Rural Feeder Roads Improvement Program
(RFRIP) in Rwanda, including geometric, hydro and pavement design; all drawings, reports,
technical specifications, costs and bid documents. Also developed Rural Feeder Road Design
Manual for MinAgric, and wrote Technical Review of Design of Access Road Networks in
Gishwati Project Area.

Superhighway, EPZA By-Pass Road, and Diversion Road; and Dam Safety Review, Hydropower
Development, and Bulk Water Treatment and Supply.

For USAID-funded Growth and Equity in Mindanao (GEM3) project for Autonomous Region in
Muslim Mindanao (ARMM) and other conflict-affected regions in Mindanao, targeting design and
construction of 760 village level and 15 regional infrastructure projects in five years, covering 260
municipalities. This project functioned like and IQC with over 1,000 task orders, each requiring
the assignment of staff with diverse skills. Task order sub-projects called for conceptual design;
feasibility studies; detailed design: technical specifications; scopes of work; BoQs and cost
estimates; tender documents; construction supervision and project close-out and handover. Sub-
projects included roads, with box culverts, pipe culverts and overflow structures; trading centers;
warehouses and solar dryers; airports; bridges and footbridges; water supply spring and well
development with hand-pumps and distribution systems; drainage and irrigation; boat landings, in-
land waterway facilities and causeway projects; and schools and health clinic buildings.
Major transport projects included feasibility studies, detailed engineering design, including
geometry, pavement, drainage, design report, technical specifications and tender documents, BoQ
and cost estimates projects such as for:
the upgrading of airport runways at Jolo and Sanga-Sanga (Bongao) Airports to ICAO Code
Element C Number 3 facilities to land B737 and A320 aircraft, using PCC over cement-

Darussalam (NAD) and Nias; United States Trade and Development Agency (USTDA)-funded
Aceh Secondary Road Construction and Upgrade Project. Provide technical advisory assistance in
the selection of design standards, preliminary design, bid documents and technical specifications,
to meet World Bank funding requirements, for reconstruction of tsunami-damaged DBST roads
proceeding from the West Coast Highway.

level and 40 regional infrastructure projects in four years. Restarted suspended and terminated
projects such as Matarling Bridge Project in Basilan using bored piles for piers and abutments;
negotiated settlement subsequent to termination for Maluso Port and Wharf contractor; restart of
four Tawi-Tawi Boat Landings; restart of Lamba suspendion pedestrian footbridge; and restart of
Baras and Alegria roads. Developed and refined specifications to add longevity to gravel roads,
and to use cement-modified soil (CMS) and limerock-based subbase and base courses; developed
design/build bid documents for 11 prefabricated steel bridges; revised standard contract
documents and technical specifications; reviewed designs for several road, bridge, footbridge,
spring development and water supply, boat landing and causeway projects; conducted training for
Inspectors and for Cost Estimators; developed site layout and concept drawings, with scope of
works, BoQ and cost estimates for design/build Cotabato City Commercial Square, and monitored
its construction.

Inspection of welds for shopping mall project expansion project at Galleria in Ft. Lauderdale,
Florida. Construction inspection for widening a bridge over the intracoastal waterway on E.
Hillsboro Boulevard from two lanes to four lanes in Deerfield Beach, Broward County, including
drainage, curbing, pavement, piles, and utility relocation.
Telephone interviews with regional bulk exporters for feasibility study of new port near Panama
City in Florida panhandle. Investigation of at-grade road/rail sight distances for railroad safety

Performed underwater inspection of wooden and sheet pile docks at US Naval Facility in Panama
City, Florida to investigate cause of dock subsidence.
Prepared specifications and bid documents for heavy equipment and parts for USAID - funded
secondary road project in Kisumu, Kenya.
Visited site and wrote final report of a four-year, USAID-funded nationwide Highway
Maintenance Management Project in Haiti. Project included garage construction, equipment and
parts procurement, training, Highway maintenance system development, vehicle maintenance,
finances and personnel.

management or engineering or a related field. 15+years of relevant and
progressively moreresponsibleexperience in any corporation or organization.
Must haveexcellent demonstrated experience in project and contract
management, with demonstrated experience in all stages of a projectcycle – from
conceptual stage to construction and closeout. Must possess excellent verbaland
written communications skill in English. Knowledgeof additional MCC language
such as Spanish or French is a plus. Must be a senior executive in the firm to be
able to access the best qualified technical specialists fromthe global network for
each call order on time.
Duties andResponsibilities: Main pointof contact for the management of the call
orders under the BPA. The ProgramManager shallserve in all call orders under
the BPA. Takes overall responsibility for management of all aspects of
engagement, including quality, timeliness, inputs and outputs. Responsiblefor
directing multiple project managers in the overall execution of multiple projects
and/or contracts. Establishes, promotes, and assures quality on all projects and
work performed by projectstaff. Monitors projectproduction and schedules to
ensureprojects are completed on schedule, on budget, and to the highest quality
possible. Performs technical and coordination checking of projectdeliverables.
