JKC-LNG Australia Pty Ltd, (Kellogg, Brown & Root) Darwin 09/2014 to date
Quarantine Operations Manager – Corporate Quarantine
Selected by new joint-venture partnership to take quarantine reins for five discrete sites based on proven
leadership strengths in handling establishment due diligence. Took pivotal advisory role in all quarantine
regulatory compliance and risk identification and key start-up meetings with Subcontractors. Direct financial
control, accounting and reporting as well as sign-off for payment of external quarantine provider.
Key results to date:
Ensure all Sub-contractors pre-mobilisation quarantine response plans and risk assessments meet the
company’s strict health, safety, environment and quarantine requirements by comprehensively reviewing all
documents and practices they present.
Enforcement of JKC-LNG Australia’s zero-tolerance workplace violence policy on the Module Offloading
Facility (basically an international port facility) and reported any breaches to Security Manager.
Represent JKC and actively participated in all MOF safety activities and exercises – which are regular
simulated, oil spill and bio-security simulations in Darwin Harbour.
Provide leadership, guidance and management of 35 Subcontractor Quarantine staff to ensure all
quarantine and environment response objectives were met – conversely, JKC Quarantine and Environment
Response (I was the auditee) audited annually by Client (INPEX) with no no-conformance reports.
Supervised and managed external quarantine provider (SDV Shipping Agents), approximately 20 personnel
in two discrete locations – the JKC Module Offloading Facility and Darwin Port.
Approved financial delegation from JKC Australia LNG Pty Ltd to approve quarantine capital spending on
works and materials up to $3M.
Provide expert risk analysis to Company Directors in Japan in relation to any vulnerability and consequence
due to risk/potential risk to Company in terms of incoming modules and break-bulk cargo.
Provided expert advice and briefings, in terms of, risk treatment and quarantine and emergency response
imperatives to project Directors in Japan.
Key point of contact for engagement with key stakeholders such as Department of Infrastructure and
Regional Development (transport security), Federal and NT Police, Border Force (Customs), Immigration
and Department of Agriculture, NT Primary Industries and Darwin Port Corporation.
Responsible for the quarantine security of the MOF Port Facility as well as drafting and gaining
Commonwealth approval of the final Bio-security Management Plan in accordance with international and
national legislation.

Quarantine Operations Manager – Advisor to Project Director’s in China and Japan
Brought in to salvage the quarantine program area, which had totally collapsed. Repeatedly given far-reaching
authority to take role of developing quarantine area to Australian standards, carrying out ‘best practice’ bio-
security inspections and surveillance of all modules, equipment and break-bulk cargo bound for Australian
waters.

3. Given total responsibility to reinvigorate the Bio-security Program area of the Company through strategic
community and stakeholder engagement, working closely with peak compliance and Chinese and Australian
regulatory bodies as well as Shipping Agents, ship Master’s and crew.
Key results:
Provided expert technical advice to Project Directors in Japan and Client (INPEX) in terms of all bio-security
requirements for Australian International Ports, and accordance with Australia’s strict quarantine
requirements.
Built confidence level amongst module and equipment supply organisations, serving as primary point of
contact and presenting JKC Australia Pty Ltd’s profile to potential partners so that our work could be
validated for other inspection streams.
Worked closely with Executive Management, companies and regulatory agencies to gain ‘buy-in’ of project
deliverables through community consultation, participation and ongoing feedback.
Charged with the responsibility to manage all funding related to the bio-security program and to develop
business continuity plans and to write business plans to ensure delivery of project modules and equipment
to Australia.
Facilitated recognised national quarantine ‘best practice’ workshops by demonstrating success of consistent
positive quarantine practices to ensure Project deliverables.
Established business continuity plans for the Company, particularly around infestation mitigation and
recovery.

Took operational and strategic role, exerting influence and accountability through restructuring of the
reporting regime for the day-to-day quarantine operations in response to bio-security compliance
breaches at domestic and international ports and airports.
Instrumental in negotiating a tighter reporting regime with heads of departments within Department of
Agriculture to ensure compliance with strict reporting requirements of the Commonwealth in line with their

development of pivotal policy in terms of bio-security inspections and workforce development.
Developed system to measure inspection objectives within three domains, organisational, systems and
practitioner and identified pinch points where the established quarantine inspection practices might stall.
Worked closely with Regulatory Compliance agencies to the NSW Government to gain a ‘picture’ of what
bio-security service delivery should look like.
Established the NSW Department of Agriculture’s Dog Unit to address the disparity in quarantine outcomes
in partnership with external consultancy group.
Met regularly with Organisation’s Executive Management Team to provide expert advice around the
administration and interpretation of Australian legislation, developed protocols and identified potential areas
of risk.
Standardised the department’s reporting system and drove the process, which enabled aggressive
Partnership Agreement timeframes, strict reporting regimes and outcomes to be met including the finalising
of a large backlog of uncompleted inspection reports.
