As a 20+ year safety professional I have had the honor of working in a diverse group of industries, from aerospace
to oil and gas refining and production, power generation and most recently a regulated natural gas utility. Each
position brought its own challenges and with it growth opportunity. The one constant I have found from the office
setting to the heavy construction site; safety is about people. The constant in each of these settings is safety
decisions must be made every day. The key is growing a Positive Safety Culture begins where the want and need to
communicate potential at risk conditions, work safely and make personal safety decisions support the commonly
held belief that my team members and I will go home safe every day.
Southern California Gas Company (SoCalGas)
SoCalGas is the largest natural gas distribution utility in the US, providing safe and reliable energy to 20.9 million consumers to
nearly 5.8 million natural gas meters in more than 500 communities. SoCalGas operates more than 101,000 miles of natural gas
pipelines regulated by the California Public Utilities Commission (CPUC).
Pipeline Safety Enhancement Plan (PSEP) Safety Manager – October 2012 to June 2015
Responsible for the creation and establishment of a pipeline contractor safety and risk management program to maintain
compliance with California Code of Regulations Title 8 and Code of Federal Regulations 1910 and 1926 and to support the
Owner Controlled Insurance Program (OCIP) for the Pipeline Safety Enhancement Plan (PSEP) – as mandated by the CPUC to
achieve the goal of orderly and cost-effectively testing or replacing all natural gas transmission pipelines in both the SoCalGas
and San Diego Gas & Electric (SDG&E) systems that had not been pressure-tested. Implemented a safety program that
supports the company’s goal to enhance public safety, comply with the Commission's directives, minimize customer impacts and
maximize cost-effectiveness.
 Directed and managed the safety component of the OCIP program development and implementation while working with
internal and external stakeholders to identify issues, policies, programs and resources to achieve program safety goals and
control program insurance costs.
 Authored the PSEP Contractor Safety and Health Manual that provides direction, expectations and programmatic
responsibilities for the program contractors.
 Instituted a standardized contractor qualification package to assess potential new contractors for PSEP focusing on safety,
health and environmental programs and performance.
 Partnered with eSafety Systems (Servmax) to develop and implement a web-based Job Specific Safety Plan (JSSP)
format to provide ease of contractor submittal and safety department review of safety plans prior to contractor mobilization.
 Responsible for fulfilling CPUC safety program data requests related to the PSEP program. Supported the construction site
managers during CPUC Safety Enforcement Division (SED) audits during strength testing (hydrostatic and pneumatic) and
tie-in procedures.
 Provided critical oversight, input and coordination with the OCIP administration team to identify, monitor and modify jobsite
performance to ensure safety and insurance program compliance, resolve safety issues, and maintain a safe work
environment for all SoCalGas and contract employees.
 Instituted the PSEP Safety Incident Notification System, a one-call system to give the pipeline contractors the ability to
immediately notify the safety and PSEP leadership team of any jobsite incident.
 Formed and lead the PSEP Contractor Safety Council to provide a positive safety culture of sharing information and best
practices.
 Monitored critical PSEP safety Key Performance Indicators (KPI) for positive, or at risk trends, and developed and
implemented methods to enhance performance and provide insurance program cost savings to the company.
 Developed and instituted a standardized audit and inspection protocol for the PSEP Field Safety Advisors to ensure all
programmatic safety, health and reporting requirements were met. Ensured tracking and completion of all audit and
incident corrective actions.
 Provided guidance and oversight for incident investigations to determine causal factors and provide guidance and council
for any recommended corrective actions that result from the investigation findings.
 Partnered with the construction and program managers to develop the required safety and environmental training matrix
for office and field staff. Provided all safety and health training and tracked the individual departments to ensure
compliance. Provided resources and oversight for all external right of way and associated training requirements.
 Developed and managed safety programs to ensure the PSEP organizations safety and health program was in alignment
with the overall company health and safety plan, policies, procedures and regulatory requirements.
 PSEP contractor safety performance rates remain below the industry average. 2014 results showed a Total Recordable
Incident Rate of 0.63 and a Lost Time Incident Rate of 0.11 against over 1.5 million man-hours. OCIP insurance
underwriter’s inspections of active jobsites have resulted in zero findings and one minor recommendation.
Business Safety Advisor / Safety Team Lead – September 2008 to October 2012
 San Bruno emergency response, Pacific Gas & Electric mutual assistance. Provided in-field safety oversight and support
for SoCalGas and SDG&E crews dispatched to Sacramento and Napa Valley to assist in natural gas survey and leak
detection immediately following the 2010 tragedy.
 Responsible for providing oversight and council to the Vice President Customer Operations and their directors, including
field operation, customer calls center, meter reading and remittance and processing.
 Advised field and office managers in methods and ways of improving worker safety, providing analysis and
recommendations for changes in policy, and work practices.
 Assisted in the development of programs that support client safety goals and the execution of specialized training topics for
both field and office staff.
 Co-authored and assisted in the roll-out of the Stop The Job (STJ) program. This program gave the employee the authority
to stop work when an unsafe condition was detected, and begin finding a resolution. The STJ program has been adopted
in every facet of the company, fully supported by leadership and is the expectation of company and contract employees
when at risk condition are found.
 Lead a grassroots safety team comprised of represented employees that presented a business case for supporting a
company funded employee prescription safety glasses program. The recommendation was accepted by SoCalGas
executives and was offered as a benefit to represented employees in the next collective bargaining agreement.
 Provided leadership for four diverse regional teams of safety representatives and management sponsors to develop
workshops, presentations and informational booths for four Regional Safety Congresses each year. Responsible for
ensuring that each region stayed within their annual budget.
 Provided guidance and oversight for incident investigations to determine causal factors and provide council for any
recommended corrective actions that result from the investigation findings. Provide direction to managers and supervisors
for entering required documentation into the Safety Information Management System (SIMS)
 Established an Occupational Health Nursing Program for recognizing and preventing health effects from hazardous
exposures providing acute management and treatment of workers injuries and illnesses. Accountable for their activities in
observing and assessing workers health status with respect to job tasks and hazards for a workforce of 8,000.
Irwin Industries
A full-service construction, maintenance, outage, turnaround and fabrication company serving the energy and industrial
infrastructure markets; with a concentrated focus and specialized services for the upstream and downstream oil and gas and
power generation markets.
Corporate Health, Safety and Environmental / Workers Compensation Manager – 2006 to 2008
 Responsible for planning, organizing, directing, operating and evaluating safety, occupational health and environmental
programs in all projects nationwide. Provided support, council and training for the Corporate Safety Specialists. Ensured
specific client requirements were evaluated and implemented appropriately.
 Ensured OSHA compliance with California Code of Regulations Title 8, Code of Federal Regulations 1910 ad 1926 and
State plans in Nevada, New Mexico and Wyoming
 Planned, organized, administered and supervised the company’s Workers’ Compensation Program, including the review
and processing of claims and legal documents, participation in settlement negotiations, recommending loss control
strategies, instructing leadership team on workers’ compensation issues, and ensuring conformance to applicable laws and
regulations. Participated in claim reviews with the carrier and their OCIP clients.
 Oversaw and ensured an efficient records maintenance system for workers’ compensation claims and related information,
data and activities.
 Supervised the management of employee injury cases; investigate or oversee the investigation of claims; develop
strategies to handle specific cases in consultation with the appropriate parties.
 Identified, evaluated and assessed probability and severity of losses; develop, implement, and monitor company cost
containment strategies to prevent and minimize losses.
Corporate Safety Specialist – 2005 to 2006
 Provided appropriate safety and health, accident prevention, and investigation training for managers and supervisors.
 Hired and directed field safety staffing for the construction and maintenance division working for the LA Basin Consortium
of Oil and Gas producers and Refiners.
 Hired and directed field safety staffing for the Power Plant Services division. This division performs maintenance for large
coal and gas fired power plants in the western, central and southern states with projects ranging from one to four months in
duration while working multi- 12 hour shifts, per day, seven days a week.
 Provided guidance and oversight for incident investigations to determine causal factors and provide council for any
recommended corrective actions that result from the investigation findings.
 Performed periodic audits of in-state and out of state jobs to assess compliance with approved company practices and
assure alignment with all federal, state and local regulations including those associated with tribal land.
Honeywell Inc. Aerospace Division
Health, Safety and Environmental Analyst – 1994 to 2005
 Developed modules for lockout/tagout, emergency procedures, storm water pollution prevention plan and workplace
exposure. Conduct annual safety compliance training for 5,000+ employees. Cross-trained and proficient in presenting all
modules to ensure completion of an aggressive training schedule.
 Lead and provided guidance to the manufacturing cell safety representative team. Schedule monthly meetings; provided
material and training for a rotating group of 25+ safety representatives.
 Responsible for Storm Water Permitting and Reporting for a 50 acre engineering, laboratory testing and manufacturing
campus.
 Duties included taking necessary samples ensuring chain of custody to an authorized testing facility, reporting and record
keeping. Responsible for addressing necessary changes to the Best Management Practices (BMP’s) to ensure continued
compliance.
 Responsible for taking necessary samples ensuring chain of custody to an authorized testing facility, reporting and record
keeping and scheduling discharge of process critical cooling tower water to the Dominguez Channel under a National
Pollutant Discharge Elimination System (NPDES) permit.
 Provided oversight and ensured continued regulatory compliance of the Wastewater Treatment facility that included
neutralization of high and low pH waste streams, flocculent and reverse osmosis solids removal prior to discharge.
Maintained all necessary records and reporting the Los Angeles Regional Water Quality Control Board.
 Assisted company industrial hygienist in test train set-up, data collection and analysis for potential respiratory and noise
exposure issues in the manufacturing and laboratory testing areas.
 Responsible for auditing and inspection of machine guarding in the manufacturing, chemical process and laboratory testing
areas. Lead and assisted the department safety representatives and supervision in performing a Job Safety Analysis (JSA)
for all manufacturing equipment and process.
 Perform incident investigations to determine causal factors and provide recommendations for corrective actions that result
from the investigation findings. Provide direction to managers and supervisors in the completion of incident and audit
related corrective action and track them to completion and implementation.
 Active member of the Corporate Audit Team performing compliance and risk assessments of sister facilities.
 Lead the Emergency Response Team, developed to provide shortened first response time. Provided classroom and mock
exercise training to ensure competence during an actual emergency.
 Cofounded the Medical Response Team, developed roles and responsibilities in conjunction with the occupational health
staff. Attained an EMT-B certification to increase the first responder capabilities of the team.
