criteria, research, document review and development, with full budgetary control. This role involved reviewing,
implementing and evaluating operational efficiencies for both strategic and local authorities.
I managed a team of specialist project managers delivering: winter planning, implementation, budgetary control,
forecasting, risk, communications, and key performance indicators. This core team of 8 plus call off from other
specialists within the Halcrow business services both external and ‘internal’ clients.

I was responsible for delivering business and operational best practice, across 5 separate highway operational
contracts in the UK with an approximate value of £160m. Incorporating the reduction of operational risk,
operational systems implementation, winter and adverse weather strategy, health and safety. Conceived,
wrote, project managed and implemented:
o A focused Plant, Labour and Materials procedure to drive cost saving.
Benefits: Increase cash flow with operational plant efficiencies
o A highway workers manual providing minimum work and safety standards for 24 core highway
operations.

Babtie UK Highway Engineer

I was responsible for managing a client focused, high traffic volume highway network and operations on a defined
dense motorway network and strategic trunk roads. Core management functions included: stakeholder liaison,
programming and road space and utility management, third party claims, new development interface and stakeholder
engagement. Winter and adverse weather and incidents; client expectations, operations, strategy, stakeholder, liaison,
training.
I managed and supervised the Highways Agency’s term maintenance contract for motorways and trunk roads in north
Shropshire, Cheshire and parts of Merseyside
I undertook construction to the then current UK Contract documentation: 5th Edition ICE Conditions of Contract,
Highways Agency’s Manual of Contract Documents for Highway Works, Trunk Road Maintenance Manuals, and
Chapter 8 of the Traffic Signs Manual.
I was responsible for implementing Construction Design Management (CDM) safety regulations into maintenance
contracts, acting as Designer and or Planning Supervisor.
I had day to day operational management responsibilities for the eastern area of Cheshire and North Shropshire, within
the Highways Agency Area 10.
My work responsibilities including, team leadership and development, preparation, supervision and management of
Maintenance Schemes, working to New Engineering Contract. I also had responsibilities for the management of
technical surveys, road space, New Roads and Street Works Act liasion and police liaison.
Other roles I was responsible for included:
I acted as both Planning Supervisor, and Designer under CDM. Wrote general and specific risk assessments,
and delivered site inductions to all sites.
I supervised and undertook winter and incident management.
I acted as The Resident Site Engineer for discrete major highway maintenance schemes
