1. Job purpose
The Planning and Transport Directorate seeks to deliver an excellent customer focused
service in an efficient, effective and economic manner, whilst adhering to Corporate,
Departmental and Government priorities
To be accountable for engineering delivery of high profile capital schemes, in particular
Broadmarsh Environs, the Cycle Ambition Programme, Roadspace Transformation
Programme and the wider LTP for the city along with the development and delivery of new
approaches to the cycling and place making agendas.
To contribute to the development of a commercialised approach to meeting service costs and
procuring work from the private sector for the service and the wider city council
2. Principal duties and responsibilities
1. To be accountable for Highway Design services within the Service Area reporting to the
Service Manager. To lead in developing and implementing policies and strategies with
the following key objectives:
• To undertake procurement for engineering projects, ensure the preparation of contract
documentation for the purpose of tendering and delivering works to deliver best value.
• To investigate and present technical reports relating to engineering schemes,
including preparing designs, working drawings and specifications.
• To ensure compliance with Statutory and Departmental procedures for assessing
feasibility, implementation and commissioning of projects and ensure compliance with
CDM regulations.
• To undertake and ensure management of project risk and budgets across the highway
design team
• Regular reporting of scheme expenditure, progress, and design and construction
issues, including accurate estimating, interpretation of soils investigation data, and
land ownership implications.
• Supervise contracts, including site supervision, setting out, monitoring expenditure and
settling final accounts.
• To ensure stakeholders are consulted and involved in the design and construction
process
• To investigate and respond appropriately to technical complaints received.
2. To provide management of engineering staff, lead in the delivery of transportation and
highway priorities within the Highway Design Service, ensuring projects within the team
are run efficiently and within agreed deadlines and costs and are focused on citizen

3. To set and maintaining performance measures and structures for the purpose of tracking
team performance, tackling issues that arise.
4. To build networks and relationships across the service and council ensuring an excellent
and accessible customer service to Councillors, Citizens, the business community,
community groups, the Emergency Services general public, etc.
5. To actively engage all key players and stakeholders in key projects ensuring alignment in
council policies.
6. To consider and anticipate the impact of new government legislation/policies on the
delivery of the service taking immediate action where necessary to prepare for the future
through service change processes.
7. To prepare Committee and other reports as required including briefings for Councillors
and Portfolio holders.
8. To research and submit funding bids/applications on behalf of the service.
9. To coach and mentor others to address development needs, agreeing development goals
where necessary.
10.To attend various meetings, working parties and topic groups as required some of which
will be outside normal working hours. This includes, attending and deputising for the
Service Manager and Team Leader at Committee/Board meetings with Councillors and
other external organisations including Police, Press and media, design consultants, other
departments and sections, businesses and the general public. Prepare and present
evidence at Public Inquiries and legal proceedings.

required for the Road Space Transformation Programme.
