The purpose of an SOP is to carry out
the operations correctly and always in
the same manner.

CONTENT
There were very limited change to the existing content.
Those changes were limited to providing better
transitions between chapter materials or providing
clarification within the existing language.
ACCESSIBILITY
The manual can still be accessed through web pages
available through the department’s intranet or internet
websites.
Forms and other resources can still be found as part of
the manual pages.

A Clean Separation Between Procedural Steps and
Considerations That May Impact Decision-Making
(Practice Guidance)
Procedural steps are the activities that are required as
part of the task.
Practice guidance includes, but isn’t limited to,
information related to completing the steps,
considerations the worker should evaluate as part of
decision-making, or contingencies that may arise based
on case-specific circumstances.
All workers and supervisors are required to follow
the instructions contained in SOP, regardless of
whether or not those instructions are classified as
procedural or practice guidance. 11

It is important that every agency has a quality set of guidelines to govern them.
The definition of an SOP manual is a document that explains to staff how to carry out the practice requirements in their every day work environment.
The purpose of the SOP manual is to ensure that the mandatory operating procedures are carried out consistently over time and region.
Our SOP is designed to protect Cabinet staff, as well as the families we serve.
Our manual is based off KRS and KAR.
Important to follow SOP for your protection legally and that is why it is so important that the SOP is clear and concise.
Consistency is so important across regions to ensure that the delivery of services is the same from family to family.
Another reason that the SOP manual needs to be clear.
For a long time we have received comments about the quality and usability of the manual.
The current manual is on an out dated system that is not very user friendly.
Based on those comments and our leadership, we decided that it was time to move forward with a new format, which we are getting ready to talk about.
The first thing that I want to stress is that there have been very few content changes.
The only thing that really changed is the way in which the current content is organized.
If anything has changed, it is because it was a safety issue for families and children or the information was incorrect and needed to be updated.
We will be moving into phase II soon, which will include significant content changes (flip to site, SOP 2.25 to show what it will look like if there is no content in a section).
We are hoping that you will love the changes in the new manual! You will no longer have to be asked “Are you sure?” whenever you click on the link to something you want to view.
The new search engine is through Bing and it will actually bring up SOP sections that are pertinent to your search request. It won’t just bring up every section that the word appears in and it will not only direct you to a chapter, it will actually direct you to a web page with content regarding your search topic! (flip to website)
Forms are going to be arranged in order of form number, but they also have tags to narrow your search (flip to website).

We have split the content into different sections to help meet the needs of workers.
Procedures are steps that you must complete to do your job according to law and SOP.
Practice Guidance is information that lends itself to best practice decisions, extra information that will assist the worker in looking out for the best interests of the child and family and assist the worker in carrying out the procedural steps that are mandated. While we have separated the procedural information from the rest of the content, it is important to remember that staff must still follow all direction given in all sections of the SOP.

These will be placed on the website in the near future.
You can still access this information by going to the current web site and clicking on the links.
The SOP content, forms and resources will remain accessible for two weeks and will be removed from the site on December 17.
The new manual’s content will be effective December 3, so even though you have access to the old site, you need to use the new version for documentation or reference.
You will continue to have access to the correspondence information until they have been moved to the new site.
