1. Social Development Foundation (SDF)
Terms of Reference for District Officer, Youth Employment and Nutrition (YE & N)
District Officer, Youth Employment and Nutrition (YE & N) is an integral part of the thematic
team to be responsible to facilitate cluster teams for proper implementation of youth
employment and nutrition sub-component under the ‘ Nuton Jibon Livelihood Improvement
Project (NJLIP). The position requires undertaking frequent field visits to provide technical,
capacity building and monitoring support in the project areas to ensure proper implementation.
The Key Responsibility Areas are:
• Plan and implement training/orientation activities for cluster teams and communities on
key guidelines/aspects of the employment generation as part of capacity building;
• Establish linkages with skill training providers, labour markets, and employers at the
local level;
• Facilitate cluster teams for proper mobilization and identification of unemployed youths
of project beneficiaries for providing necessary training followed by meaningful job
placement;
• Facilitate proper implementation of nutrition activities to be carried out by the hired
NGOs;
• Coordinate & monitor the activities under nutrition sub-component to be implemented
at the community.
Specific Duties and responsibilities:
• Ensure smooth implementation of the activities at the community level that are related
to youth employment and nutrition sub-component;
• Assist and facilitate the cluster teams in activities relating to livelihood promotion of
youth and employment;
• Ensure dissemination of information and materials to communities and field staffs on
various skill training and employment opportunities and ensure timely dissemination of
promotional materials to the communities;
• Plan and organize effective exposure visits for the youth as well as field staffs;
• Assist in planning and facilitate cluster teams and communities to conduct youth
festival, rally, youth day observation, jobs fair etc.;
• Assist in planning and facilitate cluster teams to conduct regular youth- parents
meeting, cluster level youth meeting and other motivational activities;
• Ensure organizing workshops on various employment issues at the cluster and
community level;
• Regularly supervise implementation of activities in the field at all levels and propose and
implement adjustments as may be required to achieve the planned results;
• Regularly provide progress reports on the activities undertaken and planned and assure
that the MIS adequately reflects results on youth and employment;
2. • Prepare annual work plans and budget for the youth and employment related activities;
• Ensure regular entry of village wise youth data and update the database on a quarterly
basis;
• Ensure documentation and circulation of lessons learnt, best practices and case studies;
• Prepare monthly, quarterly and annual reports and submit to the concerned authorities;
• To facilitate hired field staff of NGOs, Cluster teams and Nutrition Support Committee
members (NSC) for the timely completion of the scheduled capacity building trainings;
• To facilitate NGO and cluster team to conduct IEC campaign on nutrition activities;
• To facilitate NGOs for the linkage building activities with GOB, other NGOs and private
agencies;
• Accomplish any other assignments as given by the SDF management.
Key Deliverables:
• All Cluster Officers and Cluster Facilitators received capacity building training and
provided necessary support to the community as well as unemployed youths;
• Ensured mobilization of at least 80% targeted unemployed youths to the NJ groups of
the project villages;
• Ensured skill development training to the unemployed youth (at least 80% of the
mobilized youth) through building capacity of cluster teams;
• Regularly updated youth database with established and regular tracking procedures;
• Ensured sustainable employment to at least 80% of mobilized youth;
• Ensured proper implementation of nutrition activities to be carried out by the hired
NGOs;
• Ensured using of hand washing stations before food preparation and feeding infants and
youth children by all the beneficiaries;
• Monthly, quarterly, half yearly and annual reports submitted timely.
Required minimum qualification, experience and competencies:
• Master’s degree in Social Science/ Economics/Statistics or any relevant fields;
• At least 5 years progressively professional experience in human development sector,
preferably related to youth and employment generation. Similar experience with a
donor-funded project will be highly desirable.
• Knowledge on rural development and community driven works will be an added
qualification.
• Should have knowledge on participatory development approaches.
• Excellent interpersonal and team working skills and a high degree of computer literacy
are preferred
• Must have to travel to the project villages frequently and work with the rural
community.
• Must not exceed the 42 years of age on the last date of submission of application for
this position as advertised in the national dailies.
