Terms of Reference for District Officer Monitoring, evaluation, learning and governance
accountability (MEL&GA)
The position of District Officer (MEL &GA) is an integral part of SDF project monitoring system
and is accountable to track inputs & outputs, processes and constraints, generate learning and
monitor the project performance as per annual implementation plan. The position will conduct
periodic analysis enabling the concerned management to determine whether the key activities
are being carried out as planned and able to achieve expected results. The position requires
frequent field visits in the project areas to find out the strength, weakness, bottleneck and
outcomes of the overall processes of the project activities.
The Key Responsibility Areas are:
Monitoring key performance indicators based on the Project Development Objectives
(PDO);
Responsible for regular monitoring progress against targets, addressing and resolving
issues related to process;
Provide support in conducting baseline survey, impact study, mid-term/final evaluation
and other studies;
Ensure updating of village matrix information and quality of data;
Monitor field activities and feed the findings into the SDF-MIS;
Ensure implementation of institutional monitoring at district/ cluster and community
level;
Generate Lesson Learnt from the project activities and capture Case Studies on specific
issues.
Specific Duties and responsibilities:
Monitor and analyze field findings of the project activities and provide feedback. Assist
regional and district offices in developing project and sector wise work plans based on
monitoring findings;
Assist in conducting village grading exercise and different studies;
Tracking of follow-up status of the decisions taken in the quarterly monitoring workshop
and process monitoring findings;
Ensure the accuracy of project information collected through using village progress input
format (Village Matrix);
Identify key issues, lessons learned and best practices of the project and documentation
accordingly;
Ensure implementation of Governance and Accountability Action Plan (GAAP) and
Community Assessment Process (CAP);
Facilitate effectiveness of Social Audit Committee (SAC) functions.
Provide support to the Regional Manager (MEL&GA) and GM (MEL) HQ, SDF with
information on progress and issues for strategic monitoring;
Prepare Monthly/Quarterly Progress Report;
Any other responsibilities assigned by the management..
Key Deliverables:
Monthly/Quarterly Progress reports are prepared and submitted timely maintaining high
quality.
2. Design and develop formats for progress monitoring & thematic study.
Process Monitoring Agency (PMA) issues addressed and resolved and progress regularly
updated.
Progress monitoring report is prepared and submitted to management for taking
immediate action.
Monitoring workshops conducted as per schedule and to a satisfactory level based on
participants feedback, reports produced timely;
Village grading is completed timely and report generated.
Required minimum qualification, experience and competencies:
Postgraduate in social science or any subject.
Minimum 5 years experience in implementing of monitoring and learning systems and/or
Management Information Systems
Have good analytical skill on report writing and proven working record in designing of
monitoring reports and capture project level learning issues.
Knowledge on rural development and community driven works will be an added
qualification.
Should have knowledge on participatory development approaches.
Excellent interpersonal and team working skills and a high degree of computer literacy are
preferred
Must have to travel to the project villages frequently and work with the rural community.
Must not exceed the 42 years of age on the last date of submission of application for this
position as advertised in the national dailies.
