Terms of Reference for Regional Officer, Management Information System (MIS)
Regional Officer, MIS will provide IT related services and maintain the Information
Communication Technology (ICT) Infrastructure including LAN, printer and scanner, and the
audio/video conference system. S/he will work under the supervision of Regional Director with
close collaboration with the Monitoring, Evaluation and Learning (MEL), Community Finance,
Livelihood, Infrastructure and other units of SDF.
The Key Responsibility Areas are:
• Monitoring and maintaining IT equipment to ensure maximum usage;
• Keeping Loan Management System (LMS) and MIS up-to-date;
• Reviewing the MIS and LMS regularly and capturing the users’ requirements according to
the project’s needs.
Specific Duties and responsibilities:
• Ensuring smooth usages and operation of ICT tools and equipment at region, district,
cluster and village levels;
• Monitoring and ensuring timely data entry activities at all districts, clusters and villages;
• Continuously check bugs and performance of the system and communicate with
concerned authorities for necessary modification/ rectification;
• Coordinate with regional/ district managers for ensuring data consistency, accuracy, and
timeliness;
• Providing handholding training to the Data Entry Operators (DEOs) and Community
Resource Persons (CRPs) on MIS and LMS;
• Coordination of updating administrative inputs into database like- output targets,
households (HHs) profiles, staff etc.;
• Conducting data validation by looking at data sources and at database;
• Troubleshooting of computer hardware, software and networking at region level and
maintaining accurate records and logs;
• Ensuring anti-virus software is always up to date and share necessary information with
users regarding potential risks;
• Monitoring the activities of District Officer (IT & MIS) and DEOs and facilitate them to
implement MIS and LMS properly;
• Generating reports from MIS system as required by the management;
• Any other responsibilities assigned by the management.
Key Deliverables:
• LMS and MIS are updated and functional at all levels;
• ICT tools and equipments are running smoothly at region, district, cluster and village
levels;
• Reports are compiled and finalized correctly and timely;
• DEOs and CRPs are properly trained and capable to operate the LMS smoothly.
Required Minimum qualification, Experience and competencies:
• Bachelor of Science in IT/CSE or relevant field;
• Minimum of 5 (five) years working experience in recognized organizations in the field of
MIS management and analysis;
2. • Experience on handling training facilitation and maintaining of web-based MIS is
preferable;
• Program performance monitoring skills and expertise in data validation tools &
techniques for development organizations will be an added advantage;
• Good IT skill and experience on hardware, network, infrastructure support, and Microsoft
Office Suite applications;
• Excellent interpersonal and team working skills is preferred;
• Must have to travel to the project villages frequently and work with the rural community;
• Must not exceed the 42 years of age on the last date of submission of application for this
position as advertised in the national dailies.
