•A total of 2,890,787 learners completed
the ALS A&E Program from 2005-2015.
•A total of 2.3 million learners completed
the ALS A&E Program from 2016-2021.
ALS COMPLETERS
A & E TEST TAKERS
•From 2005-2015, there were 1,602,475
learners who took the ALS Accreditation
and Equivalency Test.
A&E TEST PASSERS
• From 2005-2015, DepEd BALS has
accredited a total number of 582,536 learners
by declaring them as equivalent basic
education graduates and issuing them with
Elementary and High School Diplomas through
ALS A & E Program.
UPDATES
• Enhancement of ALS curriculum with that of the K
to12 Basic Education Curriculum
• The Bureau of Curriculum Development (BCD) is currently
reviewing the ALS learning competencies versus the K to 10
competencies. The output of this initiative is an Enhanced ALS
curriculum which is aligned to K to10. Additional
competencies and learning materials are being proposed for
development in ALS for it to become more relevant and up-
to-date.
UPDATES
• Continued Implementation of ALS Programs
and Projects
 Visually and hearing impaired learners are now
served through ALS for Persons with Disability as
covered under DepEd Order No. 46, s. 2014.
• The objective of the Alternative Learning System program which
was the basic literacy aimed at eradicating illiteracy among out-of-
school youth and adults by developing basic literacy skills in reading,
writing and numeracy, provide Education for all to the less fortunate
members of society functional literacy by infusing literacy with
livelihood skills training, continuing education to the functional
literacy high school drop outs as well as adults who wish to reenter the
formal school or engage on technical - vocational courses for better
occupation employment opportunities.
• The implementation if this programs are
monitored, however, according to some ALS mobile
teachers, there are problems encountered along the
way. These problems are poor support by school
administrators in the implementation of ALS program,
absenteeism of learners since some of them are bread
earners, difficulty gathering learners in one setting, lack
of computers used in ALS district offices and lack of
materials.
 Another problem is the lack of coordination of
DepEd and other supporting organizations.
 The most shocking emerging problem is the low
passing rate result of the test. It is far from
desirable as they say, The passing rate in
Elementary ranges from 13-24% and 13-19% in
the secondary.
 The passing rate in 2017 was at 16.5 percent
at the elementary level, and 15.6 percent at
Junior High School level. This was a huge
drop from the 38 percent passing rate for
elementary students and 57 percent for high
school students in the previous year.
 Lack of learningfacilitators
 Mapping of potential learners
 Lack of fund
 Provision of more CLCs, facilities, and equipment
 Lack of interest
CHALLENGES:
• Alternative Learning System is one way of helping those out of school
youth to finish high school.
• They can finish the education in a short period of time unlike the formal
high school which needs six years to finish.
• Alternative Learning System is very important especially for those who still
want to finish schooling but can’t afford the formal high school. This is the
best tool for them. This is also a good way of lessening the illiteracy of the
country.
