POLITICAL AND ECONOMIC RISK
Factors such as political and industrial disruption, currency fluctuation and interest rates could have
an impact on future operations, and potential revenue streams can be slightly affected by these
factors. The majority of these factors are, and will be, beyond the control of any operating entity.

EXECUTIVE SUMMARY
Geoservices And Communications (Pty) Ltd realised the existence of economically beneficial
opportunities in countries in West Africa. Of these countries, Ghana has been selected for the
development of a world class shopping mall project.
Geoservices And Communications (Pty) Ltd partnered with Ghana’s Great man Construction Ltd.
Greatman Construction, established in 2010, is a unique company undertaking classic construction
works. The company undertakes architectural drawings, civils and construction works. Though the
company is quite young it has undertaken a series of high level construction projects in the Accra-
Tema metropolis.
Geoservices And Communications (Pty) Ltd in conjunction with Greatman Construction Ltd are
seeking a joint venture partner to finance the building of a world class shopping mall to be called
Tema Lifestyle Mall in the Tema Metropolitan area of Ghana.
Land for the project has been identified by our Ghana-based partners (Greatman Construction Ltd).
The available land is obtainable through buying from individual owners or the Tema Development
Corporation. At the moment Greatman Construction has identified a 10 acre plot in Tema. This plot
is owned by an individual (who bought it from TDC,but failed to develop it), and is now for sale at
US$30 000. The team in Ghana has also identified another perfect site (nearly 11 acres/ 44 515
square metres) near the Tema-Accra highway round-about. The land is also owned by a private
individual who is seeking to sell it at approximately USD10million (negotiable, and on terms too).
Geoservices and Greatman Construction (Ghana) ltd have identified an economically viable
opportunity which at the moment can be classified within a feasibility-to-implementation stage.
Reference to a publication by gbcghana.com (Oct. 15th
, 2013) shows that:-
 Ghana needs a minimum of 85000 housing units annually to solve the housing deficit in the
country.
 According to the minister for Water resources, Works and Housing, Honourable Collins
Dauda, the nation is faced with a housing deficit in excess of 1.7 million housing units.
This makes Ghana a lucrative hub for venturing into land and housing projects that will
realise high returns/profits yet at the same time helping to improve the standards of life and
the general social status of the people of Ghana. The development of housing in Ghana
means that there will be an increase in the need for retail parks or shopping malls.
The proposed shopping mall is estimated to be a three (3) storey building built on 10acres of land.
The total cost of the project is estimated at USD275million.
Geoservices are the project founders and investment search party. Greatman Construction is
responsibe for liasing with the authorities in Ghana on all matters relating to the registration,
recognition, implementation and development of the proposed project. The directors of Greatman
Construction have extensive experience in dealing with the Tema Development Corporation and
have been involved in most of TDC’s construction projects. They are knowledgeable with all the
various legal requirements for construction projects.

If funding is obtained before the end of the year, construction will be targeted to commence in early
March 2015.
However, protocols governing environmental aspects, safety, communication, recruitment, contract
management etc will be established for the smooth running of the project. The financier, being the
one carrying a major risk, will have a larger say in the execution of the project. However, team work
will be of utmost importance.

1 General
1.1 Location
The project is primarily planned to be located in Tema Metropolis in Ghana.
However, Greatman has identified two possible sites. One site is in Community 244 in Tema and the
other is an 11 acre plot on the side of the Tema-Accra motorway roundabout.
Tema is located less than one hour east of Accra, near the Atlantic ocean beach in the Dangme east
district of the greater Accra region of Ghana (see Figure 1 and Figure 2. below)
Tema Develoment community 24 lie 2.5 km north of the Accra-Tema motorway. It is a vast area
encompassing 460 acres of panoramic landscape with beautiful contours. It is the 7th of TDC's Site
and Services Scheme currently on offer to our valued customers. Under the scheme, TDC develops
raw lands by providing networks of tarred roads, drains and gutters, electricity and water supply.
The community is bordered on the south by the Accra-Tema motorway, on the north by road
networks leading to the Tetteh Quarshie - Mamfe dual carriage way, on the west by East Legon
residential area and on the east by the Tema township.
Onlooking the community northwards are the beautiful ridges of Akwapim, thinly enveloped by
distant clouds.
As is typical of TDC serviced lands, the area is well planned to include schools, churches,
commercial and other institutional sites including a police station. The community is 10 minutes and
5 minutes via the motorway to Accra and Tema respectively.

3.1 Brief Curriculum Vitaes of the Directors
Mr Lovemore Mauled (Cert. Nat. Sci (Geological Sciences)
Lovemore (Freddie) Mauled is a Senior Exploration Geologist and Project Manager in the mining and exploration
industry. He graduated in Mining and Exploration Geology from Zimbabwe School of Mines in the year 2000. His
experience includes extensive mineral exploration geology and project management in a wide range of minerals and
geological settings. His experience covers commodities such as gold, iron ore, manganese, limestone, chrome and coal.
He has worked for companies such as Anglo –American (Zimbabwe), Rockover Resources, Rift Minerals, Buchwa Iron
Mining Company (a subsidiary of ZISCOSTEEL), Tuli Coal mining, Delta Mining Consolidated and Minxcon Exploration.
He is also responsible for projects search, mineral target generation, desktop studies, exploration drilling, core logging,
sampling and ultimate execution and management of projects. His experience in the minerals industry covers
Zimbabwe, South Africa and Liberia (West Africa).
Lovemore has been involved in a number of mineral exploration projects at a senior level. He is also responsible for
the environmental aspects before, during and after projects. He has spent most of his career in mineral exploration
working as an individual or as a team member. Lovemore is currently based in South Africa and is a member of the
Association of Zimbabwe School Of Mines (AZSM), Geological Society of South Africa (GSSA) and South African Council
for Natural Scientific Professions (SACNASP).
Mr Mauled is the also CEO and founder of Zimbabwe Alternative Power Company (Pvt) Ltd (“ZAPC”), a renewable
energy company focussing on developing and operating Solar Photovoltaic electricity generation plants. He is also the
founder of Zuvan Renewable Power (Pty) Ltd with solar pv projects in Randfontein and Northam in South Africa. He is
also currently involved in developing projects Green for Public-Private partnerships in South Africa and Zimbabwe.

Mr Troth Saindi (Pri.Nat.Sci)
Mr Troth Saindi is a Principal Geologist and a Director Geoservices & Communications (RSA) Pty Ltd. He is also a
Geological project manager. Troth has worked as a geologist for 6 years for Platinum Group Metals (RSA) (Pty) Ltd
from
2007 – 2013. As a Project Manager / Geologist, he managed to turn a Greenfield Exploration PTM / JOGMEC JV
Project (Waterberg Platinum Project – New discovery) into a 10.1 million ounce platinum, palladium and gold inferred
resource in two years. This new discovery won as ‘The Best New Discovery in the World’ at the Mines and Money
Awards in London.
He has also been involved in turning a Greenfields Exploration drilling programme of over 360 boreholes, (215 660m of
core) into a potential 160 000 ton a month Platinum Mine - Pre-Feasibility and BFS studies complete as a team (PTMs
WBJV Platinum Project in Rustenburg – Western Limb).
Troth developed Stratigraphic Column, Sampling & Logging Standards for the New PTM’s Waterberg Platinum Project)
currently in use and documented the Local Geology for PTM’s Waterberg Project on the Northern Limb.He also
successfully mapped, documented local geology and also developed a working Stratigraphic Column for PTM / SABLE
JV Pretoria (Garankuwa) Platinum Project. Troth worked for MSA geoservices in the year 2006 to 2007.

4 Opportunity
There are few shopping malls in the Accra-Tema metropolis. The majority of existing shopping malls in
Ghana are mainly located in the heart of the City of Accra.
Shopping mall construction will fetch excellent returns in Ghana although the capital required is relatively
high.
The following factors will need to be considered:-

5 Project Land or Site
Land in Tema Metropolis will be purchased from Tema Development Corporation (TDC).
At the moment Greatman Construction has identified a 10 acre plot in Tema. This plot is owned by an
individual (who bought it from TDC, but failed to develop it), and is now for sale at US$30 000 (see Figure 3
below).

6 Identifying other land
Greatman is currently consulting with Tema Development Coproration to identify other portions of land that
Greatman (and the investing partners) can buy directly from TDC.
Why Tema
 Tema is the most planned City in Ghana
 Its high level plan has been in existence for over sixty two years now and still developing.
 It is managed and developed by Tema Development Corporation (T.D.C.).
 It is a port city
 It is an industrial city and
 It is among the most developed and populated cities in Ghana.
 The city is mainly constituted of high to middle income earners (one of the major reasons why we are
targeting it for shopping mall construction).
 T.D.C is currently developing a residential and industrial area called Community 24.
 The proposed shopping mall will not only serve Community 24 but other neighbouring luxurious cities
such as Trassaco Valley and East Legon.
7 Brief on Tema Development Corporation
The Tema Development Corporation (TDC) was set up in 1952 by an Act of Parliament with the sole responsibility to
plan and develop about 63 square miles of public land for various land cases and also manage the township that had
been created to provide accommodation to those that would be engaged in these economic operations.TDC was given
a 125 year lease term to manage this land area known as the Tema Acquisition Area.
The Corporation since its birth has gone through many experiences involving structural and legislative changes that
have cumulatively given it a new lease of life.
Currently, the Corporations functions under LI 1468 of 1989 and its main functions are:
1. To Plan, Layout and Develop the Tema Acquisition Area.
2. Without prejudice to the general effect of 'a' above the Corporation may for the purposes of the attainment of the
object and with the prior approval of the Tema Municipal Assembly:
o Construct roads and public buildings
o Prepare and execute housing schemes
o Develop industrial and commercial sites
o Provide public utilities such as sewage and street lights
o Carry on such activities as are incidental or conductive to the attainment of the objects

Activities Of TDC
The Corporation's major activities until 1991 had been the construction of houses under the House Ownership Scheme
and the management of rental units. Currently the Corporation is engaged in Site and Service Scheme under which
lands are improved with utility services for residential, commercial, industrial and other complimentary uses.
The Corporation therefore provides opportunity to investors, individuals and companies to have easy access to serviced
land with secured tenure in furtherance of the Ghana Government's Gateway Programme.
Site and Services Scheme:
In promoting itself as a facilitator of development, TDC continues to focus on its site and services schemes for various
land uses. Under this programme the Corporation adds value to the land to enable private individuals, companies and
institutions acquire ready-made land for their respective activities. This mode allows hustle-free access to land for
development.
Community 24, which is a current project site is the seventh (7th) of such schemes
Serviced Residential Land And Commercial Plots
The following are guidelines to acquiring Serviced Residential or Commercial Plots on leasehold basis at Community
24, off the Tema - Accra motorway.
1. Your parcel of land will be improved with a network of Tarred Roads, Drains and Gutters, Electricity and Water Supply.
2. An installment payment plan has been put in place to help you acquire the serviced plot:
A minimum 40% deposit of the selling price is required for the plot to be earmarked for each applicant.
3. Please note that the allocation will be on first - come - first - serve basis and noncompliance with the terms of payment
will lead to a withdrawal of the plot reserved for you. You will also be subject to any new policy, rule or by-law that may
be adopted and or passed by the Corporation.
4. Offer and right of entry letters will only be issued to applicants who have completed payments.
5. Refunds, whether on the basis of request or withdrawal of a plot reservation due to non-payment of the full price shall
be made without interest and in the currency made. Original receipts must be attached to request.
6. Kindly note that, after the processing of offer letters and site plans and the rights of entry, refunds will attract a 3%
deduction.
7. Applicants should note that plots once acquired fully must be developed within two(2) years from the offer date
Extensions may be granted on limited basis by applying to the Managing Director stating tangible reasons.

classes of people who will be residing in the area to be served by the proposed shopping mall.

8 Proposed Shopping Mall Designs
The design unearths the beauty of the whole idea of the mall, the structure, finishes, lawns, lighting, car
parks etc. Greatman construction has architects who undertake complex and beautiful designs which will
meet the beauty expected by the community and thus attract business entities and other important
stakeholders to rent the place. The project is also aimed at inviting already established companies from
South Africa as well as other countries.

9 Project Capital Expenditure
Capital involved in the construction of a shopping mall depends on the design, cost of the land to carry the
project. Detailed quantity surveying will be done by Greatman to ascertain the total cost of construction.
However, a cost guideline has been done and is shown in the next paragraph.

10 Shopping Mall Cost Estimate For Construction
The proposed shopping mall to be developed in Ghana will be on a 435600 square feet at Tema which is
equivalent to 10 acres (40 468 square metres) of land.
The construction will involve :
1. The architect (the consultant )
2. The quantity surveyor
3. The contractor
The shopping mall is estimated to be a three (3) storey building built on 10acre land which is estimated to be
about $250million USD.
This figure includes the cost for land acquisition which is approximately $850,000 to $1.2million
The design stage of the proposed mall requires about 4 to 6 percent of the contract sum, which include
1. Obtaining a building permit
2. Environmental protection permit
3. Structural Analysis
4. Fire service permit
5. Land surveying
6. Quantity surveying
7. Transport impact Analysis
8. Soil test.
9. Architectural drawings.
The contractor will require 1/3 of material cost as labour
Mobilization funds of 20 percent will be required for the contractor
The figure USD250 million will include the following:
 Foundation of reinforced concrete
 Roofing made of steel beams on steel columns with panelized ½ inch plywood.
 Sheet vinyl and tilled floor
 Interior wall of gypsum board
 A suspended acoustic ceiling
 Recessed fluorescent lighting in modular plastic panels
 Exterior walls of block and glass surfaces
 Plumbing works
 Heating and cooling system. Including suspended heater and cooling duct along with all required
equipment
 Security system, including smoke and heat detectors along motion systems
 Complete communication systems would include both indoor and outdoor sounds
 Freight passengers elevators along with escalators and stairwells
 All plumbing, masonry, carpentry, painting and electrical services as needed
 Also property improvement will be included.
 Vegetation architecture will be inculcated.

11 Implementation
 The construction of the Mall will take about 8 months to complete all dependent on the availability of
funds.
 Implementation of this idea will be great source of revenue to the investor.
 Individuals and retail companies will rent the shops and pay either annually or monthly.
 Event organizers will rent for shows which will also generate revenue.
 The implementation of this Mall will create employment opportunity for the locals, masons,
carpenters, welders, drivers, security personnel, painters, plumbers, electricians etc. Ghana has
labour force that is much cheaper than other African countries. A skilled labourer is paid an average
of 20 dollars for 8 hours work, with all this the investor happens to pay less but has quality work done.
 The government will also collect tax to help develop the area.
12 Recommendation
 Geoservices And Communications and Greatman Construction recommend the construction of a
world class shopping mall in the Tema metropolis area.
 Ghana is a peaceful and stable country.
 Ghana has a striving economy
 Ghana is a booming business destination
13 Government Legislation
The government is keen on welcoming investors with good business ideas to do business in Ghana. Tax
laws are very flexible with the aim of attracting investors who will on the other hand create job and business
opportunities for the citizens. Other malls in Ghana are highly patronized thus this business idea will be very
profitable.

Background
Greatman Construction Company Ltd is a well structured construction company aimed at solving the
housing and civil works needs of the society. Since its establishment in2010 in Tema, the company has
achieved great strides in satisfying its customers with quality. The company has been into land
acquisition, architectural works, survey works and other related services. The company started with
simple housing units and later graduated into developing more advanced and complicated structures.
Aims and Objectives
Greatman Construction Company Ltd aims to be the best in housing, infrastructural development and civil
works in Ghana and beyond. We also hope to give our customers quality work in a very short time frame
with our excellent organizational structure. With the use of modern technology we hope to execute our
contracts at a very competitive cost to meet all kinds of budget. The company is relatively young and
needs to face the competitive market where we aim at building apartments for the public to buy or rent.
We own some good constructional machines to facilitate our output, however, we aim at acquiring our
own Plants to further facilitate our work. We also aim at pre financing some of our projects amidst current
challenging economic times.
Our Staff
Our company has an excellent staff base and structure. Our staff has a proven record of quality,
professionalism and excellence. We have four permanent working staff but others like architects, quantity
surveyors, surveyors, artisans and labourers are contracted per available job. Our permanent staff

JULIUS OKAI
HND holder in Building Technology in HO
Polytechnic and currently pursuing a degree
program in Project management. Julius is
currently also working with Tema Development
Corporation (TDC) as a building inspector. He
did his national service in TDC. He worked at
several companies like Glotech engineering
company, which produces steel tanks for Tema
oil refinery as an engineer. Julius also worked
with Desmaco construction company as project
supervisor. He also worked at Proko
Construction Company Ltd during the
construction of affordable housing project at
Kpone.
GEORGE ARYETTEY
He is an HND holder in building technology and
offering degree in project management. He
worked with Siamuah Company Ltd as project
manager. He also worked with Dadelo Company
Ltd as project supervisor. He has also worked as
project coordinator at Berock Ventures.
Currently he is working at TDC as a building
inspector.
Jones Okai
Degree holder in Geology. He is in charge of
administrative work for the company. He has
worked mainly in mining companies
namely,Samafo Mining,Blina Minerals, Jonah
Capital Liberia, Birimian Resources, Avocet
Mining, Canyon and many others.
EBENEZER TETTEH ADDY
A student at the Kwame Nkrumah University of
Science and Technology pursuing Building
technology. He has done part time with TDC.
Greatman Construction was registered in the Republic of Ghana in 2010 (see certificate below), and has carried out a
number of construction projects since then.

As a company our current mode of contract agreement is by negotiation. By this the client creates the avenue to
negotiate with us on the kind of work or service needed as well as the cost involved. We are open to all kinds of

Greatman Construction is currently in direct partnership with a company from Southern Africa named Geo-services and
Communications (Pty) Ltd in South Africa.
A renowned South African company, Networkers International (Pty) Ltd, forms an integral part of the partnership, too.
Networkers International is instrumental in the identification of relevant professionals who will contribute to the
professional execution of projects identified and developed by Geoservices and Greatman.

Of these countries, Ghana has been selected for the development of a world class shopping mall project. Geoservices And Communications (Pty) Ltd partnered with Ghana’s Great man Construction Ltd. Greatman Construction, established in 2010, is a unique company undertaking classic construction works. The company undertakes architectural drawings, civils and construction works. Though the company is quite young it has undertaken a series of high level construction projects in the Accra- Tema metropolis. Geoservices And Communications (Pty) Ltd in conjunction with Greatman Construction Ltd are seeking a joint venture partner to finance the building of a world class shopping mall to be called Tema Lifestyle Mall in the Tema Metropolitan area of Ghana. Land for the project has been identified by our Ghana-based partners (Greatman Construction Ltd). The available land is obtainable through buying from individual owners or the Tema Development Corporation. At the moment Greatman Construction has identified a 10 acre plot in Tema. This plot is owned by an individual (who bought it from TDC,but failed to develop it), and is now for sale at US$30 000. The team in Ghana has also identified another perfect site (nearly 11 acres/ 44 515 square metres) near the Tema-Accra highway round-about. The land is also owned by a private individual who is seeking to sell it at approximately USD10million (negotiable, and on terms too). Geoservices and Greatman Construction (Ghana) ltd have identified an economically viable opportunity which at the moment can be classified within a feasibility-to-implementation stage. Reference to a publication by gbcghana.com (Oct. 15th , 2013) shows that:-  Ghana needs a minimum of 85000 housing units annually to solve the housing deficit in the country.  According to the minister for Water resources, Works and Housing, Honourable Collins Dauda, the nation is faced with a housing deficit in excess of 1.7 million housing units. This makes Ghana a lucrative hub for venturing into land and housing projects that will realise high returns/profits yet at the same time helping to improve the standards of life and the general social status of the people of Ghana. The development of housing in Ghana means that there will be an increase in the need for retail parks or shopping malls. The proposed shopping mall is estimated to be a three (3) storey building built on 10acres of land. The total cost of the project is estimated at USD275million. Geoservices are the project founders and investment search party. Greatman Construction is responsibe for liasing with the authorities in Ghana on all matters relating to the registration, recognition, implementation and development of the proposed project. The directors of Greatman Construction have extensive experience in dealing with the Tema Development Corporation and have been involved in most of TDC’s construction projects. They are knowledgeable with all the various legal requirements for construction projects.

However, Greatman has identified two possible sites. One site is in Community 244 in Tema and the other is an 11 acre plot on the side of the Tema-Accra motorway roundabout. Tema is located less than one hour east of Accra, near the Atlantic ocean beach in the Dangme east district of the greater Accra region of Ghana (see Figure 1 and Figure 2. below) Tema Develoment community 24 lie 2.5 km north of the Accra-Tema motorway. It is a vast area encompassing 460 acres of panoramic landscape with beautiful contours. It is the 7th of TDC's Site and Services Scheme currently on offer to our valued customers. Under the scheme, TDC develops raw lands by providing networks of tarred roads, drains and gutters, electricity and water supply. The community is bordered on the south by the Accra-Tema motorway, on the north by road networks leading to the Tetteh Quarshie - Mamfe dual carriage way, on the west by East Legon residential area and on the east by the Tema township. Onlooking the community northwards are the beautiful ridges of Akwapim, thinly enveloped by distant clouds. As is typical of TDC serviced lands, the area is well planned to include schools, churches, commercial and other institutional sites including a police station. The community is 10 minutes and 5 minutes via the motorway to Accra and Tema respectively.

  • 10. 3.1 Brief Curriculum Vitaes of the Directors Mr Lovemore Mauled (Cert. Nat. Sci (Geological Sciences) Lovemore (Freddie) Mauled is a Senior Exploration Geologist and Project Manager in the mining and exploration industry. He graduated in Mining and Exploration Geology from Zimbabwe School of Mines in the year 2000. His experience includes extensive mineral exploration geology and project management in a wide range of minerals and geological settings. His experience covers commodities such as gold, iron ore, manganese, limestone, chrome and coal. He has worked for companies such as Anglo –American (Zimbabwe), Rockover Resources, Rift Minerals, Buchwa Iron Mining Company (a subsidiary of ZISCOSTEEL), Tuli Coal mining, Delta Mining Consolidated and Minxcon Exploration. He is also responsible for projects search, mineral target generation, desktop studies, exploration drilling, core logging, sampling and ultimate execution and management of projects. His experience in the minerals industry covers Zimbabwe, South Africa and Liberia (West Africa). Lovemore has been involved in a number of mineral exploration projects at a senior level. He is also responsible for the environmental aspects before, during and after projects. He has spent most of his career in mineral exploration working as an individual or as a team member. Lovemore is currently based in South Africa and is a member of the Association of Zimbabwe School Of Mines (AZSM), Geological Society of South Africa (GSSA) and South African Council for Natural Scientific Professions (SACNASP). Mr Mauled is the also CEO and founder of Zimbabwe Alternative Power Company (Pvt) Ltd (“ZAPC”), a renewable energy company focussing on developing and operating Solar Photovoltaic electricity generation plants. He is also the founder of Zuvan Renewable Power (Pty) Ltd with solar pv projects in Randfontein and Northam in South Africa. He is also a Geological project manager. Troth has worked as a geologist for 6 years for Platinum Group Metals (RSA) (Pty) Ltd from 2007 – 2013. As a Project Manager / Geologist, he managed to turn a Greenfield Exploration PTM / JOGMEC JV Project (Waterberg Platinum Project – New discovery) into a 10.1 million ounce platinum, palladium and gold inferred resource in two years. This new discovery won as ‘The Best New Discovery in the World’ at the Mines and Money Awards in London. He has also been involved in turning a Greenfields Exploration drilling programme of over 360 boreholes, (215 660m of core) into a potential 160 000 ton a month Platinum Mine - Pre-Feasibility and BFS studies complete as a team (PTMs WBJV Platinum Project in Rustenburg – Western Limb). Troth developed Stratigraphic Column, Sampling & Logging Standards for the New PTM’s Waterberg Platinum Project) currently in use and documented the Local Geology for PTM’s Waterberg Project on the Northern Limb.He also successfully mapped, documented local geology and also developed a working Stratigraphic Column for PTM / SABLE JV Pretoria (Garankuwa) Platinum Project. The majority of existing shopping malls in Ghana are mainly located in the heart of the City of Accra. Shopping mall construction will fetch excellent returns in Ghana although the capital required is relatively high. The following factors will need to be considered:- • Location • Design of the Mall • Capital • Customers 5 Project Land or Site Land in Tema Metropolis will be purchased from Tema Development Corporation (TDC). At the moment Greatman Construction has identified a 10 acre plot in Tema.   • 14. 6 Identifying other land Greatman is currently consulting with Tema Development Coproration to identify other portions of land that Greatman (and the investing partners) can buy directly from TDC. Why Tema  Tema is the most planned City in Ghana  Its high level plan has been in existence for over sixty two years now and still developing.  It is managed and developed by Tema Development Corporation (T.D.C.).  It is a port city  It is an industrial city and  It is among the most developed and populated cities in Ghana.  The city is mainly constituted of high to middle income earners (one of the major reasons why we are targeting it for shopping mall construction).  T.D.C is currently developing a residential and industrial area called Community 24.  The proposed shopping mall will not only serve Community 24 but other neighbouring luxurious cities such as Trassaco Valley and East Legon. 7 Brief on Tema Development Corporation The Tema Development Corporation (TDC) was set up in 1952 by an Act of Parliament with the sole responsibility to plan and develop about 63 square miles of public land for various land cases and also manage the township that had been created to provide accommodation to those that would be engaged in these economic operations.TDC was given a 125 year lease term to manage this land area known as the Tema Acquisition Area. The Corporation since its birth has gone through many experiences involving structural and legislative changes that have cumulatively given it a new lease of life. Currently, the Corporations functions under LI 1468 of 1989 and its main functions are: 1. To Plan, Layout and Develop the Tema Acquisition Area. 2. Without prejudice to the general effect of 'a' above the Corporation may for the purposes of the attainment of the object and with the prior approval of the Tema Municipal Assembly: o Construct roads and public buildings o Prepare and execute housing schemes o Develop industrial and commercial sites o Provide public utilities such as sewage and street lights o Carry on such activities as are incidental or conductive to the attainment of the objects

Mauled Geoservices and Communications RSA (Pty) Ltd Activities Of TDC The Corporation's major activities until 1991 had been the construction of houses under the House Ownership Scheme and the management of rental units. Currently the Corporation is engaged in Site and Service Scheme under which lands are improved with utility services for residential, commercial, industrial and other complimentary uses. The Corporation therefore provides opportunity to investors, individuals and companies to have easy access to serviced land with secured tenure in furtherance of the Ghana Government's Gateway Programme. Site and Services Scheme: In promoting itself as a facilitator of development, TDC continues to focus on its site and services schemes for various land uses. Under this programme the Corporation adds value to the land to enable private individuals, companies and institutions acquire ready-made land for their respective activities. This mode allows hustle-free access to land for development. Community 24, which is a current project site is the seventh (7th) of such schemes Serviced Residential Land And Commercial Plots The following are guidelines to acquiring Serviced Residential or Commercial Plots on leasehold basis at Community 24, off the Tema - Accra motorway. 1. Your parcel of land will be improved with a network of Tarred Roads, Drains and Gutters, Electricity and Water Supply. 2. An installment payment plan has been put in place to help you acquire the serviced plot: A minimum 40% deposit of the selling price is required for the plot to be earmarked for each applicant. 3. Please note that the allocation will be on first - come - first - serve basis and noncompliance with the terms of payment will lead to a withdrawal of the plot reserved for you. You will also be subject to any new policy, rule or by-law that may be adopted and or passed by the Corporation. 4. Offer and right of entry letters will only be issued to applicants who have completed payments. 5. Refunds, whether on the basis of request or withdrawal of a plot reservation due to non-payment of the full price shall be made without interest and in the currency made. Original receipts must be attached to request. 6. Kindly note that, after the processing of offer letters and site plans and the rights of entry, refunds will attract a 3% deduction. 7. Applicants should note that plots once acquired fully must be developed within two(2) years from the offer date Extensions may be granted on limited basis by applying to the Managing Director stating tangible reasons.

  • 17. 8 Proposed Shopping Mall Designs The design unearths the beauty of the whole idea of the mall, the structure, finishes, lawns, lighting, car parks etc. Greatman construction has architects who undertake complex and beautiful designs which will meet the beauty expected by the community and thus attract business entities and other important stakeholders to rent the place. Detailed quantity surveying will be done by Greatman to ascertain the total cost of construction. However, a cost guideline has been done and is shown in the next paragraph.

Mauled Geoservices and Communications RSA (Pty) Ltd 10 Shopping Mall Cost Estimate For Construction The proposed shopping mall to be developed in Ghana will be on a 435600 square feet at Tema which is equivalent to 10 acres (40 468 square metres) of land. The construction will involve : 1. The architect (the consultant ) 2. The quantity surveyor 3. The contractor The shopping mall is estimated to be a three (3) storey building built on 10acre land which is estimated to be about $250million USD. This figure includes the cost for land acquisition which is approximately $850,000 to $1.2million The design stage of the proposed mall requires about 4 to 6 percent of the contract sum, which include 1. Obtaining a building permit 2. Environmental protection permit 3. Structural Analysis 4. Fire service permit 5. Land surveying 6. Quantity surveying 7. Transport impact Analysis 8. Soil test. 9. Architectural drawings. The contractor will require 1/3 of material cost as labour Mobilization funds of 20 percent will be required for the contractor The figure USD250 million will include the following:  Foundation of reinforced concrete  Roofing made of steel beams on steel columns with panelized ½ inch plywood.  Sheet vinyl and tilled floor  Interior wall of gypsum board  A suspended acoustic ceiling  Recessed fluorescent lighting in modular plastic panels  Exterior walls of block and glass surfaces  Plumbing works  Heating and cooling system. Including suspended heater and cooling duct along with all required equipment  Security system, including smoke and heat detectors along motion systems  Complete communication systems would include both indoor and outdoor sounds  Freight passengers elevators along with escalators and stairwells  All plumbing, masonry, carpentry, painting and electrical services as needed  Also property improvement will be included.  Vegetation architecture will be inculcated.

Mauled Geoservices and Communications RSA (Pty) Ltd 11 Implementation  The construction of the Mall will take about 8 months to complete all dependent on the availability of funds.  Implementation of this idea will be great source of revenue to the investor.  Individuals and retail companies will rent the shops and pay either annually or monthly.  Event organizers will rent for shows which will also generate revenue.  The implementation of this Mall will create employment opportunity for the locals, masons, carpenters, welders, drivers, security personnel, painters, plumbers, electricians etc. Ghana has labour force that is much cheaper than other African countries. A skilled labourer is paid an average of 20 dollars for 8 hours work, with all this the investor happens to pay less but has quality work done.  The government will also collect tax to help develop the area. 12 Recommendation  Geoservices And Communications and Greatman Construction recommend the construction of a world class shopping mall in the Tema metropolis area.  Ghana is a peaceful and stable country.  Ghana has a striving economy  Ghana is a booming business destination 13 Government Legislation The government is keen on welcoming investors with good business ideas to do business in Ghana. Tax laws are very flexible with the aim of attracting investors who will on the other hand create job and business opportunities for the citizens. Other malls in Ghana are highly patronized thus this business idea will be very profitable.

He worked at several companies like Glotech engineering company, which produces steel tanks for Tema oil refinery as an engineer. Julius also worked with Desmaco construction company as project supervisor. He also worked at Proko Construction Company Ltd during the construction of affordable housing project at Kpone. GEORGE ARYETTEY He is an HND holder in building technology and offering degree in project management. He worked with Siamuah Company Ltd as project manager. By this the client creates the avenue to negotiate with us on the kind of work or service needed as well as the cost involved. Our proposed solar installations will be both on-grid and off-grid. It is in line with our need to help to protect the environment and also create employment in the green energy sector. West Africa-Southern Africa Partnerships Greatman Construction is currently in direct partnership with a company from Southern Africa named Geo-services and Communications (Pty) Ltd in South Africa. A renowned South African company, Networkers International (Pty) Ltd, forms an integral part of the partnership, too. Networkers International is instrumental in the identification of relevant professionals who will contribute to the professional execution of projects identified and developed by Geoservices and Greatman. These partnerships have been forged in order to promote the co-operation of the companies in West Africa and the ones in Southern Africa. The companies are currently seeking to invite investors in the development of an upmarket shopping mall in Tema.
