Key Responsibilities:
Implementation and Supervision of HR Management Functions and Services
• Implements the HR business plan, goals, and budget for HR functions and activities
that considers the overall TSKI objectives, business plan and operational priorities.
• Manages the day-to-day HR functions and activities and resolves any arising
conflicts.
• Establishes and develops the overall HR function team with the skills, attitudes, and
experience necessary to provide effective services to the business.
• Trains and develops, coaches and encourages HR department staff to ensure high
staff morale and motivation
• Establishes and sets quality service HR standards to respond and service internal
business clients’ inquiries, requests, and issues related to HR and HR related
administration, salary and benefits administration.
• Evaluates, monitors, and controls HR performance against agreed performance
standards and taking corrective action against significant deviations.
• Manages poor performance among HR staff and takes disciplinary actions, when
necessary.
• Directs and leads HR support staff, and in charge of performance assessments,
recruitment and development.
• Advises, guides, and supports all direct reports.
HR Policies, Procedures, and Practices
• Encourages teamwork and the sharing of best practice among all HR staff.
• Holds regular progress reporting and planning meetings of own direct reports.
• Provides expertise and professional advise to the HR Assistants on best practice
policies and procedures for recruitment, new staff induction and confirmation, staff
development, performance appraisal and management, retention, and motivation of
staff at all levels.
• Assists the HR Manager in designing and overseeing the application of sound up to
date and best practice HR management policies, procedures, and practices, and
ensures compliance with the organization policy, employment and labor law.
• Assists the HR Manager in developing and implementing an equitable reward
system, policy, and procedures including regular salary reviews, compensation, and
benefits and grading structure.
• Assists the HR Manager in reviewing and continually improving the staff welfare
policy and procedures and ensure that they enhance staff productivity and morale.
• Supports and facilitates the implementation of equal opportunity, diversity, and
internal equity policy through consistent, transparent, objective, fair and equitable
HR systems, policies, procedures, and practices.
• Advises, educates, guides, and supports line management on best practice HR
policies and procedures including recruitment, selection, induction, training and
development, appraisal and other HR practice.
• Leads and advises line managers on policy issues on employee relations and staff
morale.
• Monitors HR processes and administration activities in the organization to ensure
that they adhere to existing HR policy guidelines, and takes corrective action.
Performance Management and Evaluation
• Assists the HR Manager in setting annual performance targets for all HR staff.
• Supports managers in the department to deliver the strategic plan and annual
performance objectives.
• Assists the HR Manager in developing an appropriate performance evaluation form
and system.
• Supports the management in monitoring and controlling performance against
agreed performance standards and in taking corrective action against significant
deviations.
• Assists Operations group to establish an effective performance based evaluation
incentive schemes for field staff that balance portfolio quality and quantity
performance standards.
• Ensures all staff is motivated and organized to exceed performance targets.
• Ensures that regular and annual performance review of all staff is carried out.
• Consolidates the annual performance evaluation results for the whole organization
and submits to the HR Manager.
• Ensures performance corrective actions are undertaken including probation
confirmations and re-training.
• Ensures effective management of poor performance and ensures disciplinary
actions, where necessary.
Training and Development Coordination
• Ensures that training and development needs of all staff are based on the job
descriptions and role competency profiles.
• Coordinates with the Training Department in the development and implementation
of an overall training and development program.
• Ensures implementation of self-development training and development strategy,
policy, and procedures to improve qualifications and professional skills of all staff.
• Monitors, supervises and evaluates the delivery of training programs and takes
corrective action on negative feedback
HR Operations, Salary and Benefits, Statutory Reporting, and Administration
• Maintains a network of external contacts that enable the organization to benchmark
its salary and benefits and other HR policies and practices against relevant
comparable organizations and migrates best practice from them where appropriate.
• Monitors overall headcount budget and staff related indirect and direct costs and
takes corrective action on negative variance including payroll, overtime, leave,
pension and medical.
• Monitors annual leave and ensure that staff take leave and are able to take the
leave that is due to them.
• Supports all line managers in all aspects of HR related administration.
• Supervises the HR operations and administration functions.
Transformation and Organizational Values and Objectives
• Assists the HR Manager in providing training and education to align staff behaviors
and practices with organizational values.
• Supports and participates in transformational activities including daily devotions and
retreats, aimed at empowering staff in such a way that they become agents of
social, spiritual, political, and economic transformation in their own communities.
• Monitors the implementation and adherence to TSKI’s policy.
• Promotes a culture of gender equity and sensitivity among staff.

• Keeps abreast of current developments in HR and microfinance industry including
micro and macro environmental factors and trends, microfinance products and
poverty eradication strategies through local and international networking activities,

Training and Development Coordination • Ensures that training and development needs of all staff are based on the job descriptions and role competency profiles. • Coordinates with the Training Department in the development and implementation of an overall training and development program. • Ensures implementation of self-development training and development strategy, policy, and procedures to improve qualifications and professional skills of all staff. • Monitors, supervises and evaluates the delivery of training programs and takes corrective action on negative feedback HR Operations, Salary and Benefits, Statutory Reporting, and Administration • Maintains a network of external contacts that enable the organization to benchmark its salary and benefits and other HR policies and practices against relevant comparable organizations and migrates best practice from them where appropriate. • Monitors overall headcount budget and staff related indirect and direct costs and takes corrective action on negative variance including payroll, overtime, leave, pension and medical. • Monitors annual leave and ensure that staff take leave and are able to take the leave that is due to them. • Supports all line managers in all aspects of HR related administration. • Supervises the HR operations and administration functions.   • 4. • Assists the HR Manager in providing training and education to align staff behaviors and practices with organizational values. • Supports and participates in transformational activities including daily devotions and retreats, aimed at empowering staff in such a way that they become agents of social, spiritual, political, and economic transformation in their own communities. • Monitors the implementation and adherence to TSKI’s policy. • Promotes a culture of gender equity and sensitivity among staff.
