2. Why Non-cooperation?
Gandhi ji stated in his famous book Hind Swaraj(1909) → British rule in India is due to Indians only

If Indians refuse to cooperate, British rule in India would collapse
Converting the idea into a movement: NON-COOPERATION MOVEMENT
It needs to unfold in different stages:
i) Surrender of titles; honours given by the British govt.
ii) Boycott of civil services, army, police, courts and
legislative councils, schools and foreign goods
In case if government used repression,
then full civil disobedience movement will be
launched

3. Challenges
• Through the summer of 1920 Mahatma Gandhi and Shaukat Ali toured
extensively, mobilising popular support for the movement.
• Leaders of the Congress were reluctant to boycott the council elections.
• They feared that the movement might lead to popular violence. [feared violence]
• Finally, at the congress session at Nagpur In December 1920, a compromise was
worked out and the non-cooperation programme was adopted.
