The document discusses special education in the Philippines. It outlines two key laws - RA 7277 which established disabled persons as part of society and entitled them to state support, and RA 9442 which amended RA 7277. Special education is then defined as individually planned instruction to help exceptional children achieve self-sufficiency and success in present and future environments. A key goal is helping children become independent and integrated members of society.
