Why Evaluation is Important for Training
• As a trainer with Snohomish County PUD, you will not
be responsible for evaluating your training. This will
be handled by the Business Readiness and Training
Department.
• However, it is important for trainers to understand
how the evaluation process works and how the results
can be utilized.

• To improve the program
• To maximize transfer of learning to behavior and
subsequent organizational results
• To demonstrate the value of training to the
organization

• There are two main forms of training evaluation:

The Four Levels of Training Evaluation
• Most organizations tend to only evaluate at Level 1, as
this is typically the most convenient and cost-effective
(e.g. survey at end of course).
• However, to really make improvements to training
courses, organizations need to also evaluate at least
Levels 2 and 3 as well. These require more extensive
follow-up over a longer period of time (e.g. follow-up
interviews 3 months post-training or job observation
6 months post-training).

The 4 levels of training evaluation also correspond to the
PDCA Continuous Improvement Cycle as follows:

There are 5 options for taking action on a program based on
training evaluations (the ACT section of the PDCA Cycle):
1. Expand It
2. Continue It
3. Revise It
4. Scale It Back
5. Cancel It
Evaluations can help determine which is the appropriate
action to take.

Evaluating the Training
• As you can now see, evaluations are a key part of the
training process.
• It is important that at the end of your training you
mention that an evaluation will be sent to all
participants.
• Also stress how important their feedback is to
improving the training value and impact.
