To Whom It May Concern
We, the undersigned, Bab International SarI, certify that Mr. Issam Kiwan has been contracted in our company as
Senior Electrical Engineer from August 1996 until May 2005.
During this period, he was delegated to perform Engineering Services for the benefit of Electricity of France
(EDF) working in the Customer Services Management Project for Electricity of Lebanon (EDL). The aim of this
project was to implement the Customer Services Management within the Distribution Department of Beirut and
Mount Lebanon, at the divisions of Antelias and Chiah.
Mr. Kiwan has performed different tasks within the Distribution Department at the designated Divisions for the
Customer Management of about 400,000 MV and LV subscribers, he managed a team of technicians involved in the
Supervision, Planning and Implementation of the following activities:
1. 	 Survey and Inventory of Branch Cables, Meter Boxes and Metering Devices at the preparatory stage
before the rehabilitation.
2. 	 Preparation of Work orders, Bill of Quantities and all related Drawings.
3. 	 Supervision of Rehabilftation work of MV/LV Electric Over Head Network and Underground cables
implemented by the contractors, as well of new extensions of the network including QA/QC.
4. 	 Supervision of the rehabilitation of branch Cables, Meter Boxes and Metering Devices, as well the
supervision of the implemented new installation.
5. 	 Preparing and supervise Grid Violation Inspection campaigns
In addition to the above mentioned, Mr. Kiwan has implemented the following Activities:
1. 	 Participating in the development of Customer Management Software (Jalon), and its extension for PVs and
Arrears Management Applications.
2. 	 Management of EDF Stores of materials including the working staff, and the operating software.
3. 	 Participating in the preparation of Bidding Documents, Technical clauses and the implementation of
bidding processes.
During his working period, Mr. Kiwan showed professionalism, strong management and supervising skills,
good attitude, high team spirit and deep knowledge of Electric Distribution Services Management and
Implementation.
