2. Objectives of Education Plan:
It involves the formation of national program
of action for achieving development
objectives. The principal goals or objectives
are determined. After the overall goals are
set, then every possible ways or choices to
achieve the goals/ objectives.
3. Steps:
Physical, Mental, and emotional adjustment of individual in
society.

◦ Preservation of cultural identity of society values.
Political parties election manifesto/ agenda
◦ Order of priority
◦ The means by which chosen goals are achieved
These objectives could be achieved in the following ways
◦ Integrate education with national development
◦ Correlate education to national economic, social and cultural
needs
◦ Develop vocational and technical base in education
◦ Improve the quality of education
◦ Introduce the UPE- 5-9 years education/ Primary
4. Planning for the planning
Ministry of education at national level is the
sole responsible of the process, which
considers the following:
The availability of the organization to handle
the planning operation, trained staff
Admin limitations to planning and plan
implementation
Gathering of processing of data required for
planning
5. Education Ministry the planning organization
Sub planning commission in Ministry of
Education or in the Central planning
Organization
This high powered commission is some times
chaired by minister him self.
Planning takes place at every level, with level
of hierarchy
6. Data Gathering process:
Data obtained from outside sources like macro
economic plan, resources, manpower.
Demographic data from census, information on
tradition values, information relevant to
expansion of education program.
Beginning of planning:
It takes start when decision is taken, when means
for its achievement are taken.
Assessment of variables, like pupils, teachers,
content, structure, method, evaluation, physical
facilities, additional financial resources,
7. Formulation of plan:
It has primarily two field
To present an act of decision to appropriate
national authority for approval
To provide a blueprint of action responsible for
action for implementing decision
They present the first draft of the plan, by the
secretariat /education planning commission. This
1st draft needs the revision of target, strategies
and policies in light over all picture. The planning
unit suggests the alternative approaches.

The plan implementation calls for the

Evaluation of the effectiveness of methods
Revision and adjustment of targets and
strategies
Measures to meet unforeseen contingences.
9. Planning process in Pakistan:
It starts from policy formulation, which is approved by govt after
consultations
It is a framework/ guidelines for federal and provincial governments
Preliminary Drafts of plan received from Provincial govts and
universities.
Adjusted and coordinated by ministry of education with planning
commission
Shared with finance dept./ ministries at provinces for financial
allocations
After approval the detailed schemes are prepared on guidelines of the
Planning Commissions
Detailed scrutiny is made at Developing Working Parties- DWPs of
concerned parties
After cleared from DWPs the projects are submitted to Executive
Committee of the National Economic Council- ECNEC
After approval the funds are allocated in budgets.
Regular reports on the progress of the project are prepared and
submitted.
