• Prospective disaster risk reduction and management refers to riskreduction and management actions that address
and strive to avert the creation of newor increasing catastrophe risks, particularly if risk reduction strategies are not
implemented.
8. • On May 27, 2010, the Philippine DRRM Law was enacted; on September
27, 2010, the Implementing Rules and Regulations were issued, and they
went into effect 15 days later.
• On June 16, 2011, the National Disaster Risk Reduction and Management
Framework was signed.
• On February 7, 2012, the National Council approved the National DRRM
Plan.
9. Through Republic Act No. 10121, or the PhilippineDisaster Risk
Reductionand Management(DRRM)Act of 2010, the Philippines
became thefirst country in Asia to implementits own disaster risk
reduction and managementlaw. This law was enacted to help
withthe transitionfrom disaster relief to catastrophe risk
reduction and management(DRRM).
