2001-2004, GS14, Sr. MACOM Staff Engineer with
Headquarters, U.S. Army Corps of Engineers, Wash., DC.
I retired as the senior staff proponent for the Chief of Engineers
for facilities in June,2004,having answeredthe mail for the Chief
for mission issues and queries from field, HQDA, GSA, and
Congress; developed facilities strategy, policy and guidance on
real property, environmental management and
acquisition/construction; prepared briefings, staff and decision
papersfor the Chief, DCGand CS;conducted staffinspections and
validated master plans, space requests,and facilities requirements
for 8-Divisions, 41-Districts, 3-Centers, 7-Research Labs, &
field activities. (Re-promoted to original position)
1999-2001:GS13, Chief, Engineer Plans and Services (EP&S)
Division & Environmental Division with 80th
Area Supt Group,
Mons-Chievres, Belgium. Supervised 4-EP&S Division Branches
(Installation Planning, Engineering & Design, Contracting, and
Construction), and the Environmental Division under the Dir. of
Public Works. (Accepted downgrade with save-pay and return
rights to GS14 job, below, for overseas tour w/ US Army
Europe’s NATO-SHAPE Supt Group during Bosnian Crisis).
1991-1999: GS14 Sr. MACOM Staff Engr with Headquarters,
U.S. Army Corps of Engineers, Wash., DC. Oversight of Real
Property Facilities Mgt functions for Chief of Eng. (See 1st
position, above). Restored to GS13 position, 1991,and
Promoted to GS 14 in 1996.

Division, Europe, (EUD) Frankfurt, GE. Reimbursable work for
USAREUR & USAFE -- environmental studies and projects. I
established this section. RIF’d & downgraded during ‘91 Drawdown.

Frankfurt, GE. USAREUR & USAFE master planning, security
engineering, and environmental studies/projects. Promoted 1988.
1984-1986: GS12, Project Manager, Team Leader with Systems
Engineering Section of EUD, Frankfurt, GE. USAREUR & USAFE
master planning, security engineering, Env. studies/projects.
1980-1984:Project Director, Sr. Project Manager, Deputy PM, with
MMM Design Group, Norfolk, VA and Athens, Greece, an A-E firm
with major projects for DOD (Army, Navy and Air Force), U.S. oil
companies, and foreign governments throughout Europe, N-Africa, and
ME. (Had worked for this firm 1970-74 as Job Captain, PM and Proj
Arch). Promoted 1982 to Proj. Director, managed mega-projects Brega
New Town in Libya, Yanbu & Jubail Industrial Cities for
Parsons/Bechtel/Royal Commission in S-Arabia).
1977-1980:GS13 Chief, Engineering, Design and Construction, NE
Region, USDA, Agri-Research Service, Beltsville, MD. Facilities Eng/
R.P. Maint., lab design/construction. Hired as GS12, Project Arch/
Struc. Eng with NC Region, Peoria, IL, promoted ’78. Oversaw $100
mil. Construction Program w/ in-house staff
1974-1977: Chf Architectural-Structural Deptartment, PA & E,
International, LA, CA, and Athens, GR. A-E, DOD Contractor with
Base/Installation maintenance, planning, design & construction projects
for U.S. military in Bahrain, Greece, Turkey, Italy & Germany. Hired as
Project Coord. and Promoted in 1976 to head combined Departments.
