Chief Engineer, Enhanced Polar System: Los Angeles AFB, CA (August 2013 – June 2015)
Managed development of $1.5B joint-service secure Satellite Communication program. Led program integration,
testing and systems engineering efforts for a 100+ military, civilian and contractor workforce. Directed all
cybersecurity, engineering configuration, requirements verification and interface control work. Led program
through successfulPreliminary Design, Critical Design and Milestone-B Reviews.
Chief, Key Leadership Engagement Cell: Combined Joint Task Force-1, Bagram Air Base, Afghanistan (January 2012 – July 2012)
Developed 100+ Key Leadership Engagements with Afghanistan and Pakistan senior leadership for the 1st Calvary
Division and the 1st Infantry Division Command Generals. Established relations with local religious and civil
society leaders to develop material for the Radio Network Operations Center programs throughout Regional
Command-East. Partnered with the Jordanian Engagement Team to promote religious tolerance and counter
extremist messaging.
Chief, Operations Readiness Branch: Headquarters, Pacific Air Forces, Joint Base Pearl Harbor-Hickam, HI (July 2010 – July 2013)
Led enlisted/civilians in formulating and executing Pacific Air Force’s (PACAF) Air Expeditionary Forces process
and readiness reporting for 4 Numbered Air Forces, 10 Wings and 161 Units. Managed combat support
sourcing/movement for contingencies and Operational Plans. Directed Mobility Air Forces and Combat Air Forces
deployment schedules,representing PACAF’s Global Force Movement position to Pacific Command (PACOM) and
Lead Major Commands.
AF Program Manager: Office of Defense Cooperation, American Embassy Singapore (September 2007 – July 2010)
Served as the U.S. Air Force advisor to the Ambassadorregarding Foreign Military Sales (FMS), military Direct
Commercial Sales, and the Defense Cooperation in Armaments programs for Singapore and Brunei. Shared
responsibility for integrating the PACOM commander’s country specific and regional security assistance strategy
objectives. Responsible for all Air Force issues associated with the United States'eighth largest FMS partner -
provided daily oversight and advice for more than 110 active Air Force FMS cases valued in excess of $2.7B.
Directed 22 VIP delegations,over 300 Department of Defense (DoD) participants and 24 aircraft for two Singapore
Airshows - Asia’s largest.
Chief, Advanced Concepts Branch: National Reconnaissance Office, Washington,D.C. (August 2003 – August 2007)
Managed pre-acquisition study and developed acquisition plan for a Joint $1B+ highly classified satellite system
addressing critical Intelligence Community and DoD Intelligence, Surveillance and Reconnaissance requirements.
Led 300+ person nationwide team to develop requirements, plans, schedules,and technical designs. Managed risk
reduction activities, budget and personnelresources to ensure program started on solid ground.

Coordinated activities across diverse, geographically separated locations for a new $400M, Acquisition Category II
Special Access Required Space Control system.

Chief, System Engineering: Los Angeles Air Force Base, CA (June 1999 – August 2001)
Led 28-person government/contractorteam at 5 locations performing all aspects of systemengineering for
integration and test of highly classified, PACOM top-priority, Acquisition Category-1C, $450M space system.
Tackled critical Signal Processing shortfalls, led contract modifications, corrected testing discipline on antennas,
caught intelligence shortfall and led Command and Control test activities.

Project Officer /Radio Frequency Space Control Threat Analyst:AFRL, Kirtland Air Force Base, NM (July 1995 – June 1999)
Contracting Officer Representative, Project Manager and branch financial manager. Led testing and analysis of
various space systems as they relate to electromagnetic interference/compatibility. Supervised engineering team that
analyzed the vulnerability of DoD high priority operational satellite systems in relation to current and future directed
energy weapons. Responsible for identifying, testing,analyzing, and recommending countermeasures to reduce
U.S. space systems’vulnerability against directed energy threats.
