Reduced Brake Effectiveness on Road Rail Vehicles (RRV’s) in
Wet Conditions
On Saturday 14th
July 2018 a Road Rail Vehicle (RRV) descending a gradient of - 4.000% that had been
recently sprayed with water for dust suppression during grinding operations, has appeared to have
experienced brake lock up and skidded along the rail head before for ~ 90 metres before coming in to
contact with a stationary RRV.
Whilst this incident is still under investigation and pending any findings, the following controls are to be
implemented in the interim through the areas listed in the table below.
All RRV Operators working on NRT are advised that:
• No construction rolling stock should descend steep grade in wet conditions unless the track ahead
is confirmed to be clear of people and rolling stock.
• Keep a safe approach distance of 250m between RRV vehicles / pedestrians, while passing through
the area.
• Reduce speed and slow down to 10km/h while passing through this area, when on the downwards
trend.
• Report any incidents of reduced traction, wheel slip and reduced brake performance to your
Supervisor immediately when identified.
If an item of construction rolling stock requires maintenance on track, or tooling is to be replaced, notify
your Supervisor and Protection Officer so that adequate protection can be put in place to prevent the risk of
collision with construction rolling stock or persons. These activities should be carried out on level track
where practicable and you must obtain confirmation that you are protected by the Protection Officer prior to
commencing the task.
