the PM.

while in an inebriated
condition on a Bengalu-
ru-bound IndiGo flight,

The accused, Randhir
Singh, was travelling on

to hold the hand of one of
the crew members when

the influence of alcohol.
Despite repeated warn-

EVM cannot be tampered with though some units can malfunction, says Arora
zYou have an extensive expe-
rience of holding elections in a
free and fair manner in a pop-
ulation as vast as ours, how
challenging has it been?
Firstly, I would like to say that
the individual that we address
as general voter and what var-
ious platforms and media re-
fers to as common man, there
is no one more uncommon
than them. They give out huge
pleasant surprises and shocks
too. You must have seen RK
Laxman’s cartoon titled ‘com-
mon man.’When we held elec-
tions, we showed those car-
toons to the masses and many
of us, be it journalist, leader or
media  those who think of
voter as mass, the politicians.
They call people ‘common
man’ because they are con-
nected with the public and
know the pulse. I joined as
CEC in 2017-2018 and in
2021, at the age of 65 years, I
exited from this charge. Till
that age, I have had an associa-
tion as an IAS with Election
Commission extending to
about 40 years and I want to
thank the Almighty that I got
the opportunity to get the 2019
general elections conducted.
zHow were those elections?
How was your experience of
2019 general election?
2019wasadifficultelectionand
in those two months or so, we
held 123 meetings of represent-
atives of political parties. In
Election Commission, we do
not take the name of parties or
even the ruling party. We prefer
to address them as political enti-
ties or political voices. So we
held 123 political meetings that
are recorded. What happens in
state elections is that when the
Commission enters, it first
meets political parties. After
that meeting of district level of-
ficers including SPs, Collectors,
Commissioners, Deputy Com-
missioners etc. is held. After
that meetings is held with Regu-
latory Agencies specially those
which are empowered to bring
an end to malpractices or some
practices that need thorough su-
pervision. Thereafter, meetings
is held with Chief Secretaries
and then the media is informed.
So, we take everyone’s experi-
ence into account an then ad-
dress the media.
zYou mentioned that there
were difficult elections. What
was the reason behind it?
Every election is difficult. Since
in 2014, I was not the CEC, I
felt there was abrasiveness in
2019 and then social media was
also in its full maturity. Our
senior most officers had held a
few meetings with social media
platforms and perhaps for the
first time in the history of any
democracy it happened that so-
cial media platforms created a
code of ethics after all the dia-
logues we had and then they
presented us with those ethics
they created. They are valid
even today. At the onset, it was
thought that those ethics would
be valid for 2019 general elec-
tions, but they kept on getting
extended and will be valid for
all future elections.
zYou conducted several in-
novations too during your
tenure. Can you throw some
light on them?
See, innovation is a continuous
process. For any CEC to say
that it has never happened nor
will it happen in future, is not
right. The processes are ongo-
ing, you take them a step ahead.
For example, when I was Elec-
tion Commissioner, the then
CEC had initiated a dialogue
on how can we increase the
participation of service voters
specially those from the Army
background? During my ten-
ure, I took that process one
step forward. In terms of disci-
pline, I believe that we made
efforts and tried that all the
polling booths should be on the
ground floor. You would be
surprised to learn that in a met-
ropolitan like Mumbai, there
were hundreds and hundreds of
polling stations even on the
first floor. Then I asked a ques-
tion to our CEO during a re-
view meeting as to how will
people with difficulties climb
up to the first floor? Then we
made amends for Mumbai and
Maharashtra, but then we en-
forced this change across the
nation. So if anyone takes
pride in bettering something, I
don’t think that is how one
should look at it. The entire
team, the entire Commission
is unitedly involved in it.
zYou used the word abrasive.
Right from 2014 onwards, polit-
ical parties started stressing and
alleging that there was no con-
fidence in VVPATs and EVMs
among political parties. Tell us
how true were the allegations
that through EVMs the result
can be changed as the political
parties had been claiming?
See, we had got a small booklet
prepared for the media at that
time and it contained the entire
history of EVMs. In 1977, a
Committee was formed under
then CEC, SL Shakdhar for
electronic machines. Finally in
1982, the EVMs were used as
a test project. I feel sad that
when in any state, the parties
that we consider opposition to-
day wins, then everything be-
comes alright, but when the
ruling parties win, they claim
that votes have been or could
be tempered. Around 2019,
various elections took place in
Delhi and various other states,
where several parties won. So
does that mean that EVM was
right then, but when the ruling
party won, EVM has been tam-
pered? During that time, I gave
statements on several public
platforms and I will repeat it
right now that EVMs cannot be
tampered with. Any machine
can malfunction anytime.
There is a difference between
malfunctioning and tampering.
Tampering means you try to
damage the EVM for particular
malafide or to get particular
result. But this cannot be done.
zElection Commission had
even thrown an open challenge
to political parties to prove that
tampering can be done?
That was done once. Moreo-
ver, during my tenure, the
work of EVMs that was being
handled by the Committee,
was from UPA’s time and lev-
el. If the Committee needs
budget or to get any other work
done, they can seek time from
the Election Commission, but
that Committee operates inde-
pendently and as such, the
Election Commission doesn’t
have any enforceable control
over them. Moreover, they are
such senior members that they
would not like to be controlled.
zYou said that EVMs cannot
be tampered with. But what
was the entire issue around
VVPATs?
VVPATs were introduced much
later. I will hand over a list of
judgements of High Courts and
Supreme Court, where the
Courts have ruled in favour of
the Election Commission say-
ing that VVPATs are right.
Even after this, I recently heard
that there is yet another case
going on in this issue. The
Election Commission, humbly,
has been telling everyone the
facts regarding VVPATs and to
political parties as well. But we
are most satisfied with the fact
that honourable High Courts
and honourable Supreme Court
understood the perspective of
the Election Commission. In
fact, I remember that the mem-
bers in our Technical Commit-
tee were dejected saying that
they do so much hard work.
zDid you never hand over the
booklets the Election Commis-
sion had printed stating facts
and history about EVMs and
VVPATs?
Oh! We gave them these book-
lets tens of times. Wherever we
would be wrong, we would ac-
cept our mistakes humbly, but
as regards EVMs, the Election
Commission isn’t wrong in any
aspect.
zQuestions were raised on en-
tire election process as well,
specially VVPAT and allega-
tions were laid that what ever
button is pressed on it, the slip
that comes out is different.
See, I respect social media a lot.
But a whole lot of videos are
fake videos. There is no dearth
of fake videos. Why don’t they
cite us a proven case? Why
can’t anyone give us any judge-
ment from any court of the land,
which has accepted that such
things happen with EVMs and
VVPATs? It is not that the Elec-
tion Commission is a final au-
thority in itself. Our every ac-
tion is in accordance with the
Constitution of India. High
Courts are open to challenge the
Commission and if High Courts
do not rule in their favour, they
can approach Supreme Court.
zOf late, questions have been
raised on the Election Com-
mission as well. What exactly is
the relationship between a gov-
ernment  Election Commis-
sion? Is it true that Election
Commission is dictated by any
government on how to do cer-
tain things? These days ED is
also targeted with allegations
that it also works on directions,
but would you want to say any-
thing on that aspect too?
Why wouldn’t I? Tell me,
which regulatory agency of In-
dia is not responsible to courts?
During polls, even of the sensi-
tive cases, such agencies have
to send report to ECI. For ex-
ample, I would not cite the
name of a state since election is
going on there, but in 2019,
when general election was go-
ing on, we received a report of
about 300 pages of one particu-
lar state about money exchange
and it was an exhaustive report.
And we immediately held a
meeting and mulled over it, the
Commission recommended to
DoPT to hand over the matter
to CBI. DoPT wrote us back
that they have forwarded it to
the CBI. By that time, the elec-
tions had ended and the ‘Model
Code of Conduct’ had also
ended and after that what hap-
pens to such reports, the ECI
doesn’t have any legal power
on it. However, it is our view
that the reports that were for-
mulated during such times,
there should be some other way
to take them to a logical conclu-
sion. We do not supervise the
day- to- day working of any
such agency that exists.
zBut what sort of a relation
does ECI have with govern-
ment and other parties?
The 123 meetings that ECI held
wasn’t only with ruling party. I
can provide a list of all the par-
ties with which he held meet-
ings.Whenthecountingofvotes
was to be done, four days prior
to that, we held a meeting with
70 people and all of them be-
longed to other parties and not
just ruling parties. No one can
get the Election Commission to
do something that they desire.
And who would do that? In my
about three- year long tenure, I
never received any phone call
even from the government ask-
ing me to do this or that.
zIs Election Commission more
like a toothless tiger then?
Not at all. The Representation
of PeopleAct is a powerful act.
And what is interesting is that
the ‘combined wisdom’ of all
political parties of the nation
should be praised since we need
to think where did the Model
Code of Conduct come from?
All political parties had given
views in it and thus, MCC is an
extremely powerful aspect.

A 16-year-old was kid-
napped and gang-raped.
After receiving word, a
big crowd gathered at the
hospital and began pro-
testing. The incident oc-
curred in Ladnun police
station region of the Did-
wana-Kuchaman district.
As per the report filed
by victim’s father, three
young men took his
daughter from the house
at 11:30 p.m. on Sunday
night and gang-raped her
in a remote spot. Manjeet
Pal Singh, a BJPcontend-
er, arrived at the protest.
According to Ladnun
DSP Rajendra Burdak,
they have detained two
suspects after filing a
case. However, one sus-
pect has escaped.Among
them, one is a minor.

Jaipur (Kotkhavda): In the case of the death of a rape
victim under suspicious circumstances, the family
members are protest-
ing by keeping the dead body
on the state highway outside
the police station. They are
accusing the culprit of rape
and murdering the victim.
The rape case was registered
against over a dozen people
about 2 months ago. The rela-
tives and family demanded justice for the victim including the

stone quarry here,
police said on Mon-
day. The victims
were working in the
quarry when the in-
cident occurred,
they said.

150 feet. One of the
labourers died on the
spot while the other

ries in hospital, Sub

services can vote from
November 19 to Novem-
ber 21. With two days
remaining, 1218 votes
were cast in the Postal
Voting Center on the first
day, while 6691 postal
ballots were provided for
vital services.
According to the in-
structions issued by the
Election Commission,
doctors in the medical
sector, paramedics, am-
bulance drivers, electri-
cians, linemen in the en-
ergy department, pump
operators, turners work-
ing in the PHED, and
personnel working in
Rajasthan’s milk com-
mittees fall under the um-
brella of service voters.
Journalists are now
also included in the cat-
egory of vital services, as
are driver-conductors 
media employees recog-
nized by the Election
Commission. Mail vot-
ing facilities have been
constructed so that the
said group of personnel
could vote by mail ballot.
The voters of this group
can cast their votes from
19-21 November. A total
of 6691postal balots have
been alotted for the es-
sential services workers.

provement in it. This

cial session of Diwali
trading itself indicated
that the new year starting
from Diwali will be aus-
picious and this improve-
ment continued through-
out the week except Fri-
day. Looking at the cur-
rent situation of the mar-
ket, it can be understood
that a period of improve-
ment is going on in the
market and to take advan-
tage of which, 6 compa-
nies including Tata Tech-
nologies, IREDAare pre-
paring to raise Rs 7400
crore by entering the
capital market this week.
For some time now,
many investors have be-
come richer in the heat of
the IPO market, whether
the IPO is of main board
or SME platform, every-
one has earned, barring
exceptions.
ThegraymarketofIPO
market is also enticing in-
vestors with lucrative op-
portunities. There is no
doubt that the role of the
gray market has always
been effective in main-
taining the attraction of
investorstowardsIPOand
motivating them to invest.
This market has at-
tracted not only investors
but also many brokers.
The prices are rising in
the gray market. Craze
for the IPO of Tata Tech-
nologies, which entered
the capital market after
20 years, has been high
since the day of its an-
nouncement. This IPO
will open on 22nd No-
vember to raise Rs
3042.51 crore. This IPO
may create a record.
Apart from this, there
are some other IPOs like
IREDA, Fedbank Finan-
cial Services, Flair Writ-
ing Industries etc. which,
despite the huge premi-
um, can be considered an
opportunity from the
point of view of long
term investment.
There has been an im-
proving trend in the mar-
ket for the third consecu-
tive week ending No-
vember 17. However,
despite the strength and
improvement in the In-
dian economy, the con-
tinuous selling by foreign
institutional investors
(FIIs) is still not stop-
ping. In this month, till
November 17, FIIs have
sold shares worth Rs
6574.59 crore, while
DIIs have bought shares
worth Rs 7702.46 crore.
Regarding the trend of
the market this week,
traders say that after the
clouds of uncertainty are
removed in the Indian
markets, an investment
environment is being cre-
ated. Due to the success
of IPO, which is called a
medium of new invest-
ment, the market is cur-
rently improving.
The trend will contin-
ue but investors should
still keep an eye on mar-
ket sentiment. Traders
say that Indigo, McDow-
ell, Yash Bank, IRV In-
fra, JSW Infra, Jain Irri-
gation, Vedanta, BHEL
can be considered safe
investments. But if for
some reason sentiments
are weak in the market,
then even the so-called
good stocks may have a
downward trend.
This week, 6 IPOs will
be available for investors
to invest in the main
board. Similarly, only
one IPO, Rocking Deal,
will be available for in-
vestors on the SME plat-
form to apply for this

Prime Minister Naren-
dra Modi is likely to at-
tend a programme in
Kolkata in December in
which about 1 lakh peo-
ple will chant Bhagavad
Gita together, the BJP’s
West Bengal president
Sukanta Majumdar said
on Monday.
The programme, ‘Ek
Lakh Gita Path’, will be
held at the Brigade Pa-
rade Ground in the heart
of the city on December
24, he told PTI.
“We have invited PM
Modi to attend the pro-
gram, and he has ac-
cepted our invitation.
One lakh people will
recite Bhagavad Gita to-
gether on that day,” he
said. Several religious
groups have come to-
gether to organise the
massive event, he added.
“It will be an apoliti-
cal programme,” Ma-
jumdar claimed, adding
that invitations will also
be sent to Chief Minister
Mamata Banerjee, Gov-
ernor CV Ananda Bose
and other noted person-
alities of the state.
The ruling Trinamool
Congress, however,
claimed that the pro-
gramme was strategi-
cally organised, with an
eye on the 2024 Lok
Sabha polls.
“As the Lok Sabha
elections are approach-
ing, it is quite natural
that BJP leaders would
be visiting the state
more frequently. We
have seen this trend
ahead of the 2019 Lok
Sabha elections, and the
assembly polls of 2021.
But, this would not yield
any result,” TMC
spokesperson Kunal
Ghosh said.
In the 2019 Lok Sab-
ha polls, the BJP se-
cured 18 out of 42 seats
in the state, while the
TMC’s tally decreased
to 22. The Congress
won two seats.

the minimum wage of
MCD employees, a civic
official said on Monday.
Monthly minimum
wages for unskilled work-
ers of the Municipal Cor-
poration will be increased
to `17,234 from `16,792.
The wage will rise to
`18,993 from `18,499 for
semi-skilled workers and
to `20,903 from `20,375
for skilled workers. Dear-
ness allowance will be
paid to all workers start-
ing April 1, officials said.

votes in the name of reli-

style, Modi touched
upon all the issues like
poor, farmers, women,
crime, appeasement,
which he had been dis-
cussing till now in the
election campaign.Apart
from this, this time he
also focused on the mid-
dle class, which is tradi-
tionally considered to be
the ‘core voter’ of BJP.
Till now, during the en-
tire election campaign,
no big leader of BJP or
Congress had spoken di-
rectly addressing the
middle class.
The largest group in
the middle class consists
of employed people,
whether they are govern-
ment employees or pri-
vate. The big pain for all
of them is Income Tax.
Referring to the differ-
ence between the current
IT exemption rates and
those during the UPA
government, Modi
showed how much he un-
derstood the
pain of the
working class
and to what ex-
tent it provided
relief. Modi said that
when the UPA govern-
ment was in
power, there
was exemption
in IT only on
income up to Rs
2 lakh, but now there is
no tax on income up to Rs
7 lakh.

second issue of mobile
data rates and compared
it with rates during the
UPA government. Modi
said that if the rates were
the same then on the basis
of amount of data people
are using today, the bill
for a mobile would not be
less than Rs 5,000. Now
every house has three-
four mobile phones, so
imagine how much the
bill would be?
Ofcourse,boththeseis-
sues seem very small, but
their impact is very deep.

sit Bharat’ or pillars of a devel-
oped India namely, women pow-

ers of India, youth of the country

the degree of development in In-
dia depends on our capability to
strengthen these pillars of devel-
opment.

women's reservation bill. But when intentions are
pure and there is transparency in attempts, then
we witness results overcoming all obstacles. It is
a record in itself that this bill got so much support

Firstly, I would like to say that the individual that we address as general voter and what var- ious platforms and media re- fers to as common man, there is no one more uncommon than them. They give out huge pleasant surprises and shocks too. You must have seen RK Laxman’s cartoon titled ‘com- mon man.’When we held elec- tions, we showed those car- toons to the masses and many of us, be it journalist, leader or media those who think of voter as mass, the politicians. They call people ‘common man’ because they are con- nected with the public and know the pulse. I joined as CEC in 2017-2018 and in 2021, at the age of 65 years, I exited from this charge. Till that age, I have had an associa- tion as an IAS with Election Commission extending to about 40 years and I want to thank the Almighty that I got the opportunity to get the 2019 general elections conducted. zHow were those elections? How was your experience of 2019 general election? 2019wasadifficultelectionand in those two months or so, we held 123 meetings of represent- atives of political parties. In Election Commission, we do not take the name of parties or even the ruling party. We prefer to address them as political enti- ties or political voices. So we held 123 political meetings that are recorded. What happens in state elections is that when the Commission enters, it first meets political parties. After that meeting of district level of- ficers including SPs, Collectors, Commissioners, Deputy Com- missioners etc. is held. After that meetings is held with Regu- latory Agencies specially those which are empowered to bring an end to malpractices or some practices that need thorough su- pervision. Thereafter, meetings is held with Chief Secretaries and then the media is informed. So, we take everyone’s experi- ence into account an then ad- dress the media. zYou mentioned that there were difficult elections. What was the reason behind it? Every election is difficult. Since in 2014, I was not the CEC, I felt there was abrasiveness in 2019 and then social media was also in its full maturity. Our senior most officers had held a few meetings with social media platforms and perhaps for the first time in the history of any democracy it happened that so- cial media platforms created a code of ethics after all the dia- logues we had and then they presented us with those ethics they created. They are valid even today. At the onset, it was thought that those ethics would be valid for 2019 general elec- tions, but they kept on getting extended and will be valid for all future elections. zYou conducted several in- novations too during your tenure. Can you throw some light on them? See, innovation is a continuous process. For any CEC to say that it has never happened nor will it happen in future, is not right. The processes are ongo- ing, you take them a step ahead. For example, when I was Elec- tion Commissioner, the then CEC had initiated a dialogue on how can we increase the participation of service voters specially those from the Army background? During my ten- ure, I took that process one step forward. In terms of disci- pline, I believe that we made efforts and tried that all the polling booths should be on the ground floor. You would be surprised to learn that in a met- ropolitan like Mumbai, there were hundreds and hundreds of polling stations even on the first floor. Then I asked a ques- tion to our CEO during a re- view meeting as to how will people with difficulties climb up to the first floor? Then we made amends for Mumbai and Maharashtra, but then we en- forced this change across the nation. So if anyone takes pride in bettering something, I don’t think that is how one should look at it. The entire team, the entire Commission is unitedly involved in it. zYou used the word abrasive. Right from 2014 onwards, polit- ical parties started stressing and alleging that there was no con- fidence in VVPATs and EVMs among political parties. Tell us how true were the allegations that through EVMs the result can be changed as the political parties had been claiming? See, we had got a small booklet prepared for the media at that time and it contained the entire history of EVMs. In 1977, a Committee was formed under then CEC, SL Shakdhar for electronic machines. Finally in 1982, the EVMs were used as a test project. I feel sad that when in any state, the parties that we consider opposition to- day wins, then everything be- comes alright, but when the ruling parties win, they claim that votes have been or could be tempered. Around 2019, various elections took place in Delhi and various other states, where several parties won. So does that mean that EVM was right then, but when the ruling party won, EVM has been tam- pered? During that time, I gave statements on several public platforms and I will repeat it right now that EVMs cannot be tampered with. Any machine can malfunction anytime. There is a difference between malfunctioning and tampering. Tampering means you try to damage the EVM for particular malafide or to get particular result. But this cannot be done. zElection Commission had even thrown an open challenge to political parties to prove that tampering can be done? That was done once. Moreo- ver, during my tenure, the work of EVMs that was being handled by the Committee, was from UPA’s time and lev- el. If the Committee needs budget or to get any other work done, they can seek time from the Election Commission, but that Committee operates inde- pendently and as such, the Election Commission doesn’t have any enforceable control over them. Moreover, they are such senior members that they would not like to be controlled. zYou said that EVMs cannot be tampered with. But what was the entire issue around VVPATs? VVPATs were introduced much later. I will hand over a list of judgements of High Courts and Supreme Court, where the Courts have ruled in favour of the Election Commission say- ing that VVPATs are right. Even after this, I recently heard that there is yet another case going on in this issue. The Election Commission, humbly, has been telling everyone the facts regarding VVPATs and to political parties as well. But we are most satisfied with the fact that honourable High Courts and honourable Supreme Court understood the perspective of the Election Commission. In fact, I remember that the mem- bers in our Technical Commit- tee were dejected saying that they do so much hard work. zDid you never hand over the booklets the Election Commis- sion had printed stating facts and history about EVMs and VVPATs? Oh! We gave them these book- lets tens of times. Wherever we would be wrong, we would ac- cept our mistakes humbly, but as regards EVMs, the Election Commission isn’t wrong in any aspect. zQuestions were raised on en- tire election process as well, specially VVPAT and allega- tions were laid that what ever button is pressed on it, the slip that comes out is different. See, I respect social media a lot. But a whole lot of videos are fake videos. There is no dearth of fake videos. Why don’t they cite us a proven case? Why can’t anyone give us any judge- ment from any court of the land, which has accepted that such things happen with EVMs and VVPATs? It is not that the Elec- tion Commission is a final au- thority in itself. Our every ac- tion is in accordance with the Constitution of India. High Courts are open to challenge the Commission and if High Courts do not rule in their favour, they can approach Supreme Court. zOf late, questions have been raised on the Election Com- mission as well. What exactly is the relationship between a gov- ernment Election Commis- sion? Is it true that Election Commission is dictated by any government on how to do cer- tain things? These days ED is also targeted with allegations that it also works on directions, but would you want to say any- thing on that aspect too? Why wouldn’t I? Tell me, which regulatory agency of In- dia is not responsible to courts? During polls, even of the sensi- tive cases, such agencies have to send report to ECI. For ex- ample, I would not cite the name of a state since election is going on there, but in 2019, when general election was go- ing on, we received a report of about 300 pages of one particu- lar state about money exchange and it was an exhaustive report. And we immediately held a meeting and mulled over it, the Commission recommended to DoPT to hand over the matter to CBI. DoPT wrote us back that they have forwarded it to the CBI. By that time, the elec- tions had ended and the ‘Model Code of Conduct’ had also ended and after that what hap- pens to such reports, the ECI doesn’t have any legal power on it. However, it is our view that the reports that were for- mulated during such times, there should be some other way to take them to a logical conclu- sion. We do not supervise the day- to- day working of any such agency that exists. zBut what sort of a relation does ECI have with govern- ment and other parties? The 123 meetings that ECI held wasn’t only with ruling party. I can provide a list of all the par- ties with which he held meet- ings.Whenthecountingofvotes was to be done, four days prior to that, we held a meeting with 70 people and all of them be- longed to other parties and not just ruling parties. No one can get the Election Commission to do something that they desire. And who would do that? In my about three- year long tenure, I never received any phone call even from the government ask- ing me to do this or that. zIs Election Commission more like a toothless tiger then? Not at all. The Representation of PeopleAct is a powerful act. And what is interesting is that the ‘combined wisdom’ of all political parties of the nation should be praised since we need to think where did the Model Code of Conduct come from? All political parties had given views in it and thus, MCC is an extremely powerful aspect. Discussing about his tenure as Chief Election Commissioner of India, retired Rajasthan cadre IAS Sunil Arora opens up to Vice-President of Bharat24-Vision of New India, Rubika Liyaquat and shares his experience as CEC, how he handled the 2019 general and state elections and how despite holding 123 meetings with political parties, the issue of EVMs and VVPATs still crept in the political narrative set by various parties. Two quarry labourers killed in Jaipur First India Bureau Jaipur Two labourers were killed when a rock fell over them in a stone quarry here, police said on Mon- day. First India Bureau Jaipur 2023 Assembly General Election Voters for vital services can vote from November 19 to Novem- ber 21. With two days remaining, 1218 votes were cast in the Postal Voting Center on the first day, while 6691 postal ballots were provided for vital services. According to the in- structions issued by the Election Commission, doctors in the medical sector, paramedics, am- bulance drivers, electri- cians, linemen in the en- ergy department, pump operators, turners work- ing in the PHED, and personnel working in Rajasthan’s milk com- mittees fall under the um- brella of service voters. The poll panel said the seizures made since the polls were announced on October 9 are over seven times (Rs 239.15 crore) the seizures made in the previous assembly elec- tions in these states in 2018.
