New Delhi: Ahead of
Tuesday’s Bharat
Bandh, the protesting
farmers at Delhi’s Sin-
ghu border have ap-
pealed for peace, and
clarified that no shops
and establishments will
be forcibly closed on ac-
count of the Bandh.
“There will be com-
plete ‘Bharat bandh’ till
3 pm Tuesday, but emer-
gency services will be
allowed,” farmer leader
Balbir Singh Rajewal
told reporters. Rajewal
reiterated the farmers’
stand, saying they will
not accept anything
less than the withdraw-
al of the three new farm
laws by the Centre.
Besides, the Centre
has asked all states and
Union Territories to
tighten security and en-
surethatpeaceandtran-
quillity is maintained
during ‘Bharat Bandh’.
In a countrywide ad-
visory, the Union Home

Former Uttar Pradesh Chief Minister and
Samajwadi Party chief Akhilesh Yadav on
Monday was detained and bundled into a police
van after he sat on a dharna against the three
new farm bills. Yadav, who was to take part in
a ‘Kissan Yatra’ Monday, staged a sit-in protest
outside his residence in Lucknow after the Uttar
Pradesh Police sealed a road near the Samajwadi
Party office ahead of his Kannauj rally, news
agency PTI reported.
New Delhi: Passengers who are unable to reach airport in time for their
flights on Tuesday due to Bharat Bandh will not have to pay no-show
charges and will be eligible for a free date change on confirmed tickets
for flights from all Indian airports, Air India said on Monday.

Monday said elaborate security
arrangements have been made in

time, after his taking
over the charge of Ra-
jasthan Congress af-
fairs, AICC General Sec-
retary Ajay Maken
made a few ‘courageous’
announcments in New
Delhi on Monday even-
ing, which include the
restructring of PCC by
the year end and the ap-
pointment of chairmen
of boards and corpora-
tions by 31st January
2021.
In his long, well
thought and calculated
interview with PTI,
Maken categorically
told the news agency
thatallpoliticalappoint-
ments will be made after
holding wide ranging
consultations and en-
suring equitable distri-
bution to all sections of
the party.
By doing a ‘tight rope
act’, Maken smartly
tried to ‘balance’ both
Gehlot and Pilot camps
by praising the Chief
Mister Ashok Gehlot as
an honest, committed,
highly popular Con-
gress leader and an ex-
perienced warhorse.
Maken also tried to bal-
ance Pilot by rating Pi-
lot as an asset for the
party.
According to political
observers, this was per-
haps for the first time
that a Congress General
Secretary exercised his
‘authority’ in a very
clear and decisive man-
ner.
Obviously his an-
nouncements must have
the stamp and approval
of the Congress Presi-
dent Sonia Gandhi. In
his interview, Maken
further says that the
Congress party in Ra-
jasthan is united and
there is no threat to its
government in the state
led by Chief Minister
Ashok Gehlot. He as-
serted that BJP would
miserablyfailif theytry
to bring it down again.
Congressgovernment
in Rajasthan was on the
verge of collapse after
Pilot along with 19 dis-
gruntled MLAs raised a
banner of revolt earlier
this year. Hectic consul-
tations with rebel lead-
ers led by Pilot helped
the Congress save its
government and its
state unit from a divi-
sion.

a three-member panel
of Maken, AICC general
secretary organisation
K C Venugopal and sen-
ior party leader Ahmed
Patel to iron out differ-
ences within the state
leadership.
Maken said the panel
met thrice in August-
September, but after the
demise of Patel, the two
other members -- he and
Venugopal -- met last
week and fixed dead-
lines for appointing a
new PCC (Pradesh Con-
gress Committee) body
and heads of boards and
corporations in the

lice in West Bengal’s
Siliguri area during
their ‘Uttarkanya abhi-
yaan’, march to the
north Bengal state sec-
retariat, to protest
against alleged corrup-
tion and deteriorating
law and order in the
state.
The police used water
cannons and lobbed
tear gas shells to stop
the BJP workers from
moving past the barri-
cades even as the pro-

MIG-29K PILOT
A body believed to be that of pilot
Commander Nishant Singh, who
went missing after his MiG-29K
aircraft crashed into the Arabian sea
11 days back, has been recovered,
official sources said on Monday,
even as the Indian Navy asserted
that the samples are being sent for
DNA testing for confirmation of
identity. The body was recovered by
the rescue teams of the navy near
the site of the crash. Indian Navy pi-
lot Commander Singh went missing
after his MiG-29K aircraft crashed
into the Arabian Sea on Nov 26.

14 December in the case.
It is noteworthy that
the case was listed to be
heard by the division

na on Monday but a

informed that along

listed for Justice Sabee-
na’s bench, the Vidhan
Sabha speaker notice
case will also be heard
by the division bench of
CJ Mahanty.
An application by
Mohan Lal Nama in the
petition by PR Meena
had requested the court
to quash the petition
since it was a political
matter which had set-
tled between both
groups. The state gov-
ernment on the other
hand wanted the divi-
sion bench to decide on
two legal points in the
case along with the
tenth schedule of the
constitution before tak-
ing any decision on
quashing the petition.

gency services, all oth-
er services are likely to
get affected in Ra-
jasthan during Bharat
Bandh on Tuesday
which has been sup-
ported by the ruling
Congress, farmers, and
other organisations.
Apart from Congress,
RLPMPHanumanBeni-
wal, an NDA ally, has
also extended support to
the bandh. Farmers’ or-
ganisations and mandi
traders, too, are geared
up to make the Bharat
Bandh successful.
The state’s largest
fruit and vegetable mar-
ket in Jaipur, Muhana
mandi, will also be
closed. Apart from this,
the Rajasthan Foods
Trade Association has
alsocalledfortheclosure
of allmandisinthestate.
Petrol pumps, hospi-
tals, medical shops, and
other essential services
will remain unaffected.
Transport minister
Pratap Singh Khachari-
yawas said that the Con-
gress is fully supporting
the Bharat Bandh and
due to this, all shops and
establishments will be
closed tomorrow. He
said that he himself will
visit areas in Jaipur to
support the bandh.

bearers of the Jaipur
Vyapar Mahasangh
said that they have not
supported the bandh
and reached the Police
Commissionerate on
Monday to seek protec-
tion for the traders.

The president of the
federation, Subhash
Goyal, said that the Ma-
hasangh is not partici-
pating in bandh. “How-
ever, we have told all the
traders that they can

of votes polled in all
four phases of Panchay-
at Samiti and Zila Pari-
shad elections will be-
gin on Tuesday morn-
ing at all 21 district
headquarters. The
counting will decide the
fate of 1,778 candidates
for the Zila Parishad
elections and 12,663
candidates for the Pan-
chayat Samiti elections.
Elaborate security ar-
rangements have been
made for the counting
on Tuesday. The state
election commission
gave necessary direc-
tions to the officials on
Monday for a smooth
process of counting.

Jaipur: Attacking the
political parties sup-
porting ‘Bharat Bandh’
proposed on Tuesday,
BJP on Monday said the
parties that had sup-
ported the draft of the
agriculture bills are
now supporting the
Bharat Bandh which

said that these laws
were brought on the ba-
sis of the recommenda-
tion of the Swamina-
than Commission.
“The Congress party
had promised to bring
the bills in its election
manifesto,” he told re-
porters here.
A large number of
farmers have been agi-
tating on the borders of
the national capital de-
manding to repeal the
central agricultural
laws and announced
‘Bharat Bandh’ on De-
cember 8.
Kataria said that the
agricultural laws were
brought after taking
everyone along.
He said that the par-
ties which were there in
the UPA government
led by Manmohan Sin-
gh had extended their
support to the draft
bills but now they are
opposing.
“All these parties are
equally guilty for hurt-
ing the farmers. Today,
the leaders of these
parties have lost their
faith in the public.
They are using the
shoulders of innocent
farmers and sacrific-
ing the interests of the
farmers,” he said
Kataria said that the
Congress Party is vocif-
erously opposing these
laws and misleading
the farmers but the
same Congress party
had promised these
bills in its 2019-election
manifesto.

Jaipur: The transporta-
tion services in the state
may be affected today as
the operation of Ra-
jasthan Roadways buses
is likely to get changed
duetotheBharatBandh.
The roadways buses will
not run in most parts of
the state till 2 pm on
Tuesday.
The operation of
mini buses and auto-
rickshaws is also to get
affected in Jaipur and
other district headquar-
ters. Looking at the sit-
uation, the administra-
tion has given instruc-
tions to take decisions
about 3000 buses on the
roadways. In Jaipur,
around 20,000 auto-rick-
shaws and 2700 mini
buses, and 7500 taxis
operate daily.

Jaipur Greater Munici-
pal Corporation Dr
Somya on Monday
made it clear to BVG
company that payment
will be made only after
the work of door-to-
door garbage collection
is done properly.
She asked the com-
pany representatives to
improve services.
During a meeting, the
Mayor raised the issue
of complaints in the
garbage collection fol-
lowing which the com-
pany representatives
talked about pending
payments. She clearly
asked them to improve
the functioning. The
corporation officials in-
formed that payment
till October has already
been given to the com-
pany.
The officials also in-
formed the Mayor that
despite repeated re-
minders, the company
has not installed a vehi-
cle tracking system in
vehicles so far due to
which there is no prop-
er monitoring of the
vehicles. Dr Somya also
held discussions with
the corporation offi-
cials on other issues
like sanitation among
others.
The corporation com-
missioner Dinesh Ya-
dav, additional commis-
sioner Arun Garg and
other officials were pre-
sent in the meeting.
Earlier, mayor held a
separate meeting with
the councilors in Vidhy-
adhar Nagar, directed
them to work in coordi-
nation with councilors.

day appointed 23 Inci-
dent Commanders, RAS
level officers, according
to the police station ar-
eas. The officers will
decide the containment
zones in a joint exercise
with the concerned As-
sistant Commissioner
of Police and the medi-
cal officers of that area.
District Collector
Antar Singh Nehra or-
dered this during a
meeting of the Incident
Commanders in the zila
parishad auditorium.
He instructed the offi-
cials to ensure compli-
ance of the guidelines
issued by the state gov-
ernment.
Nehra said that till
the vaccine came, the
officials concerned
would have to perform
their duties with full de-
votion.

HC bench of Justice SP
Sharma reserved its
verdict in the RAS-2018
recruitment petition
after hearing the sub-
missions in the case.
Justice Sharma direct-
ed RPSC to not conduct
interviews for the can-
didates until the court
decided on the peti-
tions related to the
case.
It is noteworthy that
the High Court has al-
ready stayed the inter-
views for RAS-2018 re-
cruitment until 10 De-
cember in another
case as well. The peti-
tions heard by Justice
SP Sharma had plead-
ed that RPSC had
rights only to decide
the minimum marks
as per rule 15 of RAS
recruitment which
should have been
equal for all catego-
ries. The petition stat-
ed that the RPSC had
called 1.5 times candi-
dates of the approved
posts, category wise,
for the interviews
while also declaring
different cut-offs for
various categories.

Jaipur: A fire broke out
on Monday evening in
the operation theatre in
Dhanwantari block of
Sawai Man Singh Hos-
pital, Jaipur. Short cir-
cuit is cited as the pri-
ma facie cause of the
fire.
Thankfully the oper-
ation theatre was closed
and there was neither
any patient nor staff
staff in it. When the se-
curity personnel and
other staff posted
around the operation
theatre saw smoke, they
immediately took ac-
tion and controlled the
fire. According to the
information, the fire
started at around 5 pm,
by then all the doctors
and other staff had
gone to work from the
operation theatre. It is
being told that the fire
was in an equipment
supplying oxygen.
Fire broke out due to
a short circuit in the
box and electrical wir-
ing box connected to the
oxygen pipeline, after
which the smoke began
to rise. The fire was
quickly controlled with
no major outbreak due
to the vigilance of staff.

Jodhpur: Irked over re-
peatedly being insisted
to do some work, an un-
employed man alleged-
ly killed his wife with
scissor and informed
the police and in-laws
himself about the inci-
dent.
When police reached
the spot, he was found
playing video game on
his mobile phone at the
gate of his house. On
checking, police found
the wife lying in the
pool of blood in a room
and shifted the body to
hospital.
According to the spot
verification, the wife
tried to protect herself
at her best but gave in
and informed police.

he farmers’ agitation is turning
out to be Narendra Modi govern-
ment’s Anna Hazare moment and
its biggest challenge yet. The
United Progressive Alliance-2
government of Manmohan Singh acqui-
esced to the massive protests which, with
alleged help from Vivekananda Internation-
al Foundation, eventually led to its downfall.
On the face of it the movement was against
rampant corruption in the government but
the hidden agenda was to bring down the
government. The farmers agitating against
the three farm laws on the outskirts of Delhi
compare with the Anna Hazare-led protests
in size and intensity except that in 2011 the
entire media was lined against the Central
government and bayed for its blood. No one
then called the protesters Pakistanis or
Khalistanis. In the case of farmers stir the
media is stingy in its backing for the agita-
tors and large-hearted in its support of the
government although, as per the Congress,
none other than the late Arun Jaitley him-
self was a strong opponent of similar re-
forms initiated by the UPA government. His
speech in the Lok Sabha is now doing the
rounds on social media.
To mount pressure on the Centre the farm-
ers have called for a Bharat Bandh from 11
a.m. to 3 p.m. on Tuesday. Opposition parties
and various trade unions have come out in
support of the agriculturists. The success of
the bandh will vary from state to state. The
states like Uttar Pradesh, Gujarat and MP
where BJP is in power the protesters will be
firmly dealt with. Its impact could be felt more
in Punjab, Maharashtra and West Bengal.
Bharatiya Kisan Union’s president Rakesh
Tikait said that the farmers’ protest, which
is peaceful, “is to show that we don’t support
some government policies” and assured that
they won’t allow any political party to join
them. He appealed to people to remain non-
violent as the protests were not for causing
problem to the common man. The starting
time for the bandh was kept at 11 a.m. only to
facilitate office-goers reach their workplace
on time. The smooth movement of supply
trucks is likely to be affected the most.
As is visible on social media, the govern-
ment and opposition parties are playing a po-
litical blame-game. Both the sides have been
strong votaries of and against farm sector
reforms but are now indulging in polemics.
The government is firm on not repealing
the farm laws. This has raised doubts about
the outcome of the talks due on Wednesday.
Doubts also remain on whether the govern-
ment would make amendments to guarantee
minimum support price in writing and allow
a better mechanism for dispute redressal. If
the government remains tight-fisted, this
agitation could go out of its hands. It will
then have itself to blame.

may now be confronting a
similar scenario.
The water temperature
around journalists has
been rising for the last 15
years. But the heat has re-
cently been turned up. For
example, in 2019 alone, the
number of unwarranted
detentions of journalists
increased by 12%, to a total
of 389. Almost half are be-
ing held in three countries:
China, Egypt, and Saudi
Arabia.
Popular protests are par-
ticularly risky for journal-
ists. At demonstrations in
Algeria, Hong Kong, Thai-
land, and Venezuela, jour-
nalists have been routinely
intimidated, harassed, and
attacked. In the United
States, journalists cover-
ing the protests against
police brutality and sys-
temic racism, led by the
Black Lives Matter move-
ment, have faced indis-
criminate attacks at the
hands of law enforcement.
The US Press Freedom
Tracker counted more
than 900 press-freedom vio-
lations so far this year, in-
cluding more than 177
physical attacks.
Women often face an
added layer of psychologi-
cal intimidation, including
open threats of sexual as-
sault. In a recent survey, a
shocking 75% of female
journalists in Kenya re-
ported such threats. Perpe-
trators include individual
misogynists and net-
worked groups intent on
suppressing women’s voic-
es, as well as state-linked
agents seeking to under-
mine press freedom and
censor critical journalism
carried out by women.
The COVID-19 crisis has
compounded the challeng-
es facing journalists by
constraining their ability
to do their jobs. Part of the
problem is restrictive
measures ostensibly aimed
at containing the virus:
Freedom House recently
highlighted 91 countries
with emergency laws and
regulations that hamper
independent journalism.
These range from relative-
ly mild, such as limiting
questions at press confer-
ences, to suspending news-
papers’ publication and
blocking websites.
There is also an econom-
ic dimension to the chal-
lenge. Traditional news
media have been under in-
tensifying pressure for dec-
ades, their business mod-
els upended by digital tech-
nologies. Now, the COV-
ID-19 crisis has decimated
economic activity in much
of the world, weakening
business revenues and
forcing layoffs. Newsrooms
have not been spared.
In a survey of 165 inde-
pendent news media or-
ganizations asking how
COVID-19 has affected
them, the Reuters Institute
for the Study of Journal-
ism found that more than
50% expected a drop in rev-
enue of 20% or higher in
2020. One-fifth reported an
overall decline in audience
reach this year. Those hit
hardest are those that are
advertising-based, as well
as newspapers and local
media. Respondents’ top
reported priority is secur-
ing funding to cover opera-
tional costs.

Strengths and Weaknesses
go hand in hand and it is sub-
stantially important to under-
stand both these elements be-
fore you decide to do your per-
sonality makeover in personal
or professional life. This aware-
ness can help you a lot in choos-
ing the right career or making
beneficial decisions in life by
encouraging you to create
something remarkable, while
making it look effortless.
Enhancing strengths and ac-
cepting imperfections is a pro-
cess that has to begin at a foun-
dational level of self-explora-
tion. The idea of sitting down
and coming up with the things
you’re good -- and not so good
at -- can seem daunting, but
there are a few methods to try,
that can make the process a lit-
tle easier. Either you can use
online assessments / tools or
simply divide the page into two
columns and pen down at least
five attributes, each pertaining
to your Strengths and Weak-
nesses.
When you try to think hard
about this, you’ll automatically
think of something that comes
easy to you or choose attributes
that you’d like to have or that
you admire in others - this is a
typical trap. Avoid this inclina-
tion and instead of deep dive
into the qualities that describe
your core. Things that are so
obvious that you almost don’t
notice it in yourself anymore…
Do not to confuse strengths
with likes and desires, What
you like to do is not necessarily
what you do best!
Equally important is know-
ing your weaknesses. Of
course, it is a tough call! That’s
why you should try to let people
do this for you and give you an
honest, objective opinion. Of-
ten others see perspectives, we
don’t see in ourselves. Get feed-
back from your peers or bosses
and while evaluating, don’t just
think about those technical
skills you’ve acquired; also
consider your soft skills. In
general, you should have a
sense of what your weaknesses
are around dealing with tasks,
processes, relationships, and
communication.
Humans are indeed not per-
fect and it is natural to have
weaknesses, so don’t hesitate to
write them down. Just remem-
ber, that everyone has ‘some’
weakness that they have to
keep in check at all times to
avoid negative consequences
and disrupting lives. Don’t get
caught up in the old advice to
always work on your weakness,
it’ll only make you focus on
your deficiencies and under-
mine your self-esteem.
Accepting our imperfections
aren’t a weakness - It’s an act of
love. It breeds freedom and
validation within us. From
there, we affect all who are in
our circle of life. When we can
take a breath to lessen our self-
loathing for our imperfection,
we’ve actually dialed up self-
acceptance. It’s not about nar-
cissism… It’s about dignity and
confidence... For ourselves and
for those, whose lives we touch.
On the other hand, working
to develop your stronger quali-
ties is self-rewarding and moti-
vating, allowing you to contin-
ually achieve higher levels of
ability and success. Invest your
time and energy in being great
at something. You will be hap-
pier, and the recipients of your
work and your spouses will re-
ward you for your excellence.
Being yourself seems like it
would be an easy thing, right?
But, when you’re someone who
has lived their life seeking the
approval of others constantly,
it’s not such an easy thing. You
have to attempt to move past
years of trying to appear this
way, wondering if people will
judge you, or doing your best
not to cause waves and avoid
conflict. When you don’t fully
understand who your “self” is,
it’s pretty much impossible to
actually “be” that person.
Improving your self-image,
like improving any skill, takes
time and practice. Developing
good self-esteem involves en-
couraging a positive (but realis-
tic)attitudetowardyourself and
theworldaroundyouandappre-
ciating your worth, while at the
sametimebehavingresponsibly
towards others. By working
from the inside out, you can ex-
plore yourself to the fullest
thereby working on enhancing
your strengths and accepting
your imperfections towards a
more positive self-concept.

DENSE FOG ENGULFS DELHI, LOW

New Delhi: A thick blanket
of fog shrouded national
capital on Monday, leading
to “zero” visibility in some
areas & affecting traffic.
This is the first time that
visibility has dropped to
“zero” in the city. Kuldeep
Srivastava, the head of the
regional forecasting centre
of the India Meteorologi-
cal Department, said the
Palam weather station
recorded “zero” visibility
due to “very dense” fog
at 6:30 am. At the Safdar-
jung Observatory, which
provides representative
data for the city, “moder-
ate” fog was recorded
which lowered visibility to
300 metres, he said. The
visibility should be around
800 metres at the airport
for flights to take off, the
senior scientist said.

Srinagar: Polling for the fourth phase of the
District Development Council (DDC) elections
in Jammu and Kashmir began on a dull note
as fog and chilly weather kept most people
indoors early on Monday, officials said.The
polling for 34 DDC seats -- 17 in Kashmir divi-
sion and 17 in Jammu division -- began at 7
am but the turnout was less at polling stations
in the Valley due to biting cold, they said. Voter

New Delhi: As the farmers’ agitation intensified, Congress leader Rahul
Gandhi on Monday demanded revocation of the new farm laws passed by
parliament. Gandhi termed the newly passed farm laws as the “Adani-Ambani
Farm Laws. He said he would not accept anything less than repealing the laws.
He said in a Tweet in Hindi: “The Adani-Ambani farm laws have to be revoked.
Nothing less is acceptable.” Hundreds of farmers have been protesting on dif-

New Delhi: The Su-
preme Court Monday
refused to entertain a
plea filed by ARG Out-
lier Media Private Lim-
ited, which owns the
Republic Media net-
work, seeking protec-
tion for the group and
its employees in the
cases lodged against
them in Maharashtra.
The matter came up
for hearing before a
bench headed by Jus-
tice D Y Chandrachud
which said that prayers
in the petition were “all
ambitious”.
“This petition is am-
bitious in nature. You
want Maharashtra po-
lice not to arrest any
employee and transfer
the cases to CBI. You
better withdraw this,”
Justice Chandrachud
told senior advocate
Milind Sathe, who ap-
peared for ARG Outlier
Media.
Sathe told the bench
that they have filed the
plea to stop the Maha-
rashtra police from
“hounding” their me-
dia network, its Editor-
in-Chief Arnab Goswa-
mi and its employees.
“You have sought all
the reliefs and these
can’t be entertained in
one petition,” the bench
said, after which Sathe
said he would withdraw

scam in Jharkhand, Bi-
har, Assam and Punjab.
The Pre-Matric Schol-
arship Scheme is meant
to help students of mi-
nority communities -
Muslims, Christians,
Sikhs, Parsis, Jains and
Buddhist - from families
with annual income be-
low 1 lakh, according to
officials. It has been al-
leged that middlemen -
with the help of govern-
ment officials - have
been siphoning off
money and only a small
sum of the scholarship
ends up with the stu-
dents. While students
from Class 1 to 5 receive
1,000 per year as a part
of the scheme, students
of Class 6 to 10 receive
Rs 10,700 annually if
they are in a hostel, or
Rs 5,700 a year if they
are day scholars.

pected terrorists, two of
whom were allegedly
involved in the murder
of Shaurya Chakra

gh in Punjab, were ar-
rested on Monday in
east Delhi’s Shakarpur
area after an encounter
and have revealed Paki-
stan’s Inter-Services
Intelligence (ISI) at-
tempt to link up terror
outfits in Kashmir with
Khalistan operatives,
officials said. Accord-
ing to police, three of
the five arrested are
from Kashmir, while
the rest are from Pun-
jab. Two of the Punjab-
based men were in-
volved in the killing of
Balwinder Singh in
Punjab, they said. Bal-
winder Singh, who re-
ceived the Shaurya
Chakra for fighting
militancy, was shot
dead in October.

New Delhi: IndiGo on
Monday said it will re-
fund all customer credit
shells, which were cre-
ated when flights were
cancelled due to the
coronavirus lockdown,
by January 31, 2021. The
airline said it has al-
ready processed close to
Rs 1,000 crore of re-
funds, which is approxi-
mately 90% of total
amount it owed to its
customers. IndiGo CEO
Ronojoy Dutta said the
sudden outbreak of
COVID-19 and the lock-
down brought the air-
line’s operations to a
complete halt by the
end of March. “We are
pleased to commit that
we will disburse the full
100 % credit shell pay-
ments latest by January
31, 2021,” he said.

given on how they will

He said over Rs 100
lakh crore will be spent

frastructure Pipeline
project and work is be-
ing done on the master
plan for multi-modal
connectivity. Efforts
are also on to attract
investment from all
over the world to im-
prove the country’s in-
frastructure, he added.
Work is being carried
out on 1,000 km of new
metro rail lines in 27
cities countrywide,
Modi said, claiming
big progress in this
sector since his first
government took
charge in 2014.

district. The accident

limited amount of
work, Tribal Area De-
velopment (TAD), as of
today has four IAS of-
ficers posted in it. Such
has been the situation
in the past that due to
the dearth of work, of-
ficers posted in other
departments have been
given additional
charge of the various
posts of the depart-
ment.
The four IAS posted
in TAD are Principal
Secretary Shikhar
Agarwal (1993 batch),
Joint Secretary Neha
Giri (2010 batch), Com-
missioner Jitendra
Upadhyaya (2005 batch)
and Additional Com-
missioner Anjali Rajo-
ria. Of these four, two
officers sit in the state
Secretariat while two
sit at the head office of
the department in
Udaipur.
It has seldom hap-
pened in the past that
an independent secre-
tary is posted in the
department as most of
the time either the de-
partment is clubbed
with some other de-
partment or additional
charge is given to some
other officer.
Similarly, there have
been several instances
when independent
HOD have been ap-
pointed in TAD at the
Udaipur-based head-
quarters as most of the
time the Udaipur Divi-
sional Commissioner
has carried out the re-
sponsibilities. In the
past three decades,
only on two instances
Akhil Arora and San-
jay Malhotra were ap-
pointed as independ-
ent commissioners.
However, the current
government has posted
three independent
commissioners viz Shi-
vangi Swarnkar, Anja-
li Rajoria and Jitendra
Upadhyay.
For the first time,
Neha Giri has been ap-
pointed as joint secre-
tary in the Secretariat.
Those who know the
workings of the gov-
ernment, know that
the person with whom
the government is
‘miffed’ is generally
given posting as Prin-
cipal Secretary and
Commissioner of TAD
and Shikhar Agarwal
is its recent example.
He was brought from
Ajmer to Jaipur but
was made the Princi-
pal Secretary in TAD.
Agarwal has not been
impanelled for an ad-
ditional secretary in
the central govern-
ment and therefore he
is unable to move on
deputation too.
Jitendra Upadhyaya
was posted on the im-
portant position of Di-
rector, Mines but the
man was posted as
TAD Commissioner af-
ter the ‘government’
went against him.

course of action in de-
tail. We have fixed some
deadlines which have
been communicated to
the CM, PCC President,
Sachin Pilot and others.
The ongoing phase of
the local body elections
in Rajasthan would be
over by December 20.
Soon after that, within
10 days, before the end
of this month, the PCC
President will submit
his proposal for the PCC
Executive body for fur-
ther approval of the
AICC President,” Mak-
en told PTI in an inter-
view.
Maken said he has
met all the leaders and
MLAs in the state and
has been in constant
touch with Pilot. PCC
chief Govind Singh Do-
tasra is also in touch
with all former PCC
chiefs, including Pilot,
and is holding discus-
sions with them for ac-
commodating all grass-
root workers in the new
body.
“Care was taken in
appointing observers
and distribution of par-
ty tickets to ensure that
winnability and deserv-
ing candidates are giv-
en preference over petty
group considerations
and we have succeeded
in that,” he said.
The issue of revolt
within Rajasthan Con-
gress came out in the
open again after Gehlot
said recently that “BJP
may again try to topple
the Rajasthan Govern-
ment Last time, we had
toexpelseniorCongress
leaders and then only
we were able to save the
Government...”.
On the Chief Minis-
ter’s claim that the BJP
may again try to topple
its government in Ra-
jasthan, Maken said
one has seen how the
BJP indulges in “sub-
verting mandate of the
people by using every
corrupt means availa-
ble to influence, coerce
and allure opposition
MLAs using its money,
muscle, and institution-
al power”.
“Using these immor-
al and undemocratic
tactics, they were suc-
cessful in some States
including Gujarat and
Madhya Pradesh. But
when the BJP tried in
Rajasthan, they failed
miserably. Because
here, not even one of
the 123 MLAs support-
ing the Congress Gov-
ernment fell prey to
their tactics,” he said.
“We have been suc-
cessfully able to unite
all MLAs and senior
leaders of Congress
party and this unity has
reflected in the local
body elections, in which
we have got the best-ev-
er results,” he said.
Asked about how se-
rious is the threat of
BJP toppling its govern-
ment, Maken said “As
long as we are united, I
do not see any threat to
our government. They
(BJP) may try again,
but they will fail miser-
ably again. Rather, the
BJP should take care of
its own divided house.”
On Pilot, the AICC
general secretary in-
charge of Congress in
the state said he has
from day one said that
he will never join the
BJP and he has always
been an important
member of the Con-
gress family. He said
even recently, he exten-
sively campaigned for
the Congress Party in
Madhya Pradesh, Bihar
and UP elections.
Maken said the Con-
gress got the highest
ever vote share both in
percentage and in abso-
lute number in Ra-
jasthan local body polls
and this would not have
been possible without a
united Congress.
“So far, the perfor-
mance of our Rajasthan
Government has been
exemplary. If united,
and with equitable dis-
tribution of power
amongst the deserving
workers, no one can
stop us from winning in
2023 and breaking this
record,” he said.
Besides, it is also an
indication of the popu-
larity and high approval
ratings of the Gehlot-led
Congress government
and claimed that the
party is going to do ex-
ceedingly well in other
ongoing local body elec-
tions.
Asked if the Con-
gress was strong in Ra-
jasthan, he said from an
electorate of around 22
lakh voters Congress
won the recently con-
cluded Municipal Elec-
tions in Jaipur, Jodhpur
and Kota.
The Congress Party
for the first time in his-
tory has four out of six
mayors in these cities,
confirming the resound-
ing support for the Con-
gress Party in urban
areas of Rajasthan,
which were known to be
a traditional stronghold
of the BJP, he said.
“In these urban cent-
ers, we got the highest
ever vote share both in
percentage and in abso-
lute number. This would
not have been possible
without a united Con-
gress,” he said.
Maken also claimed
that the Congress gov-
ernment in Rajasthan
has been praised for its
handling of the COV-
ID-19 crisis, as Bhilwara
model was hailed glob-
ally.

also has the lowest per
capita COVID-19 mortal-
ity rate in the country.
He also said that Ra-
jasthan is just one of the
two states, which is do-
ing only RT-PCR test
and has not conducted

Jaipur: Providing a
major impetus to the
woes of the rural Ra-
jasthan regarding
ground water exploita-
tion, the state cabinet,
under chairmanship of
Chief Minister Ashok
Gehlot, has taken a ma-
jor decision regarding
the guidelines issued
for ground water ex-
ploitation and decided
to remove the provision
of NOC for ground wa-
ter exploitation in five
categories. Following
this decision, no NOC
will have to be taken for
ground drainage for use
of individual house-
hold consumers in ru-
ral and urban areas,
rural drinking water
supply schemes, armed
forces installations, ag-
ricultural activities and
ground drainage of less
than 10 cubic meters
per day for drinking wa-
ter and domestic use.
This will bring great
relief to the farmers of
the state, the general
public and micro and
small entrepreneurs.
The Gehlot cabinet
held a two hour long
meeting on Monday
where several major
decisions were taken
including approval of
policy to provide M-
sand to common man
as an alternative to
river sand or bajri.
During this period,
preparations for vacci-
nation campaign for
control of Covid-19 epi-
demic were also dis-
cussed. The Cabinet
also deliberated on the
issues related to better
management of vac-
cines, coldchain and
storage system, prior-
itization and availabil-
ity of human resources
in the state as per the
guidelines of Govern-
ment of India for vac-
cination.
Under the new sys-
tem of ground drain-
age and guidelines,
farmers and general
public will get immedi-
ate benefits, for this
purpose, appropriate
guidelines will be is-
sued by the depart-
ments of Panchayati
Raj, Power, Home and
Water Resources. It
was also decided that
water resources, water
harvesting, panchayati
raj, water supply and
ground water depart-
ment will take appro-
priate steps for conser-
vation and recharge of
rainwater. Also, in 38
blocks of 17 districts of
the state where ground
water situation is more
worrisome, meaningful
efforts will be made to
improve it.
The state cabinet has
decided to implement a
three-tier system to
make the system of
public hearing more
sensitive and effective
at the lower level. Un-
der this, complaints of
public will be effective-
ly resolved at cluster,
subdivision and dis-
trict level for which a
cabinet sub-committee
will be formed to pre-
pare a detailed frame-
work in this regard.
The cabinet expressed
the intention of getting
minimum wages of Rs
220 per day declared by
the state to MGNREGA
workers on completion
of the task.
Providing the much
needed relief to mining
and construction sector
while also breaking the
backs of sand mafia,
the cabinet has also ap-
proved the Manufac-
tured Sands (M-SAND)
policy with a view to
providing a cheaper
and easier alternative
to the mineral gravel in
the state.
Under the approved
policy, M-SAND unit
will be given the status
of industry and the
benefits will be payable
under RIPS-2019. Un-
der this, overburdened
dumps available in
mining areas will be is-
sued by auction for the
purpose of 10 years for
captive purpose for the
production of M-Sand.
In the mining lease al-
lotment of mineral ma-
sonary stone, a sepa-
rate plot will be re-
served for the M-Sands
unit and auctioned for
captive purpose. M-
Sands units and Crush-
er units established
earlier will also be eli-
gible to obtain permits
or mining lease for M-
Sands production.
Under this policy, the
use of a minimum of 25
per cent of the m-sands
of the amount of river
sand used in various
construction works car-
ried out by the state gov-
ernment, semi-govern-
ment, local bodies, pan-
chayati raj institutions
and other organizations
funded by the state gov-
ernment is mandatory,
which will be increased
by 50 percent depending
on availability.
The cabinet also
amended the Rajasthan
Civil Services (Revised
Pay) Rules, 2017. The
state government per-
sonnel stopped the ACP
for 3 years if the num-
ber of children in-
creased after June 1,
2002. By amending the
Rajasthan Civil Service
(Revised Pay) Rules,
now the Principal, Sen-
ior Upadhyay School,
Department of San-
skrit Education has
been increased from
Grade-Pay 6000 to 6600
from 01.07.2013 to
31.12.2015.
The state cabinet
took important deci-
sions for the benefit of
ex-servicemen and
made several amend-
ments in the provisions
of reservation for em-
ployment in state ser-
vices. It has been ap-
proved to increase the
maximum age limit
from 5 years to 10 years
for the employment of
ex-servicemen in the
state services. It has
also been decided to in-
crease the relaxation in
the minimum qualifica-
tion marks by 5 percent
for ex-servicemen in
state services. In addi-
tion, it has also been
decided to give relaxa-
tion related to the eligi-
bility certificate for
computer use at the
time of application. In
addition, the dual ben-
efit of reservation for
employment in another
service will be payable
to a person employed in
a post of public service.
Also, the Rajasthan Ho-
moeopathic Medicine
Act, 1969 under the Ra-
jasthan Homoeopathic
Medicine (Amend-
ment) Rules, 2020 was
also approved in the
meeting.
In the cabinet meet-
ing, for the establish-
ment of 180 hectares of
land for setting up of 90
MW solar power plant
at villages of Devikot
and Kehar Fakir of
Fatehgarh tehsil of
Jaisalmer district and
150 MW capacity in vil-
lage Devikot itself, ap-
proval for allotment of
1184 bigha of land was
given. With the estab-
lishment of these solar
power units, there will
be increased opportuni-
ties for employment
and revenue at the local
level in the state. The
state cabinet has also
approved the proposal
to allocate land to the
Ministry of Defense to
set up an Indian Air
Force airbase at village
Anta in Barmer.
In addition, five self-
funded colleges - Maha-
rana Pratap College,
Rawatbhata (Chittor-
garh), Shaheed Rupaji
Kripa College, Bengu
(Chittorgarh), Bhag-
wan Adinath Jayaraj
Marwara College, Nain-
wa (Bundi), Aai Mata
College, Sojat City
(Pali) and Shri Prem-
singh Singhvi College,
Chhipa Baroda (Baran)
and four private colleg-
es - Meera Kanya Col-
lege, Sangaria (Hanu-
mangarh), Gyan Jyoti
College, Karanpur
( S r i g a n g a n a g a r ) ,
Shaheed Bhagat Singh
College, Raisinghnagar
(Sriganganagar) and
Baba Mohanram Farm-
ers College, Bhiwadi
(Alwar) State were ap-
proved to be taken un-

and a half hours after
themeetingof theCoun-
cil of Ministers, this re-
shuffle made by single
order was discussed in
bureaucratic and politi-
cal circles. It is believed
that the agenda of the
cabinet meeting was not
informed to the minis-
ters on time, on which a
displeasure was regis-
tered at relevant posi-
tions. There is a discus-
sion that in the meeting
of Cabinet and Council
of Ministers, there was
talk of delaying the
agenda.

was the trademark of Hrishi-
kesh Mukherjee come together
with such deep-rooted humour
that one finds oneself smiling
throughout the movie and
breaking into loud laughter of-
ten.
Mukherjee brings that spe-
cial moments to his songs as he
always does, they are so much a
part of the movie- the lyrics and
situations a part of the plot. My
all time favourite is Ab ke sajan
saavan mein where Sharmila is
teasing and playful with both
her beau and her Jiaji!
Garam Dharam and Sexy
Sharmila starred in quite a few
movies together and a lot of
them by Mukherjee- Anupama
being the first one. The songs of
Anupama ‘Dheere Dheere
Machal Ae Dil-E-Beqaraar’,
‘Kuch Dil Ne Kaha’ and ‘Ya Dil
Ki Suno Duniya Walon’ are still
a treat as was the dhoti clad
Dharmendra and the shy
Sharmila! They perfectly com-
plemented each other.
Devar was a movie much
ahead of it’s time. I find
Dharmendra’s perfor-
mance in Satyakam
among his best and
Sharmila was the per-
fect supportive wife.
Yakeen, I loved for
Sharmila; her
hot pants
were WOW
and it does
feature one of my all time fa-
vourite ‘life song’ – Gar tum
bhula na doge, Mere Humdum
mere dost and Ek Mahal ho sap-
non ka – again worth a watch.
But today, to celebrate the
birthday of this lead pair-

Leader of opposition Gulab Chand Kataria said that these laws were brought on the ba- sis of the recommenda- tion of the Swamina- than Commission. “The Congress party had promised to bring the bills in its election manifesto,” he told re- porters here. Om Prakash Sharma Jaipur: The Rajasthan HC bench of Justice SP Sharma reserved its verdict in the RAS-2018 recruitment petition after hearing the sub- missions in the case. Justice Sharma direct- ed RPSC to not conduct interviews for the can- didates until the court decided on the peti- tions related to the case. It is noteworthy that the High Court has al- ready stayed the inter- views for RAS-2018 re- cruitment until 10 De- cember in another case as well. The peti- tions heard by Justice SP Sharma had plead- ed that RPSC had rights only to decide the minimum marks as per rule 15 of RAS recruitment which should have been equal for all catego- ries. The petition stat- ed that the RPSC had called 1.5 times candi- dates of the approved posts, category wise, for the interviews while also declaring different cut-offs for various categories. First India Bureau Jaipur: A fire broke out on Monday evening in the operation theatre in Dhanwantari block of Sawai Man Singh Hos- pital, Jaipur. Short cir- cuit is cited as the pri- ma facie cause of the fire. Thankfully the oper- ation theatre was closed and there was neither any patient nor staff staff in it. When the se- curity personnel and other staff posted around the operation theatre saw smoke, they immediately took ac- tion and controlled the fire. According to the information, the fire started at around 5 pm, by then all the doctors and other staff had gone to work from the operation theatre. It is being told that the fire was in an equipment supplying oxygen. Fire broke out due to a short circuit in the box and electrical wir- ing box connected to the oxygen pipeline, after which the smoke began to rise. The fire was quickly controlled with no major outbreak due to the vigilance of staff. MAY NOT CAVE IN TO PRESSURE he farmers’ agitation is turning out to be Narendra Modi govern- ment’s Anna Hazare moment and its biggest challenge yet. The United Progressive Alliance-2 government of Manmohan Singh acqui- esced to the massive protests which, with alleged help from Vivekananda Internation- al Foundation, eventually led to its downfall. On the face of it the movement was against rampant corruption in the government but the hidden agenda was to bring down the government. The farmers agitating against the three farm laws on the outskirts of Delhi compare with the Anna Hazare-led protests in size and intensity except that in 2011 the entire media was lined against the Central government and bayed for its blood. No one then called the protesters Pakistanis or Khalistanis. In the case of farmers stir the media is stingy in its backing for the agita- tors and large-hearted in its support of the government although, as per the Congress, none other than the late Arun Jaitley him- self was a strong opponent of similar re- forms initiated by the UPA government. His speech in the Lok Sabha is now doing the rounds on social media. To mount pressure on the Centre the farm- ers have called for a Bharat Bandh from 11 a.m. to 3 p.m. on Tuesday. Opposition parties and various trade unions have come out in support of the agriculturists. The success of the bandh will vary from state to state. The states like Uttar Pradesh, Gujarat and MP where BJP is in power the protesters will be firmly dealt with. Its impact could be felt more in Punjab, Maharashtra and West Bengal. Bharatiya Kisan Union’s president Rakesh Tikait said that the farmers’ protest, which is peaceful, “is to show that we don’t support some government policies” and assured that they won’t allow any political party to join them. He appealed to people to remain non- violent as the protests were not for causing problem to the common man. The starting time for the bandh was kept at 11 a.m. only to facilitate office-goers reach their workplace on time. The smooth movement of supply trucks is likely to be affected the most. As is visible on social media, the govern- ment and opposition parties are playing a po- litical blame-game. Both the sides have been strong votaries of and against farm sector reforms but are now indulging in polemics. The government is firm on not repealing the farm laws. This has raised doubts about the outcome of the talks due on Wednesday. Doubts also remain on whether the govern- ment would make amendments to guarantee minimum support price in writing and allow a better mechanism for dispute redressal. If the government remains tight-fisted, this agitation could go out of its hands. It will then have itself to blame. IN-DEPTH T story too good to fact-check is the tale of the boiled frog. In the United States, journalists cover- ing the protests against police brutality and sys- temic racism, led by the Black Lives Matter move- ment, have faced indis- criminate attacks at the hands of law enforcement. The US Press Freedom Tracker counted more than 900 press-freedom vio- lations so far this year, in- cluding more than 177 physical attacks. Women often face an added layer of psychologi- cal intimidation, including open threats of sexual as- sault. In a recent survey, a shocking 75% of female journalists in Kenya re- ported such threats. Perpe- trators include individual misogynists and net- worked groups intent on suppressing women’s voic- es, as well as state-linked agents seeking to under- mine press freedom and censor critical journalism carried out by women. The COVID-19 crisis has compounded the challeng- es facing journalists by constraining their ability to do their jobs. Part of the problem is restrictive measures ostensibly aimed at containing the virus: Freedom House recently highlighted 91 countries with emergency laws and regulations that hamper independent journalism. These range from relative- ly mild, such as limiting questions at press confer- ences, to suspending news- papers’ publication and blocking websites. There is also an econom- ic dimension to the chal- lenge. Traditional news media have been under in- tensifying pressure for dec- ades, their business mod- els upended by digital tech- nologies. Now, the COV- ID-19 crisis has decimated economic activity in much of the world, weakening business revenues and forcing layoffs. Newsrooms have not been spared. In a survey of 165 inde- pendent news media or- ganizations asking how COVID-19 has affected them, the Reuters Institute for the Study of Journal- ism found that more than 50% expected a drop in rev- enue of 20% or higher in 2020. One-fifth reported an overall decline in audience reach this year. Those hit hardest are those that are advertising-based, as well as newspapers and local media. Avoid this inclina- tion and instead of deep dive into the qualities that describe your core. Things that are so obvious that you almost don’t notice it in yourself anymore… Do not to confuse strengths with likes and desires, What you like to do is not necessarily what you do best! Equally important is know- ing your weaknesses. Of course, it is a tough call! That’s why you should try to let people do this for you and give you an honest, objective opinion. Of- ten others see perspectives, we don’t see in ourselves. Get feed- back from your peers or bosses and while evaluating, don’t just think about those technical skills you’ve acquired; also consider your soft skills. In general, you should have a sense of what your weaknesses are around dealing with tasks, processes, relationships, and communication. Humans are indeed not per- fect and it is natural to have weaknesses, so don’t hesitate to write them down. Just remem- ber, that everyone has ‘some’ weakness that they have to keep in check at all times to avoid negative consequences and disrupting lives. Don’t get caught up in the old advice to always work on your weakness, it’ll only make you focus on your deficiencies and under- mine your self-esteem. Accepting our imperfections aren’t a weakness - It’s an act of love. It breeds freedom and validation within us. From there, we affect all who are in our circle of life. When we can take a breath to lessen our self- loathing for our imperfection, we’ve actually dialed up self- acceptance. It’s not about nar- cissism… It’s about dignity and confidence... For ourselves and for those, whose lives we touch. On the other hand, working to develop your stronger quali- ties is self-rewarding and moti- vating, allowing you to contin- ually achieve higher levels of ability and success. Invest your time and energy in being great at something. You will be hap- pier, and the recipients of your work and your spouses will re- ward you for your excellence. Being yourself seems like it would be an easy thing, right? But, when you’re someone who has lived their life seeking the approval of others constantly, it’s not such an easy thing. You have to attempt to move past years of trying to appear this way, wondering if people will judge you, or doing your best not to cause waves and avoid conflict. When you don’t fully understand who your “self” is, it’s pretty much impossible to actually “be” that person. Improving your self-image, like improving any skill, takes time and practice. Developing good self-esteem involves en- couraging a positive (but realis- tic)attitudetowardyourself and theworldaroundyouandappre- ciating your worth, while at the sametimebehavingresponsibly towards others. By working from the inside out, you can ex- plore yourself to the fullest thereby working on enhancing your strengths and accepting your imperfections towards a more positive self-concept. This is the first time that visibility has dropped to “zero” in the city. Kuldeep Srivastava, the head of the regional forecasting centre of the India Meteorologi- cal Department, said the Palam weather station recorded “zero” visibility due to “very dense” fog at 6:30 am. At the Safdar- jung Observatory, which provides representative data for the city, “moder- ate” fog was recorded which lowered visibility to 300 metres, he said. The visibility should be around 800 metres at the airport for flights to take off, the senior scientist said. FATAL FOG13 killed, 15 injured in three separate accidents across state Expect nip in the air by next week,says MeT First India Bureau Jaipur: The rise in temperature will con- tinue in several parts of the state this week also but there will be change in weather from December 12, said the met depart- ment on Monday. The meteorological department has pre- dicted an active west- ern disturbance in the state, which will not only lead to cloud formation but also rain in several parts. After that winter will again catch up in the state and temper- ature will plummet. On Monday, fluctu- ations in the mini- mum temperature were seen in many cities including Jaipur. In Jaipur, the sky remained com- pletely clear. However, the night temperature dropped by 2.4 degrees, due to which the effect of winter increased marginally. Apart from Jaipur, there was a slight drop in temperature in Sri Ganganagar, Ajmer, Phalodi. While Jodh- pur, Bikaner and Mount Abu have re- corded an increase in temperature. The report released by the Meteorological department shows that a period of fluc- tuations in the tem- perature for the last one week will contin- ue for four days. Rajendra Chhabra A comparatively smaller depart- ment with a limited amount of work, Tribal Area De- velopment (TAD), as of today has four IAS of- ficers posted in it. Such has been the situation in the past that due to the dearth of work, of- ficers posted in other departments have been given additional charge of the various posts of the depart- ment. The four IAS posted in TAD are Principal Secretary Shikhar Agarwal (1993 batch), Joint Secretary Neha Giri (2010 batch), Com- missioner Jitendra Upadhyaya (2005 batch) and Additional Com- missioner Anjali Rajo- ria. Of these four, two officers sit in the state Secretariat while two sit at the head office of the department in Udaipur. It has seldom hap- pened in the past that an independent secre- tary is posted in the department as most of the time either the de- partment is clubbed with some other de- partment or additional charge is given to some other officer. Similarly, there have been several instances when independent HOD have been ap- pointed in TAD at the Udaipur-based head- quarters as most of the time the Udaipur Divi- sional Commissioner has carried out the re- sponsibilities. In the past three decades, only on two instances Akhil Arora and San- jay Malhotra were ap- pointed as independ- ent commissioners. However, the current government has posted three independent commissioners viz Shi- vangi Swarnkar, Anja- li Rajoria and Jitendra Upadhyay. For the first time, Neha Giri has been ap- pointed as joint secre- tary in the Secretariat. Those who know the workings of the gov- ernment, know that the person with whom the government is ‘miffed’ is generally given posting as Prin- cipal Secretary and Commissioner of TAD and Shikhar Agarwal is its recent example. He was brought from Ajmer to Jaipur but was made the Princi- pal Secretary in TAD. Agarwal has not been impanelled for an ad- ditional secretary in the central govern- ment and therefore he is unable to move on deputation too. Jitendra Upadhyaya was posted on the im- portant position of Di- rector, Mines but the man was posted as TAD Commissioner af- ter the ‘government’ went against him. On the Chief Minis- ter’s claim that the BJP may again try to topple its government in Ra- jasthan, Maken said one has seen how the BJP indulges in “sub- verting mandate of the people by using every corrupt means availa- ble to influence, coerce and allure opposition MLAs using its money, muscle, and institution- al power”. “Using these immor- al and undemocratic tactics, they were suc- cessful in some States including Gujarat and Madhya Pradesh. But when the BJP tried in Rajasthan, they failed miserably. Because here, not even one of the 123 MLAs support- ing the Congress Gov- ernment fell prey to their tactics,” he said. “We have been suc- cessfully able to unite all MLAs and senior leaders of Congress party and this unity has reflected in the local body elections, in which we have got the best-ev- er results,” he said. Asked about how se- rious is the threat of BJP toppling its govern- ment, Maken said “As long as we are united, I do not see any threat to our government. They (BJP) may try again, but they will fail miser- ably again. Rather, the BJP should take care of its own divided house.” On Pilot, the AICC general secretary in- charge of Congress in the state said he has from day one said that he will never join the BJP and he has always been an important member of the Con- gress family. He said even recently, he exten- sively campaigned for the Congress Party in Madhya Pradesh, Bihar and UP elections. Maken said the Con- gress got the highest ever vote share both in percentage and in abso- lute number in Ra- jasthan local body polls and this would not have been possible without a united Congress. “So far, the perfor- mance of our Rajasthan Government has been exemplary. If united, and with equitable dis- tribution of power amongst the deserving workers, no one can stop us from winning in 2023 and breaking this record,” he said. Besides, it is also an indication of the popu- larity and high approval ratings of the Gehlot-led Congress government and claimed that the party is going to do ex- ceedingly well in other ongoing local body elec- tions. Asked if the Con- gress was strong in Ra- jasthan, he said from an electorate of around 22 lakh voters Congress won the recently con- cluded Municipal Elec- tions in Jaipur, Jodhpur and Kota. The Congress Party for the first time in his- tory has four out of six mayors in these cities, confirming the resound- ing support for the Con- gress Party in urban areas of Rajasthan, which were known to be a traditional stronghold of the BJP, he said. “In these urban cent- ers, we got the highest ever vote share both in percentage and in abso- lute number. This would not have been possible without a united Con- gress,” he said. Maken also claimed that the Congress gov- ernment in Rajasthan has been praised for its handling of the COV- ID-19 crisis, as Bhilwara model was hailed glob- ally. AICC President, Ajay Maken further added saying that the state also has the lowest per capita COVID-19 mortal- ity rate in the country. He also said that Ra- jasthan is just one of the two states, which is do- ing only RT-PCR test and has not conducted Rapid-Antigen test. Priyanka Gandhi condoles family of Ahmed Patel Ajay Maken Kartikey Dev Singh Jaipur: Providing a major impetus to the woes of the rural Ra- jasthan regarding ground water exploita- tion, the state cabinet, under chairmanship of Chief Minister Ashok Gehlot, has taken a ma- jor decision regarding the guidelines issued for ground water ex- ploitation and decided to remove the provision of NOC for ground wa- ter exploitation in five categories. Following this decision, no NOC will have to be taken for ground drainage for use of individual house- hold consumers in ru- ral and urban areas, rural drinking water supply schemes, armed forces installations, ag- ricultural activities and ground drainage of less than 10 cubic meters per day for drinking wa- ter and domestic use. This will bring great relief to the farmers of the state, the general public and micro and small entrepreneurs. The Gehlot cabinet held a two hour long meeting on Monday where several major decisions were taken including approval of policy to provide M- sand to common man as an alternative to river sand or bajri. During this period, preparations for vacci- nation campaign for control of Covid-19 epi- demic were also dis- cussed. The Cabinet also deliberated on the issues related to better management of vac- cines, coldchain and storage system, prior- itization and availabil- ity of human resources in the state as per the guidelines of Govern- ment of India for vac- cination. Under the new sys- tem of ground drain- age and guidelines, farmers and general public will get immedi- ate benefits, for this purpose, appropriate guidelines will be is- sued by the depart- ments of Panchayati Raj, Power, Home and Water Resources. It was also decided that water resources, water harvesting, panchayati raj, water supply and ground water depart- ment will take appro- priate steps for conser- vation and recharge of rainwater. Also, in 38 blocks of 17 districts of the state where ground water situation is more worrisome, meaningful efforts will be made to improve it. The state cabinet has decided to implement a three-tier system to make the system of public hearing more sensitive and effective at the lower level. Un- der this, complaints of public will be effective- ly resolved at cluster, subdivision and dis- trict level for which a cabinet sub-committee will be formed to pre- pare a detailed frame- work in this regard. The cabinet expressed the intention of getting minimum wages of Rs 220 per day declared by the state to MGNREGA workers on completion of the task. Providing the much needed relief to mining and construction sector while also breaking the backs of sand mafia, the cabinet has also ap- proved the Manufac- tured Sands (M-SAND) policy with a view to providing a cheaper and easier alternative to the mineral gravel in the state. Under the approved policy, M-SAND unit will be given the status of industry and the benefits will be payable under RIPS-2019. Un- der this, overburdened dumps available in mining areas will be is- sued by auction for the purpose of 10 years for captive purpose for the production of M-Sand. In the mining lease al- lotment of mineral ma- sonary stone, a sepa- rate plot will be re- served for the M-Sands unit and auctioned for captive purpose. M- Sands units and Crush- er units established earlier will also be eli- gible to obtain permits or mining lease for M- Sands production. Under this policy, the use of a minimum of 25 per cent of the m-sands of the amount of river sand used in various construction works car- ried out by the state gov- ernment, semi-govern- ment, local bodies, pan- chayati raj institutions and other organizations funded by the state gov- ernment is mandatory, which will be increased by 50 percent depending on availability. The cabinet also amended the Rajasthan Civil Services (Revised Pay) Rules, 2017. The state government per- sonnel stopped the ACP for 3 years if the num- ber of children in- creased after June 1, 2002. By amending the Rajasthan Civil Service (Revised Pay) Rules, now the Principal, Sen- ior Upadhyay School, Department of San- skrit Education has been increased from Grade-Pay 6000 to 6600 from 01.07.2013 to 31.12.2015. The state cabinet took important deci- sions for the benefit of ex-servicemen and made several amend- ments in the provisions of reservation for em- ployment in state ser- vices. It has been ap- proved to increase the maximum age limit from 5 years to 10 years for the employment of ex-servicemen in the state services. It has also been decided to in- crease the relaxation in the minimum qualifica- tion marks by 5 percent for ex-servicemen in state services. In addi- tion, it has also been decided to give relaxa- tion related to the eligi- bility certificate for computer use at the time of application. In addition, the dual ben- efit of reservation for employment in another service will be payable to a person employed in a post of public service. Also, the Rajasthan Ho- moeopathic Medicine Act, 1969 under the Ra- jasthan Homoeopathic Medicine (Amend- ment) Rules, 2020 was also approved in the meeting. In the cabinet meet- ing, for the establish- ment of 180 hectares of land for setting up of 90 MW solar power plant at villages of Devikot and Kehar Fakir of Fatehgarh tehsil of Jaisalmer district and 150 MW capacity in vil- lage Devikot itself, ap- proval for allotment of 1184 bigha of land was given. With the estab- lishment of these solar power units, there will be increased opportuni- ties for employment and revenue at the local level in the state. The state cabinet has also approved the proposal to allocate land to the Ministry of Defense to set up an Indian Air Force airbase at village Anta in Barmer. In addition, five self- funded colleges - Maha- rana Pratap College, Rawatbhata (Chittor- garh), Shaheed Rupaji Kripa College, Bengu (Chittorgarh), Bhag- wan Adinath Jayaraj Marwara College, Nain- wa (Bundi), Aai Mata College, Sojat City (Pali) and Shri Prem- singh Singhvi College, Chhipa Baroda (Baran) and four private colleg- es - Meera Kanya Col- lege, Sangaria (Hanu- mangarh), Gyan Jyoti College, Karanpur ( S r i g a n g a n a g a r ) , Shaheed Bhagat Singh College, Raisinghnagar (Sriganganagar) and Baba Mohanram Farm- ers College, Bhiwadi (Alwar) State were ap- proved to be taken un- der the government. Mukherjee brings that spe- cial moments to his songs as he always does, they are so much a part of the movie- the lyrics and situations a part of the plot. My all time favourite is Ab ke sajan saavan mein where Sharmila is teasing and playful with both her beau and her Jiaji! Garam Dharam and Sexy Sharmila starred in quite a few movies together and a lot of them by Mukherjee- Anupama being the first one. The songs of Anupama ‘Dheere Dheere Machal Ae Dil-E-Beqaraar’, ‘Kuch Dil Ne Kaha’ and ‘Ya Dil Ki Suno Duniya Walon’ are still a treat as was the dhoti clad Dharmendra and the shy Sharmila! They perfectly com- plemented each other. Devar was a movie much ahead of it’s time. I find Dharmendra’s perfor- mance in Satyakam among his best and Sharmila was the per- fect supportive wife. Yakeen, I loved for Sharmila; her hot pants were WOW and it does feature one of my all time fa- vourite ‘life song’ – Gar tum bhula na doge, Mere Humdum mere dost and Ek Mahal ho sap- non ka – again worth a watch.
