New Delhi: The Su-
preme Court Friday dis-
missed the pleas, in-
cluding the one filed by
ministers of six opposi-
tion-ruled states, seek-
ing review of its August
17 order which paved
the way for holding
NEET and JEE exams.
One of the review
pleas was filed by minis-
ters from West Bengal
(Moloy Ghatak),
Jharkhand (Ramesh-
war Oraon), Rajasthan
(RaghuSharma),Chhat-
tisgarh (Amarjeet Bha-
gat), Punjab (B S Sidhu)
and Maharashtra (Uday
Ravindra Sawant).
A bench of Justices
Ashok Bhushan, B R
Gavai and Krishna Mu-
rari, which considered
the pleas in-chamber,
said there was no merit
in the review petitions.
The apex court also
rejected the applica-
tions seeking listing of
the review petition in
the open court.
Applications seeking
permission to file re-
view petitions are al-
lowed. We have careful-
ly gone through the re-
view petitions and the
connected papers. We
find no merit in the re-
view petitions and the
same are accordingly
dismissed, the bench
said in its order.

el, said Army Chief
General MM Naravane
on Friday, who is visit-
ing Ladakh to review
the situation amid the
ongoing border tension.
“Situation has been lit-
tle tensed for the last
two to three months. We
have been continuously
engaging with China
both at the military and
diplomatic level. These
engagements are ongo-
ing and will continue in
the future as well. We
are very sure that
through this medium of
talks, whatever differ-
ences we have, will be
resolved and we will en-
sure that status quo is
not changed and we are
able to safeguard our in-
terests,” said Naravane.
He underlined that
some precautionary de-
ployment for the safety
of Indian troops have
been undertaken for
safety and security.

Moscow: Peace and security in the SCO region
demands a climate of trust, non-aggression,
respect for international rules and peaceful reso-
lution of differences, Defence Minister Rajnath
Singh said on Friday, seen as an indirect message
to China which is engaged in a festering border
row with India in eastern Ladakh. Notably, Singh
made the comments in the presence of Chinese
Defence Minister Gen Wei Fenghe. In his address
at a ministerial meeting of the Shanghai Coop-
eration Organisation (SCO) here in the Russian
capital, Singh also referred to the Second World
War and said its memories teach the globe the
“folies of aggression” of one state upon another
that brings “destruction” to all. Both India and
China are members of the SCO, an eight-nation
regional grouping which primarily focuses on

upon thinkers, experts

dhi’s ideas to the people.
Gehlot said that Gan-
dhi’s message of truth,
non-violence and peace
should be passed on to
the new generation and
directed the officials to
connect a large number
of people and institu-
tions to the events being
held to commemorate
Gandhi’s 150th birth an-
niversary.

culture department in

ideas are very relevant

sources said, the gov-

been set up.

mari, a government
teacher from Barmer,
has been selected for na-
tional award 2020 by the
union ministry of edu-
cation. She is one
among 47 teachers who
have been selected from
different parts of the
country for the award
and only teacher to get
selected from Ra-
jasthan.
The story of Geeta
Kumari inspires many
as she was married in
childhood yet she con-
tinued her studies de-
spite all odds and made
a difference in society.
Presently posted in gov-
ernment school in
Saruponi Maliyon Ka
vas bandra in Barmer,
Geeta is known for her
determination and
strong will and has set
many examples in life
which got her recogni-
tion at the national lev-
el. She was dropped out
after class 8 and was
married.
However, she contin-
ued studies despite all
challenges in married
life. Geeta, with her pos-
itive thinking, kept on
struggling to make eve-
ry difficulty easy. She
wasinnovativeinschool
and got many rewards.
On her motivation, her
family donated three
bighas of land for the
school in 2002 and now,
she is a teacher here.
As a result of her ded-
ication, two students of
the schools have also got
national scholarships.
She passed class 8th in
1997 and was married in
2000. She also conducted
adventure tours for stu-
dents in Nepal,
Himachal Pradesh, Sik-
kim. The school also
begged positions in var-
ious activities by the
education department.
She passed MA in 2015
and took admission in
MA (police administra-
tion) in 2019.

The news of the death
of the elephant equally
hit all the Mahavats in
the area.
There have been no
elephant rides at Amer
fort during the past five
months which has
brought the elephant
owners to brink of eco-
nomic collapse. The
news of the death of
each elephant comes as
a bolt to the elephant
owners and their col-
leagues.
This was the fourth
elephant to have died
in the past 5 months.
The said 40 year old fe-
male elephant, brought
from Assam 10 years
ago, wasn’t well for the
last 4 days and had giv-
en up food a day ago.
Veterinary doctor Dr
Niraj Shukla who con-
ducted the postmortem
of the dead elephant
said that the lack of
movement due to lock-
down had completely
disturbed the digestion
of the elephant. He said
a normal elephant
should walk between
20-40 Kms every day.
Dr Shukla demand-
ed from the govt that
the permission for the
elephant ride should
be given else more el-
ephants will perish in
similar manner. He
suggested that the el-
ephant owners should
take their elephants
for two rounds of the
Amer fort to keep
them fit.

erence to the candidate
of Rajasthan in state
governmentjobsinstead
of not allowing candi-
dates of other states.

tions to examine data
related to the candi-
dates of other states in
past recruitments.
After CM Ashok Ge-
hlot’s directions, offi-
cials of department of
personnel, administra-
tive reforms and law
have started the exer-
cise on the matter.
Sources said that the
government may decide
to give preference to the
candidates of Ra-
jasthan in government
jobs on Haryana and
Bihar pattern.
The state govern-
ment may consider bo-
nus marks for local can-
didates or may put a
condition that the can-
didate should have
passed secondary or
senior secondary exam
from Rajasthan board.
In more than 20
states, local candidates
get preference in re-
cruitment on different
formulas.
In states like Odisha,
knowledge about the lo-
cal language is a condi-
tion in recruitments
which bars outside can-
didates from the compe-
tition while in Haryana,
local candidates get the
benefit of 10% marks.

Kota: A woman assis-
tant traffic inspector
of Rajasthan roadways
and a village develop-
ment officer are among
five persons who were
arrested by anti-cor-
ruption bureau in
three separate cases of
graft in Rajasthan on
Friday.
Sheela Chawla, As-
sistant Traffic Inspec-
tor of Rajasthan state
road transport corpo-
ration (RSRTC) and
conductor Mahendra
Singh Rathore, both
posted in Chittorgarh,
were arrested for al-
legedly taking a bribe
of Rs 2,500 as a month-
ly extortion amount
from a roadways con-
ductor.
They had already
taken Rs 3,500 for not
checking his bus on
Chittorgarh route. Af-
ter verification of com-
plaint, an ACB team
laid a trap and caught
them red handed.
Chawla was also ar-
rested in 2015 for taking
a bribe of Rs 18,000
through a middle man.

Jaipur: In Rajsamand,
village development of-
ficer of Liki gram pan-
chayat Abhinav Shar-
ma was arrested for tak-
ing a bribe of Rs 50,000
from a contractor in
lieu of passing a bill of
Rs 1,99,826 .
He said that the ac-
cused had initially de-
manded Rs 90,000.
Another ACB team
arrested a woman Pat-
wari Ritu Patwari and a
middle man Madanlal
in Ganganagar district
for taking a bribe of
Rs10,000.
The accused Patwari,
posted in 19 ML Tehsil,
had demanded the bribe
for making changes in
revenue records after
partition of his ances-
tral property.

More than 6.15 lakh people have been slapped with
fine, totalling over Rs 9 crore, in state for violation of
the Rajasthan Epidemic Ordinance, DGP (Crime) ML
Lather said. So far 7,966 persons have been arrested
for violating prohibitory and quarantine norms by
registering 3,634 FIRs. Under Motor Vehicles Act,
challan was issued to 9.05 lakh vehicle owners and
1.65 lakh vehicles were seized. More than Rs 16.37
crore fine has been recovered from them.

fered revenue loss of
crores of rupees due to
lockdown, the excise de-
partment of Rajasthan
has brought the reve-
nue collection on track
in the last four months.
Revenue collection of
excise department from
April to August this year
is Rs 3,301 crore which
wasRs3,606croreduring

od last year.
During the lockdown,
the department suf-
fered a loss of nearly Rs
1,000 crore and the situ-
ation started improving
after liquor shops reo-
pened in May.
The government had
also increased excise
duty on liquor in May to

revenue target of Rs
12,500 crore in the pre-

ID-19 crisis
has prompted
billions of
people to work, social-
ize, and consume digi-
tally. This shift creates a
historic opportunity to
unlock the potential of
digitalization to finance
more inclusive, sustain-
able development.
Digitalization is trans-
forming every aspect of fi-
nance. More than one bil-
lion people worldwide now
use mobile payment plat-
forms, which have turned
mobile phones into finan-
cial tools. Digital finance is
leveraging big data and
artificial intelligence to
underpin advances in
cryptocurrencies and cryp-
to-assets, peer-to-peer lend-
ing, crowdfunding, and
online marketplaces. Algo-
rithms are silencing noisy
stock-exchange floors, with
many equity trades in the
United States now execut-
ed in the absence of any
human input.
Investment in finan-
cial technology (fintech)
is powering this trans-
formation. In 2018, fin-
tech attracted a record
$120 billion in venture-
capital funding, or one-
third of the global total.
And financial investors
are pouring tens of bil-
lions more dollars annu-
ally into enabling digital
technology.
The pandemic has pro-
vided a major boost to these
developments. Digital mon-
ey transfers are enabling
governments to provide
immediate financial sup-
port to citizens. Crowd-
funding platforms have
mobilized resources for
medical supplies and emer-
gency relief. Algorithmic
lending is accelerating life-
saving funding for small
businesses. Similarly, e-
commerce platforms are
enabling people to buy now
and consume later in order
to support local businesses
and protect employment.
But such inspiring ex-
amples barely scratch
the surface of what is
both urgently needed
and possible. The world
is awash with literally
trillions of dollars. This
is ultimately the people’s
money, earned and bor-
rowed and then spent,
saved, invested, and
handed to governments
to use on their behalf.
Too often, however, these
funds do not flow to what
people need and want.
Inequality was already
increasing before the cri-
sis and is now accelerat-
ing. Moreover, the finan-
cial sector is not effec-
tively channeling money
and savings to address
longer-term develop-
ment challenges such as
climate change and bio-
diversity destruction.
Digitally driven transfor-
mation can better align fi-
nance with people’s needs,
as reflected in the Sustain-
able Development Goals
(SDGs). In November 2018,
United Nations Secretary-
General António Guterres
established a task force
comprising leaders from
the financial, policy, and de-
velopment communities to
identify ways of harness-
ing digitalization to finance
the SDGs. The panel (which
we co-chaired) has now
completed its deliberations
and presented its final re-
port to the secretary-gener-
al, having engaged with
thousands of individuals
and institutions across doz-
ens of countries.
The task force’s core
conclusion is that the
power of digital transfor-
mation provides an ex-
traordinary opportunity
to reset private and public
finance in ways that can
help to achieve the SDGs.
Its call to action seeks to
engage market partici-
pants and policymakers,
including central banks
and development-finance
institutions, in imple-
menting the task force’s
agenda of practical rec-
ommendations.
For starters, digitaliza-
tion can play a critical role
in ensuring that global
capital markets, which cur-
rently have a value of
about $185 trillion, take
greater account of social
and environmental risks
and outcomes. Second, big
data and algorithmic ana-
lytics can accelerate the
provision of the $5.2 tril-
lion in annual financing
required by developing
countries’ small and medi-
um-size businesses, which
are the source of much of
the world’s employment.

Government. No wonder they
don’t want to take questions!
ndia has always been a land
of absolute freedom when it
comes to matters beyond the
material. It is from this con-
text that the culture evolved.
This is a culture with a mul-
tiplicity of thought, belief
and seeking. We call this
Sanatana Dharma, which
means an eternal religion
that will always be relevant.
You can choose your own
God – a man God, woman
God, animal God, tree God
– whatever you want. This is
known as Ishta Devata, a
God of your own choice.
This is the only culture that
allows you this freedom.
There are seven billion peo-
ple, so we can have seven bil-
lion religions. Every individual
is free to see what he can relate
to best at a certain time in his
life. He can create a God of his
own and give himself to that
process – because it is not about
God. It is about bringing a cer-
tain quality in you to make you
worshipful and reverential to-
wards life. The very reason re-
ligion was created was to bring
this quality within you. So you
worship a monkey, and I wor-
ship an elephant. What is the
problem? It is fine. And tomor-
row, if we want to exchange our
Gods, we can do that too. You
can choose God with form,
without form or even no God is
alright. It is not rigid, it can
change – that is why it is re-
ferred to as an eternal religion.
There is sufficient intel-
lect on the planet right now
for us to reconsider the very
fundamentals of religion on
this planet. Religion is an in-
ward step. It is something
very intimate that a human
being does within himself. It
is not something that you or-
ganize and do it on the street.
It is a step towards your cre-
ator. If you just observe your
own body, you can clearly see
that the source of creation is
within you. A step towards
your creator is naturally an
inward step, which you can
only take by yourself. You
cannot take a crowd of peo-
ple inward.
Because religion has become
systematized and organized,
what should have been a beau-
tiful process has become fanat-
icism. The moment you iden-
tify yourself with a doctrine
whose fundamental ambition
is to conquer the whole world
someday, or you assume that
your way is the only way, then
you are a fanatic. You may act
in civilized ways, but as long as
you nurture this thought, you
are a fanatic.
In indigenous cultures, re-
ligion was never juxtaposed
against the state. In the past,
religion was far more impor-
tant to people than it is now,
but still, there were no theo-
cratic states; the ruler had
his religion and the subjects
had the freedom to follow
theirs. There was no conflict
because people did not look
at religion as an organized
process. Unfortunately, to-
day it has begun to get or-
ganized and reached a point
where electoral politics and
national interests are poised
to oppose each other.
We have a situation where
politicians are openly and
proudly calling themselves as
‘Hindu leaders’ or ‘Muslim
leaders’ or ‘Christian leaders.’
Religion is becoming a matter
of number games and another
disguise for politics. If this is
encouraged or even allowed,
there will be organized and un-
natural attempts to change the
demographic complexion of
the nation. Whenever there are
such attempts to change the dy-
namics of the nation’s demo-
graphics – religious or other-
wise – large-scale violence will
erupt. It is threatening our
very nationhood.
We must understand that
nationhood is just an idea. If
we want to make this into a
living reality, we need to
work sufficiently on inculcat-
ing the sense of citizenship at
all levels of the population.
We must realize that we are
citizens of a nation first, and
religion comes later. Only
then will we have the agility
to respond to any challenging
situation. Otherwise, every
time we are challenged as a
nation, people will not know
which way to go. If we fail to
handle this without the need-
ed balance, the polarisation
of the nation on religious
grounds will become a wide-
spread and ugly reality, for
which we as a nation will pay
a heavy price. It is very im-
portant that the administra-
tion and the society at large,
particularly the religious
and spiritual movements, ap-
proach this with sensitivity
and long-term vision.
May all of us have the neces-
sary sense and wisdom to pre-
vent our beautiful, vibrant, and
inclusive culture from suc-
cumbing to mayhem caused by
divisive forces.

BATTLING COVID-19’S
RISING NUMBERS
he Union Health Ministry tweeted,
“#IndiaFightsCorona With a higher
number of patients getting cured. In-
dia’s total recoveries surpass 30 lakh.
Less than 0.5 percent of patients on
Ventilators, 2% in ICUs, and less than 3.5 percent
on Oxygen Support. Irrespective of the tweet on
Friday about the number of Covid-19 patients be-
ing cured, India’s load of positive cases daily is
heading towards the fearsome one lakh mark.
Just to get an idea, the country recorded a new
high of over 83 lakh positive cases on Friday. The
bigger concern is that seven months after its out-
break the pandemic’s peak is nowhere in sight.
The rising cases are bound to negate the advan-
tage of a high recovery rate given the shortage of
beds and doctors.
The other area of worry is the resurgence of a
novel coronavirus in places like Delhi. In June and
July, one got the impression that the pandemic was
on a downward slide after touching a peak in Delhi.
New cases had declined to 1000 a day and fatalities
were being reported in single digits. In contrast,
2700 new cases were reported on Thursday. If there
is an upsurge in Delhi, states like Maharashtra,
Andhra Pradesh, Karnataka, Uttar Pradesh, and
Tamil Nadu account for 62 percent of total active
COVID cases in the country. This when testing is
yet to be stepped up in states like UP.
The rise in cases has to be viewed in the context
of increased economic and social activities which
have now been allowed to ensure that the upcom-
ing festival season is not a dull affair.

AFTER LADAKH SETBACK
CHINA WANTS TO TALK
ndia has turned the tables on China in
Ladakh by occupying nearly all the van-
tage heights in the Ladakh region. The
strategic points from Thakung Post,
Black Top to Rezang La in Chushul, and
Pangong Tso area came under India’s control after
the little known elite troops from the Special Fron-
tier Force codenamed ‘Establishment 22’, foiled
Chinesedesignsof gainingholdovertheseheights.
The bold move on August 29 riled China but proved
to be a game-changer as India can now push China
to pull back from the land it occupied through de-
ceit in the finer area of Pangong Tso Lake. Both
sides have an almost matching deployment in
terms of ground and air force and tanks. At least
India is ready for any eventuality.
The maneuver had its desired effect. China’s
defence minister General Weng Fenghe sought a
meeting with Defence Minister Rajnath Singh on
the sidelines of the Shanghai Cooperation Organ-
isation meeting in Moscow. Singh initially ex-
pressed his reluctance to meet Fenghe but with
Foreign Minister S. Jaishankar saying that talks
are the only option the door has been kept ajar. One
report said that the “South Block has given the go-
ahead for Singh’s meeting with his Chinese coun-
terpart, hoping it leads to early and complete dis-
engagement as well as de-escalation along the Line
of Actual Control”.
The Chinese will have to come to the negotiating
table with a weak hand and agree to retreat from
the territory they grabbed in June after a bloody
skirmish in which 20 Indian soldiers were killed.
Unless Beijing chooses to junk peace.

RBI’S REVISED PSL GUIDELINES TO
INCREASE CREDIT PENETRATION
Mumbai: RBI issued revised guidelines for prior-
ity sector lending to enable better credit penetra-
tion to credit deficient areas and increase lending
to small farmers besides weaker sections.In ad-
dition, the initiative will boost credit to renewable
energy and health infrastructure. RBI said bank
finance to start-ups up to Rs 50 crore, loans to
farmers for installation of solar power plants for
solarisation of grid-connected agriculture pumps,
loans for setting up compressed bio-gas plants
have been included as fresh categories.

and blackmailed her,

The woman, a mother

leged that she came in

back.
They took her on a
vehicle six months back
and molested.
After that, they start-
ed threatening her and
also introduced her to
one Kishore Khoja.
Durgaram forced her
to marry Khoja.
Khoja threatened her
and called to Jodhpur
where he raped her in a
hotel.
Last month on Au-
gust 25, Khoja again
called her to Jodhpur.
After repeated threats,
she went to Jodhpur
where Khoja met her
and took her to Jaipur
and later to an Ashram
of his cousin brother in
Kota.
She alleged that Kho-
ja married her force-
fully in the ashram and
raped her several
times.
Later, on August 30,
he left the woman in a
market in Kota and ab-
sconded.
He also took away her
jewellery and mobile
phone.
The case has been
registered under rele-
vant sections and the
matter is being investi-
gated by a deputy SP
rank official.

ated an unu-
sual record of
running the govern-
ance with two dozen
IAS officers holding
an additional charge
of various depart-
ments apart from
their regular assign-
ment. This is unprec-
edented and never
before has the ad-
ministration adopt-
ed such an ad hoc
system of govern-
ance. Two instances
in this additional
charge system stand
out.
The Information
technology (IT) depart-
ment has assumed
great importance in
the past few years.
There was much work
done by the depart-
ment and much money
spent on it during the
previous govt’s tenure
while IAS Akhil Arora
was PS (IT). Arora had
come up with many in-
novations with the ‘Ab-
hay Command Center’
at PHQ being some-
thing that was ac-
claimed by all. When
the Gehlot govern-
ment assumed pow-
er, the responsibility
of the IT department
was given to senior
IAS Abhay Kumar
who took it to great-
er heights. Abhay
Kumar’s high tech
war room set up dur-
ing the initial days
of corona crisis is
one factor that has
ensured govt’s firm
grip on the war
against corona in the
state. When Abhay
Kumar fell sick, the ad-
ditional charge of the
IT department was
given for some time to
Akhil Arora but the
jumbo IAS transfer list
released on July 2
shifted this additional
charge to Ajitabh
Sharma. Some may be
surprised but Ajitabh
Sharma hasn’t taken
over this additional
charge of the IT de-
partment until to-
day. Ajitabh Sharma
not only has a full-
time job in the ener-
gy department but is
already overbur-
dened by additional
charges of the three
DISCOMS, RREC
and Energy Develop-
ment Corporation.
To top it all Ajitabh
is busy executing the
ambitious solar pro-
jects worth thou-
sands of crore ru-
pees.
The additional
charge of the IT de-
partment in such tax-
ing circumstances is
neither justified nor
practical for him to
handle.
So as of now the
additional charge of
the IT department is
in a limbo with
Ajitabh Sharma not
taking it and the
state govt not assign-
ing it to somebody
else. Abhay Kumar is
handling the affairs
of the department
informally with
most things on ‘auto-
pilot’ mode.
Then there is a
complete contrast-
ing case of IAS
PreetamBYashwant.
While Yashwant was
Commissioner Com-
mercial Taxes (CCT)
he was given addition-
al charge of MD of
Medical Services Cor-
poration in March
when GP Keshav Rao
was removed in just 8
months due to the
health minister’s dis-
satisfaction with him.
In the July 2 trans-
fer list Preetam B
Yashwant was trans-
ferred as Secretary
(GAD) but surpris-
ingly he still holds
the additional
charge of the MD,
Rajasthan Medical
Services Corpora-
tion (RMSCL). The
logic behind retain-
ing the additional
charge of RMSCL
with Yashwant de-
spite him having a
full-time job at GAD
is beyond any justifi-
cation.
The state is passing
through a heightened
phase of corona crisis
and RMSCL is in-
volved in the pur-
chase of medicines
and medical equip-
ment worth hun-
dreds of crores.
These purchases, ob-
viously, have an im-
portant role to be
played by the MD of
the corporation.
So whose interest is
being served by retain-
ing Preetam B
Yashwant with addi-
tional charge of MD,
RMSCL? Is it Preetam
himself not ready to
give up the ‘hot’ job or
is it the higher-ups who
want him retained?
Whoever might be the
real beneficiary but the
additional charge is
certainly under the
spotlight.

set up open gyms in as
many as 50 parks across
21 cities in the state.
Commissioner Arora
said that the work or-
ders worth Rs 1.5 crore
for the gym equipment
has been placed by the
Board. He said that the
open gyms will be an
ideal place for working
out for the residents of
various RHB colonies
as the gyms will be set
up in the parks owned
by RHB.
Commissioner Arora
said that the initiative
is another step to fulfill
CM Gehlot’s mission of
a healthy Rajasthan. He
said that the gym equip-
ment will include a full
array like skywalker,
leg press, sit up board,
rover, surf board, air
walker, triple hip twist-
er, chest press cum seat-
ed puller, multi func-
tional trainer, shoulder
builder, cycle along
with the instruction
board.

the detailed planning

also been finalised.

Jaipur: Health Minis-
ter Dr Raghu Sharma

to people of Rajasthan,
has fixed the rates for
treatment of corona in
private hospitals
across the State. He
said that private hospi-
tals will have to treat
COVID infected ac-
cording to these rates.
Action will be taken
against the private hos-
pitals who do not
strictly follow these di-
rections.
Dr Sharma said that
better medical facili-
ties are being provided
to the general public at
COVID Care Centres
and COVID Dedicated
Hospitals in the entire
State. This arrange-
ment has been done so
that treatment rates of
corona in private hos-
pitals remain the same.
He said that with im-
plementation of these
rates, the patients will
not have any confusion
about the fees charged
during the treatment
and it will also stop un-
controlled collection by
the private hospitals.
The Health Minister
said that according to
the new rates, on get-
ting admitted to nation-
al accredited and non-
accredited hospitals,
fees charged from the
infected patient will be
up to Rs 5000; up to Rs
7,500 from serious pa-
tients and up to Rs 9,000
including ICU charges
from critical patients.
These rates include
fees such as consulta-
tion charges, PPE kit,
medicines, tubes, bed,
breakfast, lunch, din-
ner and others.
The Health Minister
said that the depart-
ment earlier had fixed
the treatment rates of
COVID-19 in private
hospitals, but it was
not clear as to what all
investigations, medi-
cines and various oth-
er expenses are includ-
ed in COVID treatment.
In such a situation,
confusion persists. He
said that in such a situ-
ation, protocol of COV-
ID-19 treatment and
maximum rates in pri-
vate hospitals were re-
decided after discus-
sions with all District
Collectors, all princi-
pal of Government
Medical Colleges, sen-
ior doctors and repre-
sentatives of private
hospitals.
Dr Sharma said that
soon a system will be
developed to know the
vacant and situation of
authorised beds in pri-
vate hospitals in the
State so that no hospi-
tal could send back the
patients stating that all
beds are full. With this
system, no hospital
could lie about the
number of beds in the
hospital.

completed. 97 points (19
%) are of ‘continue in
nature’ category while
197 (38.6%) are under
progress. The third
meeting of the Commit-
tee will be held on Sat-
urday, he added.
Bhilwara: The car car-

suddenly came in front

The driver saved the
cow damaging the front

away for all persons,
who give samples for
testing. The test reports
will be made available
online for all those who
give samples, a facility
which so far, was avail-
able for testing in Sawai
Man Singh Hospital
only.
The State Govern-
ment has decided to up-
load the test reports on
ICMR portal and Ra-
jasthan health portal
from September 7 on-
wards. The person will
get a text message on his
registered mobile num-
ber as soon as the report
is uploaded.
Apart from the por-
tals, the reports can be
obtained through Rajco-
vidinfo app also, a sen-
ior official said.
Principal secretary

newarrangementwhich
have been made for the
convenience of patients,
who used to physically
collect the report.

been deputed as nodal
officers at the state level
to co-ordinate for the
new system and the de-
partment employees
will be given training

CMHO office or commu-

to collect the report.
Nearly 50,000 corona
tests are being conduct-
ed in the state daily and
in some cases, those
who were tested posi-

ing system will also re-
duce the chances of the
deadly Coronavirus

The Health Minister said that the Government
is fully alert and cautious during the corona
infection. This is the reason that looking at
the spread of infection, RUHS in Jaipur was
declared at the State level for coronavirus treat-
ment along with Government Jaipuria Hospital in
Jaipur has also been declared as COVID Dedi-
cated Hospital. He said that the Jaipuria Hospital
will be equipped with all facilities so that around
500 patients could be treated.
82% PATIENTS RECOVERED
Dr Sharma said that the number of high-
flow oxygen beds is being increased by
four times on the directions of the Chief
Minister. Even COVID Care Centres are being
set up in the State. He said that with the
complete arrangements made in the State
and due to awareness of people, the positiv-
ity rate is 3.6% in the State, which compared
to the national average, is low. Although, the
number of infected is increasing, at the same
time 82% of the patients have recovered.
The Health Minister said that at present the
capacity to conduct 51,640 tests per day has
been developed in State, which in future will be
increased to more than 75,000 tests per day.
He informed that infrastructure has also been
developed in those 11 districts where testing fa-
cility was not developed. Soon testing facility will
start in these districts. He said that Cobas-8800
machine is being installed at SMS Hospital.

‘Black’ is amazingly beautiful on
two platforms, one is the introduction
of the viewer into the life for the deaf

‘Mohabbatein’
and ‘Main
Hoon Na’
are block-
busters

and such a school life. Regardless of
the melodrama, the romance be-
tween Shahrukh and Sushmita was
the cutest.
‘Do Dooni Chaar’ was adorable, it

typical for my taste in every aspect.
‘Sir’ with Naseeruddin Shah in the ti-
tle role is worth a watch as it grapples
more than just the role of a teacher
taking on the Mumbai gang wars and
a romantic relationship against all
oddsalongwithmentoringPoojaBhatt
to overcome her shyness induced by
stammering.

One of the review pleas was filed by minis- ters from West Bengal (Moloy Ghatak), Jharkhand (Ramesh- war Oraon), Rajasthan (RaghuSharma),Chhat- tisgarh (Amarjeet Bha- gat), Punjab (B S Sidhu) and Maharashtra (Uday Ravindra Sawant). A bench of Justices Ashok Bhushan, B R Gavai and Krishna Mu- rari, which considered the pleas in-chamber, said there was no merit in the review petitions. The apex court also rejected the applica- tions seeking listing of the review petition in the open court. Applications seeking permission to file re- view petitions are al- lowed. We have careful- ly gone through the re- view petitions and the connected papers. We find no merit in the re- view petitions and the same are accordingly dismissed, the bench said in its order. National Testing Agency (NTA) which conducts both the ex- ams is holding JEE Main Exams from Sep- tember 1-6, while NEET exams will be held on September 13. CS Rajeeva Swarup held discussions with officials and gave direc- tions to examine data related to the candi- dates of other states in past recruitments. After CM Ashok Ge- hlot’s directions, offi- cials of department of personnel, administra- tive reforms and law have started the exer- cise on the matter. Sources said that the government may decide to give preference to the candidates of Ra- jasthan in government jobs on Haryana and Bihar pattern. Sheela Chawla, As- sistant Traffic Inspec- tor of Rajasthan state road transport corpo- ration (RSRTC) and conductor Mahendra Singh Rathore, both posted in Chittorgarh, were arrested for al- legedly taking a bribe of Rs 2,500 as a month- ly extortion amount from a roadways con- ductor. They had already taken Rs 3,500 for not checking his bus on Chittorgarh route. Af- ter verification of com- plaint, an ACB team laid a trap and caught them red handed. Chawla was also ar- rested in 2015 for taking a bribe of Rs 18,000 through a middle man. More than one bil- lion people worldwide now use mobile payment plat- forms, which have turned mobile phones into finan- cial tools. Digital finance is leveraging big data and artificial intelligence to underpin advances in cryptocurrencies and cryp- to-assets, peer-to-peer lend- ing, crowdfunding, and online marketplaces. Algo- rithms are silencing noisy stock-exchange floors, with many equity trades in the United States now execut- ed in the absence of any human input. Investment in finan- cial technology (fintech) is powering this trans- formation. In 2018, fin- tech attracted a record $120 billion in venture- capital funding, or one- third of the global total. And financial investors are pouring tens of bil- lions more dollars annu- ally into enabling digital technology. The pandemic has pro- vided a major boost to these developments. Digital mon- ey transfers are enabling governments to provide immediate financial sup- port to citizens. Crowd- funding platforms have mobilized resources for medical supplies and emer- gency relief. Algorithmic lending is accelerating life- saving funding for small businesses. Similarly, e- commerce platforms are enabling people to buy now and consume later in order to support local businesses and protect employment. But such inspiring ex- amples barely scratch the surface of what is both urgently needed and possible. The world is awash with literally trillions of dollars. This is ultimately the people’s money, earned and bor- rowed and then spent, saved, invested, and handed to governments to use on their behalf. Too often, however, these funds do not flow to what people need and want. Inequality was already increasing before the cri- sis and is now accelerat- ing. Moreover, the finan- cial sector is not effec- tively channeling money and savings to address longer-term develop- ment challenges such as climate change and bio- diversity destruction. Digitally driven transfor- mation can better align fi- nance with people’s needs, as reflected in the Sustain- able Development Goals (SDGs). In November 2018, United Nations Secretary- General António Guterres established a task force comprising leaders from the financial, policy, and de- velopment communities to identify ways of harness- ing digitalization to finance the SDGs. The panel (which we co-chaired) has now completed its deliberations and presented its final re- port to the secretary-gener- al, having engaged with thousands of individuals and institutions across doz- ens of countries. The task force’s core conclusion is that the power of digital transfor- mation provides an ex- traordinary opportunity to reset private and public finance in ways that can help to achieve the SDGs. Its call to action seeks to engage market partici- pants and policymakers, including central banks and development-finance institutions, in imple- menting the task force’s agenda of practical rec- ommendations. For starters, digitaliza- tion can play a critical role in ensuring that global capital markets, which cur- rently have a value of about $185 trillion, take greater account of social and environmental risks and outcomes. Second, big data and algorithmic ana- lytics can accelerate the provision of the $5.2 tril- lion in annual financing required by developing countries’ small and medi- um-size businesses, which are the source of much of the world’s employment. You can choose God with form, without form or even no God is alright. It is not rigid, it can change – that is why it is re- ferred to as an eternal religion. There is sufficient intel- lect on the planet right now for us to reconsider the very fundamentals of religion on this planet. Religion is an in- ward step. It is something very intimate that a human being does within himself. It is not something that you or- ganize and do it on the street. It is a step towards your cre- ator. If you just observe your own body, you can clearly see that the source of creation is within you. A step towards your creator is naturally an inward step, which you can only take by yourself. You cannot take a crowd of peo- ple inward. Because religion has become systematized and organized, what should have been a beau- tiful process has become fanat- icism. The moment you iden- tify yourself with a doctrine whose fundamental ambition is to conquer the whole world someday, or you assume that your way is the only way, then you are a fanatic. You may act in civilized ways, but as long as you nurture this thought, you are a fanatic. In indigenous cultures, re- ligion was never juxtaposed against the state. In the past, religion was far more impor- tant to people than it is now, but still, there were no theo- cratic states; the ruler had his religion and the subjects had the freedom to follow theirs. There was no conflict because people did not look at religion as an organized process. Unfortunately, to- day it has begun to get or- ganized and reached a point where electoral politics and national interests are poised to oppose each other. We have a situation where politicians are openly and proudly calling themselves as ‘Hindu leaders’ or ‘Muslim leaders’ or ‘Christian leaders.’ Religion is becoming a matter of number games and another disguise for politics. If this is encouraged or even allowed, there will be organized and un- natural attempts to change the demographic complexion of the nation. Whenever there are such attempts to change the dy- namics of the nation’s demo- graphics – religious or other- wise – large-scale violence will erupt. It is threatening our very nationhood. We must understand that nationhood is just an idea. If we want to make this into a living reality, we need to work sufficiently on inculcat- ing the sense of citizenship at all levels of the population. We must realize that we are citizens of a nation first, and religion comes later. Only then will we have the agility to respond to any challenging situation. Otherwise, every time we are challenged as a nation, people will not know which way to go. If we fail to handle this without the need- ed balance, the polarisation of the nation on religious grounds will become a wide- spread and ugly reality, for which we as a nation will pay a heavy price. It is very im- portant that the administra- tion and the society at large, particularly the religious and spiritual movements, ap- proach this with sensitivity and long-term vision. May all of us have the neces- sary sense and wisdom to pre- vent our beautiful, vibrant, and inclusive culture from suc- cumbing to mayhem caused by divisive forces. In- dia’s total recoveries surpass 30 lakh. Less than 0.5 percent of patients on Ventilators, 2% in ICUs, and less than 3.5 percent on Oxygen Support. Irrespective of the tweet on Friday about the number of Covid-19 patients be- ing cured, India’s load of positive cases daily is heading towards the fearsome one lakh mark. Just to get an idea, the country recorded a new high of over 83 lakh positive cases on Friday. The bigger concern is that seven months after its out- break the pandemic’s peak is nowhere in sight. The rising cases are bound to negate the advan- tage of a high recovery rate given the shortage of beds and doctors. The other area of worry is the resurgence of a novel coronavirus in places like Delhi. In June and July, one got the impression that the pandemic was on a downward slide after touching a peak in Delhi. New cases had declined to 1000 a day and fatalities were being reported in single digits. In contrast, 2700 new cases were reported on Thursday. If there is an upsurge in Delhi, states like Maharashtra, Andhra Pradesh, Karnataka, Uttar Pradesh, and Tamil Nadu account for 62 percent of total active COVID cases in the country. This when testing is yet to be stepped up in states like UP. The rise in cases has to be viewed in the context of increased economic and social activities which have now been allowed to ensure that the upcom- ing festival season is not a dull affair. India’s Case Fatality Rate (CFR) of COV- ID-19 is lower than the global average and pro- gressively declining and currently stands at 1.74 per cent, “With the recovery of 66,659 in the last 24 hours, India has continued its tra- jectory of posting more than 60,000 recoveries for the eighth consecu- tive day. The recovery rate amongst the COV- ID-19 patients is 77.15 per cent demonstrating that the number of pa- tients recovering is on a steady rise over the past several months,” Ministry said. The higher number of re- coveries has also led to a steady enhancement in the difference be- tween the recovered and active ones. “This difference has crossed 22 lakh, as on date. This ensured that the actual caseload of the country stands at 8,31,124, which are un- der active medical care. The active cases cur- rently comprises only 21.11 per cent of the to- tal positive cases,” the Ministry said. She lodged a case against the accused at Pokhran police station in Jaisalmer district al- leging that the accused abducted her, forced her to marry one of them, and gang-raped several times at different loca- tions. The victim also al- leged that the accused shot an obscene clip and blackmailed her, police said. The woman, a mother of two daughters, al- leged that she came in contact with Shayar- ram and his brother Durgaram some time back. They took her on a vehicle six months back and molested. After that, they start- ed threatening her and also introduced her to one Kishore Khoja. Durgaram forced her to marry Khoja. Khoja threatened her and called to Jodhpur where he raped her in a hotel. Last month on Au- gust 25, Khoja again called her to Jodhpur. After repeated threats, she went to Jodhpur where Khoja met her and took her to Jaipur and later to an Ashram of his cousin brother in Kota. She alleged that Kho- ja married her force- fully in the ashram and raped her several times. Later, on August 30, he left the woman in a market in Kota and ab- sconded. He also took away her jewellery and mobile phone. The case has been registered under rele- vant sections and the matter is being investi- gated by a deputy SP rank official. Rajendra Chhabra T he state has cre- ated an unu- sual record of running the govern- ance with two dozen IAS officers holding an additional charge of various depart- ments apart from their regular assign- ment. This is unprec- edented and never before has the ad- ministration adopt- ed such an ad hoc system of govern- ance. Two instances in this additional charge system stand out. The Information technology (IT) depart- ment has assumed great importance in the past few years. There was much work done by the depart- ment and much money spent on it during the previous govt’s tenure while IAS Akhil Arora was PS (IT). Arora had come up with many in- novations with the ‘Ab- hay Command Center’ at PHQ being some- thing that was ac- claimed by all. When the Gehlot govern- ment assumed pow- er, the responsibility of the IT department was given to senior IAS Abhay Kumar who took it to great- er heights. Abhay Kumar’s high tech war room set up dur- ing the initial days of corona crisis is one factor that has ensured govt’s firm grip on the war against corona in the state. When Abhay Kumar fell sick, the ad- ditional charge of the IT department was given for some time to Akhil Arora but the jumbo IAS transfer list released on July 2 shifted this additional charge to Ajitabh Sharma. Some may be surprised but Ajitabh Sharma hasn’t taken over this additional charge of the IT de- partment until to- day. In the July 2 trans- fer list Preetam B Yashwant was trans- ferred as Secretary (GAD) but surpris- ingly he still holds the additional charge of the MD, Rajasthan Medical Services Corpora- tion (RMSCL). The logic behind retain- ing the additional charge of RMSCL with Yashwant de- spite him having a full-time job at GAD is beyond any justifi- cation. The state is passing through a heightened phase of corona crisis and RMSCL is in- volved in the pur- chase of medicines and medical equip- ment worth hun- dreds of crores. These purchases, ob- viously, have an im- portant role to be played by the MD of the corporation. So whose interest is being served by retain- ing Preetam B Yashwant with addi- tional charge of MD, RMSCL? Is it Preetam himself not ready to give up the ‘hot’ job or is it the higher-ups who want him retained? Commissioner Arora said that the work or- ders worth Rs 1.5 crore for the gym equipment has been placed by the Board. He said that the open gyms will be an ideal place for working out for the residents of various RHB colonies as the gyms will be set up in the parks owned by RHB. Commissioner Arora said that the initiative is another step to fulfill CM Gehlot’s mission of a healthy Rajasthan. He said that the gym equip- ment will include a full array like skywalker, leg press, sit up board, rover, surf board, air walker, triple hip twist- er, chest press cum seat- ed puller, multi func- tional trainer, shoulder builder, cycle along with the instruction board. He said that private hospi- tals will have to treat COVID infected ac- cording to these rates. Action will be taken against the private hos- pitals who do not strictly follow these di- rections. Dr Sharma said that better medical facili- ties are being provided to the general public at COVID Care Centres and COVID Dedicated Hospitals in the entire State. This arrange- ment has been done so that treatment rates of corona in private hos- pitals remain the same. He said that with im- plementation of these rates, the patients will not have any confusion about the fees charged during the treatment and it will also stop un- controlled collection by the private hospitals. The Health Minister said that according to the new rates, on get- ting admitted to nation- al accredited and non- accredited hospitals, fees charged from the infected patient will be up to Rs 5000; up to Rs 7,500 from serious pa- tients and up to Rs 9,000 including ICU charges from critical patients. These rates include fees such as consulta- tion charges, PPE kit, medicines, tubes, bed, breakfast, lunch, din- ner and others. The Health Minister said that the depart- ment earlier had fixed the treatment rates of COVID-19 in private hospitals, but it was not clear as to what all investigations, medi- cines and various oth- er expenses are includ- ed in COVID treatment. In such a situation, confusion persists. He said that in such a situ- ation, protocol of COV- ID-19 treatment and maximum rates in pri- vate hospitals were re- decided after discus- sions with all District Collectors, all princi- pal of Government Medical Colleges, sen- ior doctors and repre- sentatives of private hospitals. Dr Sharma said that soon a system will be developed to know the vacant and situation of authorised beds in pri- vate hospitals in the State so that no hospi- tal could send back the patients stating that all beds are full. With this system, no hospital could lie about the number of beds in the hospital. Nirmal Tiwari Jaipur: Rajasthan gov- ernment has formed a threemembercommittee headed by the Additional Chief Secretary Subodh Agarwal to review the process of cancelling let- ters of intents for 602 mining lease in the state in 2015. The committee will re- view the cancellation of leases in compliance with High Court orders from September 14-25, 2020. First India Bureau Jaipur: Corona test re- port will be just a click away for all persons, who give samples for testing. The test reports will be made available online for all those who give samples, a facility which so far, was avail- able for testing in Sawai Man Singh Hospital only. The State Govern- ment has decided to up- load the test reports on ICMR portal and Ra- jasthan health portal from September 7 on- wards. The person will get a text message on his registered mobile num- ber as soon as the report is uploaded. Apart from the por- tals, the reports can be obtained through Rajco- vidinfo app also, a sen- ior official said. Principal secretary health, Akhil Arora has issued orders for the newarrangementwhich have been made for the convenience of patients, who used to physically collect the report. Two officers have been deputed as nodal officers at the state level to co-ordinate for the new system and the de- partment employees will be given training for this purpose. The Health Minister said that at present the capacity to conduct 51,640 tests per day has been developed in State, which in future will be increased to more than 75,000 tests per day. He informed that infrastructure has also been developed in those 11 districts where testing fa- cility was not developed. Soon testing facility will start in these districts. He said that Cobas-8800 machine is being installed at SMS Hospital.
